Strictly punish businesses that are slow to invest in rest stops on highways

Vietnam Road Administration and project management boards urgently review invested items at rest stops along the route, improve service quality and safety for vehicles entering and exiting rest stops.

The Ministry of Construction has just issued a document directing its units, project management boards and project investors/enterprises: Vietnam Expressway Corporation (VEC), Trung Luong - My Thuan BOT Joint Stock Company, Phap Van - Cau Gie BOT Joint Stock Company, Bac Giang - Lang Son BOT Joint Stock Company; Nha Trang - Cam Lam Expressway Investment Company Limited; Phuc Thanh Hung Investment Joint Stock Company, Cam Lam - Vinh Hao Expressway Joint Stock Company to urgently review and handle arising problems in traffic organization on the expressway.

According to the Ministry of Construction, in recent times, expressways have been put into operation effectively, ensuring traffic safety. However, according to press reports, some expressways still have problems in traffic organization related to toll station locations, rest stops, and operating speeds.

Proactively supplement and immediately adjust traffic safety works

Faced with this situation, the Ministry of Construction requires that for the group of expressways in operation and exploitation, the Vietnam Road Administration shall take the lead in closely coordinating with the Traffic Police Department, the Traffic Safety Committee, and the Department of Construction of localities to increase patrols and traffic control; strictly handle violations, especially violations of speed, lane encroachment, and reckless overtaking; regularly monitor and detect emerging traffic safety hazards and proactively supplement and immediately adjust traffic safety works.

"Vietnam Road Administration urgently coordinates with Phuc Thanh Hung Investment Joint Stock Company to review, develop a plan to handle, and strengthen traffic safety at the toll station Km 430+500 of the Dien Chau - Bai Vot expressway project before May 20, 2025. In case of exceeding authority, promptly report and propose to the Ministry of Construction for consideration and decision," the document stated.

Based on its functions and tasks, the Ministry of Construction also assigned the Vietnam Road Administration to preside over and coordinate with project enterprises and VEC based on the technical conditions of the expressway sections in operation (width and number of lanes; width of safety strip; width of emergency stop strip) and technical factors during operation (traffic volume on the route; average operating speed in recent times; IRI road surface flatness; road surface roughness; weather conditions...) to study and adjust the speed of the sections, ensuring synchronization and safety in operation according to regulations.

In the directive document, the Vietnam Road Administration was also assigned to direct investors and project management boards to speed up the investment and construction progress of rest stops according to signed contracts, and strictly handle investors/enterprises that are late in project implementation.

"While waiting for the completion of the investment in the construction of rest stops, in the immediate future, the Vietnam Road Administration and project management boards must urgently review the items that have been invested in at rest stops on the route, improve service quality and safety for vehicles entering and exiting the rest stops; At the same time, widely announce on mass media (when completing new items) so that vehicle drivers can proactively travel on the highways," the Ministry of Construction requested.

For the group of expressways put into temporary operation, the project management boards are assigned to preside over and coordinate with the Vietnam Road Administration and relevant units to regularly monitor and detect any arising problems, if any, in order to promptly supplement and adjust traffic safety works.

Project Management Boards also need to preside over and coordinate with agencies to complete acceptance procedures and complete the project; coordinate with the Vietnam Road Administration to implement handover procedures, receive and put the project into official operation and exploitation.

For the Department of Planning and Finance, the Ministry of Construction assigned the task of presiding over and coordinating with specialized departments and related units to review and update the contents of shortcomings arising on some expressways in operation into the investment policy report for works and projects being studied to upgrade and expand expressways according to the plan.
