Eliminating temporary and dilapidated houses: A good approach of Chau Thanh border district

With many flexible, creative and practical methods, the work of eliminating temporary and dilapidated houses in Chau Thanh district has achieved many outstanding results, contributing to changing the face of the countryside and improving the material and spiritual life of the people.

Each house has an area of ​​about 30m2 to 50m2, with full functions, ensuring to meet the living needs of a family.

Pursuant to Decision No. 2439/QD-UBND dated December 19, 2024 of the Provincial People's Committee approving the Project on repairing and building houses for poor households, near-poor households according to the Central standards and poor households according to the provincial poverty standards, Chau Thanh district has established a Steering Committee for eliminating temporary and dilapidated houses at the district level and 15 Steering Committees at the commune level (hereinafter referred to as the Steering Committees); promulgated the operating regulations of each Steering Committee and developed an implementation plan.

Accordingly, Chau Thanh district organized to publicize the list of subjects to build and repair solidarity houses and gratitude houses at the headquarters of the People's Committees of communes, hamlets and neighborhoods; agreed on 4 public land locations in 4 communes to arrange concentrated areas for households without land; organized households without land to register for concentrated housing locations according to the district's public land locations; established a team to assess the need to repair solidarity houses and gratitude houses, and at the same time organized to inspect the construction and repair of houses according to the project.

Acting Chairman of the Provincial People's Committee Nguyen Hong Thanh performed the ceremony of opening the board to hand over houses to households at the Dong Khoi Commune Concentrated Area, Chau Thanh District.

Housing is one of the essential needs of people. Taking care of housing, especially for poor households, near-poor households according to the Central poverty standards and poor households according to the provincial poverty standards, shows the concern of the Party and State for the people.

According to the direction of the Provincial People's Committee, for households without land, localities will arrange and allocate public land to build concentrated residential areas, supporting the livelihoods of households. All concentrated residential areas are fully supported with infrastructure (roads, electricity, domestic water, wastewater systems, planting trees, living areas, etc.).

Provincial and district leaders and accompanying units visited the new houses and people who received the houses.

Mr. Nguyen Tri Cuong - Vice Chairman of Chau Thanh District People's Committee said that the district has built and repaired 55 gratitude houses and 185 solidarity houses. After 4 months since the project was approved, by April 29, 2025, the district has completed the goal of eliminating temporary and dilapidated houses; organized the handover of houses to households, completing 100% of the progress before April 30, 2025, celebrating the 50th anniversary of the Liberation of the South, National Reunification and the 50th anniversary of the Liberation of Tay Ninh . The total cost of implementing the project to eliminate temporary and dilapidated houses in Chau Thanh district is nearly 22 billion VND.

By October 31, 2025, complete the elimination of temporary and dilapidated houses nationwide.

At the meeting of the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide (Central Steering Committee) on the afternoon of March 10, 2025, Prime Minister Pham Minh Chinh - Head of the Central Steering Committee launched a sprint emulation movement to implement the program of eliminating temporary and dilapidated houses nationwide in 2025, with the goal that by October 31, 2025, localities will basically complete the elimination of temporary and dilapidated houses.

He added that after the project was approved, the District Steering Committee directed localities to continue reviewing the subjects for construction and repair according to regulations. Accordingly, for the great solidarity houses, there are 35 poor and near-poor households not included in the project that need to build or repair houses, including 14 households with land, 10 households without land in 9 communes, of which Phuoc Vinh is the commune with the highest number of households, with 13 households. For the gratitude houses, the district reviewed 5 newly built houses and 4 repaired houses in Thai Binh commune, town, Ninh Dien, Dong Khoi, Phuoc Vinh, Hao Duoc and Thanh Dien.

“At the end of 2024, the results of the review of poor households showed that there were households that had to build and repair houses, these were households that were not included in the project. However, with the strong determination of the entire political system, contributions and support from socialized sources, up to now, households that were not included in the project have had their houses built, repaired and handed over,” the Vice Chairman of the District People's Committee emphasized.

Mr. Truong Van Hoan - Secretary of Chau Thanh District Party Committee presented the decision to give houses, pictures of Uncle Ho and gifts to households in the concentrated area of ​​Dong Khoi commune, Chau Thanh district.

Determining that the effective work of eliminating temporary and dilapidated houses must rely on the people's strength, in addition to the State's support, the district mobilized the people to promote the spirit of solidarity, help each other with working days and materials, and at the same time called for socialized resources to have more funds to support households in building new houses.

According to the Steering Committee's report, before Tet (phase 1), the district handed over 58 houses, of which 43 were supported by the province's mobilization of DonaCoop Agricultural Service Cooperative in Dong Nai; 15 were supported by the locality's mobilization of domestic and foreign enterprises before the project was implemented; and 3 were given land by relatives to build houses.

In phase 2 (after Tet), the district built 77 new houses. Specifically, 52 households registered in Dong Khoi area (21 households); Tri Binh area (15 households); Thanh Long area (7 households) and Hoa Hoi area (9 households). In addition to 15 households given land by relatives, the Steering Committee also mobilized sponsors to build 10 houses for poor households. Each house has an area of ​​over 40m2, ceiling, tiled floor, worth 90 million VND.

“Through two phases, Chau Thanh district mobilized forces to support the family and the construction unit with a total of 751 working days, converted into over 226 million VND, supporting the foundation with sand, dismantling old houses, clearing the site, arranging temporary accommodation... In addition, the district also received support of 18,500 bags of cement. The early completion of the project helps people settle down, contributing to the implementation of the National Target Program on Hunger Eradication and Poverty Reduction in the province" - Mr. Nguyen Tri Cuong said.

At 4 concentrated areas, the district has carried out site leveling, including at Hoa Hoi point, mobilizing support of 29 trucks of soil (equivalent to 290 cubic meters, worth 55 million VND); coordinating with Tay Ninh Electricity Company to lower the power grid, mobilizing benefactors to support the installation of 29 solar lights (worth 34.8 million VND) for lighting.

Provincial and district leaders and accompanying units presented decisions on house handover, national flags, pictures of Uncle Ho and televisions to households receiving houses at the handover ceremony.

At the same time, the district invested in upgrading 3 traffic routes in 3 concentrated areas: Tri Binh, Thanh Long and Dong Khoi; total length of about 1,021m, investment level of 1.24 billion VND.

In the concentrated areas, in addition to infrastructure, the Steering Committee also mobilized the planting of 300 black star trees, 150 yellow canary trees, and the installation of free wifi... to serve essential needs, "greening" the concentrated residential areas. Local authorities and sponsors also presented televisions, gifts, and necessities to families who received new, spacious housing, quickly overcoming difficulties, rising up, and stabilizing their lives.

Through survey and assessment, in Tay Ninh province, there are still 753 households in need of removing temporary and dilapidated houses (508 new houses, 224 houses repaired), with a total construction and repair cost of over 63 billion VND.

To date, the province has allocated and built new and repaired 442 houses (199 houses have been completed and handed over; 269 houses are under construction; 266 houses are about to be constructed). In the second quarter of 2025, Tay Ninh will complete construction, repair and hand over houses to the remaining households.
