Construction finished... lie still!
On July 20, 2024, Bamboo Capital Group started construction of Tam Sinh Nghia Waste-to-Energy Incineration Plant, expected to complete phase 1 by the end of 2025, with a total investment of about 6,400 billion VND, a waste incineration capacity of 2,000-2,600 tons/day, and a power generation capacity of 60MW/day. At that time, this project was the first solid waste treatment project in Ho Chi Minh City to be implemented under Resolution 98 on piloting specific mechanisms and policies, contributing to solving the environmental sanitation problem in Ho Chi Minh City.
After one year of project implementation, Mr. Nguyen Anh Khoa, Director of the Tam Sinh Nghia Waste-to-Energy Incineration Plant Project, said that the plant is currently constructing the foundation and has not yet been able to speed up the progress. The company has sent a document asking the city for an extension, completing it by the end of 2026, and at the same time, proposing that the Ho Chi Minh City People's Committee locally adjust the 1/2,000 planning of the Solid Waste Treatment Complex after having the Ho Chi Minh City planning for the period 2021-2030, with a vision to 2050.
The detailed construction planning project at a scale of 1/2,000 of the Northwest Solid Waste Treatment Complex, Cu Chi was approved by the People's Committee of Ho Chi Minh City (formerly) in Decision No. 5875. As shown in the project, the land for the construction of the waste-to-energy plant belongs to the functional subdivision of fertilizer production.
Meanwhile, the City People's Committee has only approved the task of adjusting the 1/2,000 scale zoning plan of the Northwest Solid Waste Treatment Complex, including updating the detailed construction plan of waste-to-energy projects, but has not yet approved the adjusted planning project of the complex. Only when the planning is adjusted will the company be able to apply for a construction permit for the next phase.

Furthermore, in August 2019, Vietstar Joint Stock Company held a groundbreaking ceremony for the construction of a waste-to-energy conversion plant at the Northwest Solid Waste Treatment Complex (HCMC). Vietstar Solid Waste Treatment Plant has a total area of 30 hectares. The scale of construction and assembly of a waste-to-energy incineration system with modern technology imported from abroad, with a capacity of 2,000 tons/day for phase 1 (completed at the end of 2020) and an additional 2,000 tons/day for phase 2 (completed in 2021).
After a period of silence, the project continued to hold a groundbreaking ceremony in March this year under the name "VietStar Integrated Domestic Solid Waste Treatment Plant", with information such as: the plant has a capacity of 2,000 tons/day, invested in integrated technology including compost classification and production, combined with waste incineration to generate electricity using German technology, with an expected construction time of 17 months. This is the second plant in Ho Chi Minh City (formerly), implemented in the spirit of Resolution 98.
Recently speaking with SGGP reporter, Mr. Ngo Nhu Hung Viet, General Director of VietStar Joint Stock Company, affirmed that the factory is being built on schedule, expected to be completed by 2027. The reason why the project implementation is "protracted" is because although the equipment was prepared in advance, the investment procedures are stuck.
Ho Chi Minh City has 5 units that have signed contracts to provide solid waste treatment services with the city, including: Vietstar Joint Stock Company, Tam Sinh Nghia Development Investment Joint Stock Company, Vietnam Waste Treatment Company Limited, Tasco Joint Stock Company and City Urban Environment Company Limited. Of which, only 2 companies have been granted construction permits for the project to convert waste incineration technology to electricity generation and have started construction as mentioned above.
Burn trash for 2 weeks then stop
One of the longest running projects in Ba Ria - Vung Tau province (formerly) is Tan Thanh Waste Treatment Plant of Bao Ngoc Green Environment Joint Stock Company (Bao Ngoc Company). Initially, the project was invested in construction and prepared to come into operation in Phu My 3 Industrial Park from September 2003.
However, Phu My 3 Industrial Park is planned as a specialized industrial park, so the waste treatment project must be moved out. Therefore, Ba Ria - Vung Tau province (formerly) had a policy to relocate Tan Thanh Waste Treatment Plant of Bao Ngoc Company to Toc Tien Concentrated Waste Treatment Area, Chau Pha Commune, Ho Chi Minh City. In 2016, the Provincial People's Committee issued a decision to establish a working group to support the relocation of the factory.
By September 2017, Bao Ngoc Company was approved to invest in the construction of a project to process solid waste into compost fertilizer - expected to be put into operation 14 months after the investment certificate was granted. In terms of scale, the project has an area of 8.06 hectares, a total investment of more than 481 billion VND, and a waste treatment capacity of 500 tons of waste/day.
However, the project has not yet been approved. At meetings with the authorities, representatives of Bao Ngoc Company presented difficulties in the process of relocating the factory such as: problems with industrial park planning, resources for investment in modern waste treatment technology, and funding for investment and maintenance. The company requested continued support for the cost of relocating the factory, especially creating conditions to change the land use purpose at the old location to implement the Bao Ngoc Logistics Warehouse project, which is also a source of capital for relocating the Tan Thanh Waste Treatment Plant to the Toc Tien Concentrated Waste Treatment Area.
The local government has assigned the relevant agencies to support, however, to date, the waste treatment plant of Bao Ngoc Company has only completed the relocation. All waste generated in Ba Ria - Vung Tau (formerly), except for Con Dao special zone, is being buried at the Toc Tien centralized waste treatment area implemented by Kbec Vina Company Limited.
In Con Dao special economic zone, Mr. Bui Dang Tuan Anh, Acting Director of the Management Board of Investment, Construction and Land Fund Development of Con Dao special economic zone, recounted that, under pressure to handle waste, after many meetings, in 2020, Ba Ria - Vung Tau province (formerly) approved the selection of a consortium of Kim Truong Phat Investment Joint Stock Company and HT Giang San Joint Stock Company as partners to handle waste accumulation using on-site burning technology, at Bai Nhat.
Accordingly, the partner must invest in building a factory, installing production lines, technological equipment, and waste incineration lines using the company's capital. Waste treatment will be paid for at a unit price of 630,000 VND/ton from the target capital of Con Dao district (formerly).
In February 2022, the waste incineration plant was built, and the government and company representatives signed an economic contract to process waste. At the end of 2023, the plant was completed and tested to burn more than 10 tons/day. However, after only 2 weeks of operation, the plant has stopped operating until now, with the reason being that "the partner is having financial difficulties".
In order to resolve the problem, the locality proposed that Ba Ria - Vung Tau province (formerly) consider adjusting the content of "assigning the People's Committee of Con Dao district as the investor" to the content of "assigning the People's Committee of Con Dao district to organize the implementation". This is to ensure the strictness and clarity of the authority to sign the contract with the partner, proactively organizing the implementation, acceptance, and settlement of costs. Meanwhile, the partner also expressed the desire and determination to handle the amount of waste in the Bai Nhat area.
