On the morning of October 15, the Central Steering Committee for Science, Technology Development, Innovation and Digital Transformation (PTKH, CN, DMST&CĐS) held a Standing Meeting to review the implementation of Resolution No. 57-NQ/TW of the Politburo in the third quarter of 2025 and identify key tasks and solutions for the last months of the year.

At the Hue City bridge, Secretary of the City Party Committee, Chairman of the City People's Committee, Head of the City Steering Committee for Science, Technology, Innovation and Digital Transformation Nguyen Van Phuong chaired; together with members of the Steering Committee and representatives of Hue University attended.
Strong transformation, many outstanding results
According to the report of the Standing Office of the Central Steering Committee, the third quarter of 2025 is the transition period from institutional improvement to drastic implementation, creating many specific results. Of the total 1,133 tasks under Resolution 57, 53% have been completed, a significant increase compared to the second quarter.
In the field of national digital transformation, infrastructure and digital platforms have been comprehensively upgraded; 5G network covers the whole country; 41 data centers operate stably; the National Public Service Portal connects 34 localities, receives more than 11.7 million online records, contributing to cost savings for people and businesses. The rate of administrative procedures provided online reaches 90% at the local level, 50% at the ministerial and branch levels; the rate of digitization of records is more than 78%.
For Hue City, by the end of the third quarter of 2025, 113/139 tasks (81.2%) had been completed; of which 102 tasks were on schedule. Hue's digital infrastructure is among the leading in the country, 100% of agencies are connected to the Government's specialized data network; all commune-level People's Committees operate a "modern electronic one-stop shop"; nearly 15,000 official mail accounts have been issued.
Hue is currently in the "top" 5 localities with the highest rate of online records (93.37%); 100% of administrative procedures are performed regardless of administrative boundaries; more than 950 data tables, 119 open data sets, 12/16 data services have connected to the national platform, contributing to the construction of e-government and smart cities.
However, the progress of implementing some strategic tasks is still slow, especially in building national databases and completing technical infrastructure. In Hue, some key projects such as the High-Tech Park and specialized databases are slow to be implemented; investment resources are still scattered, high-tech human resources are still lacking; data connection between the central and local levels is still limited.

Take decisive action, no retreat
To achieve the 2025 goals, the Central Steering Committee determined to tighten discipline, enhance the responsibility of leaders; perfect national infrastructure and data; promote connection and sharing among ministries, branches and localities; develop the National Data Center and shared platforms; and encourage domestic enterprises to participate more deeply in the high-tech supply chain.
For Hue City, the City Party Committee and People's Committee will continue to improve institutions, synchronously deploy science and technology activities, innovation and digital transformation; invest in data infrastructure, complete the City Data Center; prioritize training of grassroots digital human resources, strengthen the activities of the Community Digital Technology Team, and deploy the "Digital Education for All" program to ensure that no one is left behind in the digital transformation process.
Concluding the meeting, General Secretary To Lam affirmed: “Science, technology and innovation must truly become the central driving force of development; digital transformation must be a breakthrough method to improve national governance capacity and social productivity.”
The General Secretary requested ministries, branches and localities to resolutely complete the tasks for 2025, without any delay or backwardness. Failure to complete the tasks in the fourth quarter of this year will delay the progress of the next term.
In particular, General Secretary To Lam pointed out that building a national database is an urgent task of strategic significance in the process of digital transformation and modern national governance. Ministries, branches and localities must proactively and urgently build and perfect the data system, ensuring synchronization, connection and sharing. This is the country's common resource, the foundation for policy making, serving socio-economic development, ensuring national defense, security and social security.
Regarding data security and safety, the General Secretary requested each sector and locality to develop plans to protect and respond to risks, prevent leaks and intrusions, and ensure absolute safety for the national data system.
Regarding administrative procedure reform, General Secretary To Lam assigned the Ministry of Justice to coordinate with the Ministry of Home Affairs to review and comprehensively evaluate before November 15, 2025; resolutely abolish cumbersome and overlapping procedures, create favorable conditions for people and businesses; move towards building a smart, automatic, transparent administrative procedure system, contributing to the formation of a modern administration, serving effectively.
“This is not only a technical task, but also a political requirement, demonstrating modern national governance capacity, for the goal of a rich people, strong country, fair, democratic and civilized society,” General Secretary To Lam emphasized.
Through the meeting, Hue City proposed that the Central Government soon complete the database of the entire industry, ensure connectivity with localities, avoid duplication of records; at the same time, propose to adjust the set of indicators to assess the quality of service for people and businesses (according to Decision 766/QD-TTg dated June 23, 2022) in accordance with the 2-level government model in localities. |
