On the afternoon of September 28, in his closing speech at the 26th session of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Vuong Dinh Hue said that the session had completed 18 groups of content of the session agenda; focusing on groups of content preparing for the 6th session of the 15th National Assembly.
In addition, the National Assembly Standing Committee also gave written opinions on a number of other reports. The focus of this month's session was to give opinions on the contents submitted to the National Assembly at its 6th session.
The National Assembly Chairman said that at the regular October session, the National Assembly Standing Committee will give opinions on a number of very important contents.
In particular, the October meeting will give opinions on socio-economic issues, budget finance and salary reform roadmap after the Central Committee has reviewed and concluded on this content.
"This is the most important content and we must wait until the Central Committee meets to have a basis for consideration and decision," said the National Assembly Chairman.
The National Assembly Standing Committee also gave opinions on preparations for a vote of confidence for positions elected and approved by the National Assembly at the 6th session.
At the same time, give opinions on the report on the results of reviewing the legal document system as required in Resolution 101/2023/QH15. Request the working group to coordinate with the Government to have a preliminary review report on this content.
In October, the National Assembly Standing Committee will give opinions on the plan to use the increased revenue and savings from the 2022 central budget; the use of the increased revenue and savings from the 2021 central budget allocated for the socio-economic recovery and development program to implement the policy of priority support for housing for workers with surplus funds.
The National Assembly Chairman emphasized that this is a very important content related to the allocation and use of budget reserves, with some contents under the authority of the National Assembly and the National Assembly Standing Committee.
According to the National Assembly Chairman, the amount of increased budget revenue in 2021 alone is very large, the central budget is 196,000 billion VND, of which 78,000 billion VND is expected to be spent on reforming salary policy, adding 65,000 billion VND for key investment projects...
The National Assembly Chairman once again emphasized that this is very important content, and the National Assembly Committees must coordinate closely with each other to implement it.
At a recent meeting with voters, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung shared that recently, many officials, civil servants, public employees and workers had to quit their jobs due to low salaries.
To temporarily compensate for part of the income and ensure people's lives, on July 1, 2023, the Government adjusted the basic salary and is implementing a roadmap to reform the salary policy.
“Reforming wage policy is an indispensable task and will have many new points, the roadmap starts with abolishing the basic salary. This is the driving force for social development,” Minister Dao Ngoc Dung emphasized.
Minister Dao Ngoc Dung added that in addition to abolishing the basic salary, the Government will design 5 new salary tables in parallel, including: salary tables for leaders and managers; salary tables for professional staff; salary tables for armed forces...
The armed forces alone have three salary scales including salaries for military officers, professional soldiers, national defense soldiers and police soldiers.
