By the end of June 2025, it is expected that 46 localities will complete the elimination of temporary and dilapidated houses.
According to Minister Dao Ngoc Dung, by June 30, 2025, the country is expected to have 8 more localities reaching the finish line, bringing the total number of localities completing the target of eliminating temporary and dilapidated houses to 46/63 provinces and cities. Since the 4th Session, the work of eliminating temporary and dilapidated houses nationwide has recorded many positive changes, clearly demonstrating the efforts and determination of all levels and sectors in improving living conditions for people.
Firstly, all Government members and members of the Steering Committee, as assigned by the Prime Minister , have organized inspections and worked with local leaders to urge and speed up the progress of eliminating temporary and dilapidated houses in most provinces and cities across the country.
Second, local leaders have been very responsible, proactive, and determined in implementing the work of eliminating temporary and dilapidated houses in the area, such as: assigning members of the Provincial Party Standing Committee and leaders of the Provincial People's Committee to be directly in charge of and monitor the work of eliminating temporary and dilapidated houses in each district and commune; proactively advancing all local funds to support housing for meritorious people; simultaneously starting the work of eliminating temporary and dilapidated houses in the area on the same day.
Third , ministries, central and local agencies have basically completed all assigned tasks in Official Dispatch No. 84/CD-TTg of the Prime Minister and the Conclusion at the Fourth Session.
Notably, thanks to the strong leadership and direction of the Prime Minister, along with the synchronous participation of ministries, branches and localities, the work of eliminating temporary and dilapidated houses has achieved many positive results. Up to now, the whole country has supported 262,843/277,420 houses, reaching a rate of 94.7%. Of which, 224,854 houses have been inaugurated (reaching 85.5%) and 37,989 houses are under construction. Compared to the time of the Fourth Session, the number of supported houses has increased by nearly 54,000 houses.

Synchronize multiple solutions for the "sprint" phase
The program to eliminate temporary and dilapidated houses is entering the "final" phase, which is decisive. Minister Dao Ngoc Dung emphasized that this is not only a simple socio-economic task, but also a profound humanitarian action, demonstrating the sense of responsibility and concern of the Party and State for the lives of the people, especially the poor, people with meritorious services, and vulnerable households. Up to this point, the belief in the goal of completion before August 31, 2025 as directed by the Prime Minister is completely feasible and has a practical basis.
To realize this important goal, in addition to the drastic and rapid participation of localities, Minister Dao Ngoc Dung emphasized the need to synchronously deploy three key groups of solutions, which are crucial and decisive for the progress and quality of the program.
Firstly, it is necessary to promptly decide to adjust the funding to support the elimination of temporary and dilapidated houses from the 5% funding source for localities as proposed by the Ministry of Finance in Submission No. 311/TTr-BTC dated June 19, 2025 and it is necessary to promptly complete the allocation of funding to support housing for people with meritorious services to refund localities that have proactively advanced.
Second, according to the Prime Minister's direction, for localities that have not completed, they need to be more determined, and they need to be even more rapid to soon complete the following three tasks:
- Review and send a document to the Ministry of Ethnic Minorities and Religions on the need for housing support funding from the 2 National Target Programs starting in 2025. Complete before 2:00 p.m. on June 23, 2025, so that the Ministry can synthesize and agree with the Ministry of Finance and the Vietnam Fatherland Front to allocate additional funds to localities.
- For localities with temporary and dilapidated houses that have not yet started construction, we request the Provincial Party Secretary and Chairman of the Provincial People's Committee to direct the simultaneous commencement of construction before June 25, 2025 and strive to complete and hand over to the people before August 15, 2025.
- For localities with temporary houses and dilapidated houses that have started construction but not yet completed, the Provincial Party Secretary and Chairman of the Provincial People's Committee are requested to focus on urging and mobilizing support forces to complete them as soon as possible. Complete before July 15, 2025.
Third, it is recommended that police and military units stationed in the area or in Military Regions actively and resolutely support construction workers and transport materials to households during the process of building and repairing houses in localities with a large number of houses that have not yet started construction or have started construction but not yet completed.
Progress in completing the goal of eliminating temporary and dilapidated houses in localities:
- 38 localities have completed , including : Lao Cai, Yen Bai, Thai Nguyen, Son La, Hanoi, Hai Phong, Quang Ninh, Hai Duong, Hung Yen, Vinh Phuc, Bac Ninh, Ha Nam, Thai Binh, Ha Tinh, Quang Tri, Da Nang, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Kon Tum, Ho Chi Minh, Binh Duong, Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau, Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, Can Tho, Hau Giang, Soc Trang, An Giang, Kien Giang, Ca Mau.
- Localities that completed registration in June 2025 include: Lai Chau, Nam Dinh, Hue, Quang Ngai, Lam Dong, Dong Nai, Dong Thap, Bac Giang.
- Localities that completed registration in July 2025 include: Bac Lieu, Hoa Binh, Nghe An.
- Localities that completed registration in August 2025 include: Ha Giang, Tuyen Quang, Cao Bang, Lang Son, Bac Kan, Phu Tho, Dien Bien, Ninh Binh, Thanh Hoa, Quang Binh, Quang Nam, Dak Lak, Dak Nong, Gia Lai.
