Building a healthy and prosperous nation in the new era

On the morning of November 25, at the 10th Session of the 15th National Assembly, authorized by the Prime Minister, Minister of Health Dao Hong Lan presented the Proposal on the National Target Program on Health Care, Population and Development for the 2026 - 2035 period, marking a major step forward in improving the quality of life of the Vietnamese people.

The program not only reflects the Party and State's concern for people's health, but also concretizes the goals set out in Resolution No. 72-NQ/TW dated September 9, 2025, towards building a healthy and prosperous nation in the new era.

The total capital for the 2026-2030 period is VND88,635 billion, of which the State budget accounts for the majority with VND68,000 billion. The total capital for the entire 2026-2035 period is up to VND125,478 billion. The beneficiaries of the program are all Vietnamese people, with special priority given to vulnerable groups such as mothers, children, the elderly, people living in difficult areas, mountainous areas, border areas and migrants and workers in industrial zones. This demonstrates a clear strategy to improve the quality of life for all people, regardless of class or location.

The large budget allocation for this program is a strong commitment from the Government to improve the physical and mental health and stature of the people, especially the vulnerable groups.

According to the program, one of the important goals is to increase the rate of communes, wards and special zones meeting the National Criteria on Commune Health to 90% by 2030 and 95% by 2035. At the same time, the rate of people with electronic health records and life-cycle health management will reach 100% by 2030 and maintain until 2035.

In addition, the program focuses on reducing the rate of stunting in children under 5 years old to below 15% by 2030 and below 13% by 2035. The program also sets targets to strengthen care for vulnerable groups, with the proportion of vulnerable people accessing social care services increasing to 70% by 2030 and 90% by 2035.

These specific goals are completely feasible and necessary in the current context where the health system still has many limitations, especially in remote areas where facilities and medical staff are lacking. The program proposes the application of technology in public health management, which will significantly improve the quality of health services and people's access, especially for disadvantaged groups.

In the program, one of the important goals is to build an electronic health record system for all people and manage health over the life cycle, ensuring that by 2030 the rate will reach 100% and maintain it until 2035. This is an important step in modernizing the health system, helping people to monitor their health and access health services more effectively.

The implementation of the electronic health book system will create a nationwide health database, helping authorities easily monitor the health status of the community, detect medical problems early and take preventive measures. Technology also helps improve the ability to prevent and treat diseases, especially in the context of epidemics and infectious diseases that are still a major threat to public health.

According to Minister of Health Dao Hong Lan, the program is built closely following the direction of the Politburo in Conclusion No. 149-KL/TW dated April 10, 2025 and Resolution No. 72-NQ/TW dated September 9, 2025; Notice No. 176-TB/VPTW dated April 25, 2025 of the General Secretary; at the same time, ensuring focus, key points, feasibility; not allowing dispersion, overlap, duplication with investment and regular expenditure tasks of sectors and fields that have been guaranteed by the State budget; not duplication with national target programs, other programs, projects, and policies approved by competent authorities in the period 2026 - 2035.

The implementation of the goal requires the synchronous participation of ministries, branches, socio-political organizations and especially the participation of the people. In addition, the issue of resources is also a factor that needs to be focused on, when many areas still do not have enough facilities and medical human resources to meet the requirements of the program.

Resolution No. 72-NQ/TW of the Politburo clearly affirmed: “Protecting, caring for and improving people's health is the goal, the driving force, the top political task, holding a priority position in development strategies and policies; is the responsibility of the entire political system, of the whole society and all people”.

With clear and specific goals, the program will be an important key in improving the quality of life of Vietnamese people.
