Handling surplus assets: 'I suggest that units speak clearly and frankly'

This morning (June 4), the Ministry of Finance worked with Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong to review the arrangement, layout, and handling of houses, land, and projects, works, and headquarters under construction, or approved investment policies that are affected by the arrangement and streamlining of the apparatus and administrative units.

In Ba Ria - Vung Tau , after the arrangement, the locality still has 142 surplus facilities due to unsuitability in location, usage needs, exceeding the standard norms... The locality plans to hand over the management and exploitation to the Land Fund Development Center.

Binh Duong is managing 1,603 offices and public service facilities. Of these, 1,407 facilities continue to be used, while 43 facilities are redundant after rearrangement.

The Ministry of Finance established a "rapid response" team to guide the handling of public houses and lands after the rearrangement.

According to the report of Ho Chi Minh City, the total number of working offices and public service establishments under the management of the locality is 3,895, of which 3,430 establishments continue to be used. 234 establishments are transferred internally between agencies and units. The remaining 231 establishments are redundant, mainly small and scattered, in neighborhoods and hamlets.

In arranging and setting up working offices for new administrative units, Ho Chi Minh City is facing some difficulties. Proposals from the People's Committees of districts and towns show that using existing district-level headquarters to arrange working offices for communes after the arrangement may lead to a situation of excess or shortage of area compared to the standard. Units are temporarily using existing headquarters to ensure operations, then will review, specifically determine the excess/shortage of area and propose a solution.

In other cases, some commune-level headquarters are being shared by the People's Committee, the police, the military command, etc. After the reorganization, the larger scale of the administrative organization makes sharing the headquarters no longer appropriate. However, separating separate headquarters for each agency is facing difficulties due to the lack of guidance from the Ministry of National Defense and the Ministry of Public Security on reorganizing forces and facilities. In addition, the handover of assets according to Decree No. 151/2017/ND-CP is also facing difficulties because some units have been dissolved and no longer have legal status to sign the handover.

Ho Chi Minh City proposed that the Ministry of Finance add a provision on transitional handling of office buildings to the Decree replacing Decree No. 152/2017/ND-CP. Ho Chi Minh City proposed that the Ministry of Finance provide guidance on the housing and land fund to be recovered according to the law on rearrangement and handling of housing and land currently assigned to the Land Fund Development Center (under the Department of Agriculture and Environment) to receive, manage, implement management, handling and exploitation according to the provisions of which law...

The locality also proposed that the Ministry of Finance coordinate with the Ministry of Home Affairs, the Ministry of Public Security and the Ministry of National Defense to soon issue general guidelines on administrative unit arrangement. These guidelines should clearly define the organizational structure of the commune-level apparatus and the appropriate number of staff.

At the meeting, Mr. Bui Van Khang - Deputy Minister of Finance - noted that the scale of asset arrangement and handling due to the organization and administrative unit arrangement is very large. The handling is extremely difficult, requiring high determination and participation of all levels and sectors to ensure efficiency and avoid loss and waste of assets.

“Many localities have not paid due attention and are still leaving it all to the Department of Finance. With a spirit of frankness and for the common goal, I suggest that localities and units clearly and directly state what has been done and what has not been done in order to have accurate and correct solutions,” the Deputy Minister of Finance emphasized.

The Ministry of Finance has established a working group headed by the Director of the Department of Public Asset Management to coordinate the review and handling of projects, works, headquarters, and public land in a specific locality. During the implementation process, if localities encounter difficulties or problems, the working group will provide timely guidance.
