The Tan Phu Dong 1 Wind Power Plant Project and the Tan Phu Dong 2 Wind Power Plant Project are two of many projects that the province has attracted investment in during the 2020-2025 term. Specifically, the Tan Phu Dong 1 Wind Power Plant has a designed capacity of 100 MW and the Tan Phu Dong 2 Wind Power Plant has a designed capacity of 50 MW, with a total investment of approximately 7,500 billion VND, and has already been put into operation.

According to the leaders of Tien Giang Wind Power Joint Stock Company, on average, the two wind power plants contribute approximately 107 billion VND to the state budget annually. Currently, the investor of Tan Phu Dong 1 and 2 Wind Power Plants is continuing to invest in the Tan Thanh Wind Power Plant project (with a designed capacity of 100 MW, electricity production of approximately 264 million kWh/year; total investment capital of 4,700 billion VND), implemented in Go Cong Dong commune, Dong Thap province; construction is expected to start in September 2026, and be completed around the end of 2026, or at the latest, the beginning of 2027.

According to the Provincial People's Committee, in the first six months of the year, the province continued to significantly improve the investment and business environment in accordance with the Government 's directives, with the consistent motto "Accompanying businesses".

Numerous meetings and dialogues with the business community have been organized to listen to and share difficulties, receive suggestions, and contribute to improving the investment environment.

The Provincial Party Committee issued Plan No. 207-KH/TU dated June 27, 2025, to implement Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy, as a basis for the synchronized implementation of solutions to support and facilitate the sustainable development of the private enterprise sector. At the same time, activities supporting startups, improving corporate governance capacity, and reforming administrative procedures continue to be promoted.

In the first six months of 2025, the province saw the establishment of 1,217 new businesses with a total registered capital of over 8,185 billion VND, reaching 75.3% of the annual plan and increasing by 57.8% in number and 47.8% in capital compared to the same period in 2024. In addition, 923 subsidiary units registered for new establishment, an increase of 75.5% compared to the same period; and 286 businesses resumed operations.

The number of newly established and reactivated businesses is 2.22 times higher than the number of dissolved and temporarily suspended businesses, indicating a strong trend of recovery and expansion in production and business.

By the end of June 2025, the province had approximately 11,843 operating businesses, playing an increasingly important role in economic development, job creation, and local revenue collection.

The Tien Giang (now Dong Thap province) Provincial Commercial and Service Center project is one of the projects that recently received an investment registration certificate. Located in Hung Vuong Square (Dao Thanh ward), the project covers over 3 hectares and includes residential and commercial land. The project received initial investment approval from the Provincial People's Committee in April 2024 and a revised approval in September 2024.

In December 2024, Tay Bac Investment Group Joint Stock Company was recognized as the winning bidder for the land use rights to implement the project. On May 26, 2025, Tay Bac Investment Group Joint Stock Company transferred a portion of the project, specifically the commercial land area, to AEON Vietnam Co., Ltd. for the construction of a shopping mall.

The transferred area covers approximately 2 hectares, with a total projected investment of VND 1,155 billion. Currently, AEON Vietnam Co., Ltd. has commenced construction of this commercial complex and expects to put it into operation from the fourth quarter of 2026.

Along with new investment projects, many businesses in the province have continued to invest in expanding production and business in recent times. This shows the confidence of the business community in the government and relevant agencies. Advance Tire Vietnam Co., Ltd. (Long Giang Industrial Park), a subsidiary of Quy Chau Tire Joint Stock Company, commenced construction in December 2019. The total investment capital of the project is 615 million USD.

To date, the company has established an industrial model oriented towards "commercial and passenger tires working together, in global cooperation." Phases 1 and 2 of the project have been completed and are in operation. After approximately 5 years of operation, the company invested in expanding to phase 3 in November 2024, with a total investment of $228 million.

According to a representative of Advance Tire Vietnam Co., Ltd., the first tire for phase 3 was successfully produced on July 10, 2025. The production line is expected to reach its designed capacity in June 2026.

A representative from Advance Tire Vietnam Co., Ltd. stated: “In 2025, the company expects to achieve revenue exceeding $300 million, an 18% increase compared to 2024, and reach $500 million by 2027. During phases 1 and 2 of the project, the company has employed a total of 1,200 local workers. After phase 3 of the project becomes operational, it is expected to create approximately 500 new jobs, contributing to the stability of the labor market in Dong Thap province and improving workforce skills.”

"CREATING" THE IDEAL INVESTMENT AND BUSINESS ENVIRONMENT

In reality, the "sweet fruits" of attracting investment in recent years have contributed to the socio-economic development of Dong Thap. Attracting investment has become a bright spot in the socio-economic landscape of the province.

Dong Thap continues to create a favorable investment and business environment, promoting the private sector to truly become an important driving force of the economy; and continues to effectively implement solutions for enterprise development in 2025.

The central solution is to focus on significantly improving the investment and business environment towards transparency, openness, and friendliness. Simultaneously, it involves accelerating administrative procedure reforms, supporting innovative startups, and promoting the transformation of household businesses into enterprises. In particular, it emphasizes enhancing the competitiveness and adaptability of businesses to the new demands of the market.

In the first six months of the year, Dong Thap attracted 49 new investment projects, including 38 domestic investment projects with a total capital of over VND 17,006 billion and 11 FDI projects with a total capital of USD 163.5 million (equivalent to VND 4,095 billion).

At the same time, 16 projects registered to increase their capital, with a total registered capital increase of approximately 4,198 billion VND.

The total investment attracted to the province reached over 25,301 billion VND, making a significant contribution to economic growth and structural transformation towards a modern and sustainable direction.

The province is strengthening its investment promotion and attraction efforts with a focus on key areas. This includes promoting decentralization and delegation of authority in reviewing and approving investment policies, adjusting projects, approving investors, and issuing investment registration certificates for projects that align with the province's planning and development orientation.

At the same time, strictly implement investment deposit procedures, review and expedite the progress of projects that have been licensed; promptly resolve difficulties and obstacles, and resolutely handle projects that are behind schedule or inefficient.

The Tan Phu Dong 1 Wind Power Plant Project and the Tan Phu Dong 2 Wind Power Plant Project contribute approximately 107 billion VND to the state budget each year.

One of the key solutions is to organize dialogue and meetings with businesses, such as: dialogue conferences between the Provincial People's Committee and the business community and investors to discuss, share, and resolve difficulties and emerging issues, contributing to building a friendly investment environment and supporting sustainable business development; and strengthening regular contact and exchange between state agencies and businesses to build trust and a spirit of partnership in development.

With the motto "Creating and accompanying," Dong Thap will deploy working groups to visit and work with industrial enterprises that have investment projects scheduled to begin operations in 2025. The aim is to acknowledge achievements, listen to proposals and recommendations, and provide support in overcoming difficulties in the post-investment phase. This will contribute to improving the efficiency of production and business operations, creating jobs, and making a positive contribution to the province's economic growth.
