Xim Vang strives to change

Xim Vang was established on the basis of merging Hang Chu and Xim Vang communes, with an area of over 232 km² and a population of nearly 7,600 people; 100% of whom are Mong ethnic people. With new confidence and momentum, the Party Committee, government and people in the commune are making efforts to transform, exploit potentials, promote economic development, and preserve cultural identity, develop tourism, and build an increasingly prosperous highland commune.

Comrade Ha Huy Hoang, Secretary of the Xim Vang Commune Party Committee, shared: After the merger, the Commune Party Committee focused on perfecting the organizational structure and building a team of cadres to meet the requirements of the tasks in the new period. The Commune Party Committee has 20 affiliated Party cells, with nearly 450 Party members. Determining that to escape poverty, it is necessary to innovate economic development thinking, the commune focuses on exploiting the potential and advantages of climate, forest resources and unique cultural identity, promoting economic restructuring towards multi-sectoral development such as agriculture - forestry, fishery, trade and services, eco-tourism. The commune has coordinated with the Social Policy Bank to create conditions for nearly 1,000 households to borrow capital to invest in production and business development, with a total outstanding loan of over 49 billion VND.

Currently, people in the commune are intensively cultivating over 900 hectares of terraced rice fields; planting 107 hectares of cassava; over 80 hectares of fruit trees; nearly 700 hectares of medicinal herbs under the forest canopy; developing livestock farming towards commodities, with a total herd of cattle and poultry reaching over 30,000. In particular, the commune has experimented with raising cold-water fish such as salmon and sturgeon in Xim Vang and Phinh Ho villages. In addition, people also raise many other types of fish on 4 hectares of ponds and lakes with an output of 4.5 tons/year. Along with that, the commune has increased propaganda and mobilized people to protect over 13,000 hectares of protective forests and production forests, with a forest cover rate of 56.8%.

People of Xim Vang commune have stable income from cardamom.

Phinh Ho village has 55 households and 306 people. In recent years, the Party Cell and the Village Management Board have actively promoted and mobilized people to reclaim vacant land into terraced fields for rice cultivation; expand the area of hawthorn, arrowroot and cardamom, and protect the forest. Mr. Mua A Lenh, Party Cell Secretary and Village Chief, informed: The village currently has 65 hectares of rice fields; 75 hectares of hawthorn; 8 hectares of arrowroot and 19 hectares of cardamom. In addition, the village has received support from the State to pour concrete on nearly 3 km of internal village roads and install a lighting system, contributing to changing the appearance of the countryside and improving the quality of life of the people.

Identifying transportation as the “bloodline” of development, Xim Vang prioritizes investment in inter-village roads to serve travel and production. Up to now, 60% of the villages have paved roads to the center. Along with that, the commune mobilizes people to develop milling and processing facilities for cassava, traditional garments, etc. to create more jobs for the people.

With many unique landscapes such as Phu Sa Phin peak, Sa Mu, Khe Ho ancient stone carvings, terraced fields..., Xim Vang commune is gradually building a brand of eco-tourism and community. In the past 5 years, the locality has welcomed nearly 10,000 visitors, with tourism revenue of more than 1.4 billion VND. Currently, the commune is effectively coordinating the implementation of the Master Plan for Ta Xua tourist area and surrounding areas, including part of Xim Vang commune; maintaining the organization of the Golden Season Festival, Mong ethnic cultural festival, attracting tourists, promoting local cultural identity.

Along with economic development, Xim Vang commune also focuses on implementing social security, health and education policies. In the past 5 years, temporary housing for 78 poor households has been eliminated; the poverty rate has decreased by an average of 5.6% per year. Schools have been invested in upgrading, the rate of students attending class has reached 98%, 3/5 schools have met national standards. Primary health care, disease prevention and vaccination have been implemented synchronously and achieved high efficiency.

Entering a new phase, Xim Vang commune focuses on developing transport infrastructure; promoting digital transformation and improving the quality of staff; developing the economy in conjunction with environmental protection, promoting cultural values and building new rural areas. By 2030, the commune strives to attract 60,000 tourists; increase per capita income by 28%; plant 110 hectares of new key crops; reduce the poverty rate to below 20%...
