As 2025 draws to a close, the final year of the 2021-2025 socio-economic development plan and a pivotal year following the administrative boundary consolidation, An Giang has achieved many outstanding results, creating an important foundation for entering a new term with high aspirations and determination. On the occasion of the Spring Festival of 2026, Comrade Ho Van Mung – Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee – shared the key goals, orientations, and solutions aimed at accelerating progress in the first year of the new term.

- Reporter: Could you please tell us what outstanding achievements the province has made in socio -economic development by the end of 2025?

- Comrade Ho Van Mung: With the attention and support of the Central Government, the close leadership and guidance of the Provincial Party Committee and the Provincial People's Council, the decisive and flexible management of the Provincial People's Committee, along with the joint efforts and consensus of the people and the business community, in 2025, An Giang will achieve many outstanding and comprehensive achievements in various socio-economic fields.

The province has made significant breakthroughs in infrastructure investment and growth momentum, most notably in the synchronized investment in regional and inter-regional transportation infrastructure; along with the commencement and launch of key projects and works serving the APEC 2027 High-Level Week. Many strategic transportation projects have been started and accelerated, including the coastal road (Rach Gia - Hon Dat section and from Hon Dat - Kien Luong), the bridge connecting Tay Yen commune - Rach Gia ward, the Chau Doc - Can Tho - Soc Trang expressway... contributing to the formation of a close inter-regional connection network to anticipate the wave of investment shifting to the Mekong Delta region, creating momentum for the development of logistics, trade and border trade economy.

The leadership and management of the government at all levels have been consistently reformed towards a proactive, decisive, and effective approach, adhering to the "six clear" principles (clear person, clear task, clear time, clear responsibility, clear authority, clear results/products). The province has issued numerous programs and action plans to concretize the breakthrough resolutions of the Politburo; established working groups to promote growth and expedite the disbursement of public investment capital. Simultaneously, it has focused on accelerating the completion of the revised Provincial Planning for the period 2021-2030, with a vision to 2050, updating new development orientations, and creating a basis for attracting investment and expanding the space for sustainable development.

International relations and tourism activities have been strengthened, and international flights to Phu Quoc have resumed, contributing to making An Giang an attractive international tourist destination. Many large-scale cultural and social events have been successfully organized, creating a widespread impact, notably the ceremony to receive the UNESCO certificate recognizing the Via Ba Chua Xu Festival at Sam Mountain as a representative intangible cultural heritage of humanity; and the preparation of the dossier for the Oc Eo - Ba The archaeological site to be submitted to UNESCO for recognition as a world cultural heritage site.

The province's economy is developing positively, with many sectors and fields achieving high growth rates. In 2025, An Giang achieved an economic growth rate of 8.39% (ranking first in the Mekong Delta and 14th out of 34 provinces and cities nationwide). Notably, in the fourth quarter, growth reached 9.67% (ranking first in the Mekong Delta region and 8th nationwide); 24 out of 26 socio-economic and environmental indicators met or exceeded the plan. The economic structure is shifting in the right direction; agriculture continues to be the backbone of the economy with a food production output of approximately 8.8 million tons, maintaining its role as a central food production area and a key raw material source for the region and the country. Industry and construction are growing well, with industrial production value increasing by 13.5% compared to the same period last year.

Trade and service activities developed vibrantly, with total retail sales of goods and services increasing by 22.2% compared to the same period in 2024. Export activities continued to thrive, with export turnover reaching US$2.4 billion, an increase of 9.36% compared to the same period. Tourism experienced strong growth, with the province welcoming over 24.1 million visitors, including 1.9 million international tourists; revenue reached approximately VND 67,944 billion.

The cultural and social sectors have achieved many positive results. Social security is ensured, the program to eliminate temporary and dilapidated houses is implemented effectively; poverty reduction policies and care for war veterans and ethnic minorities are implemented promptly and practically, reducing the multidimensional poverty rate to 0.91%. The quality of education and healthcare is gradually improving; environmental protection and climate change adaptation are receiving more attention. National defense and security are maintained, social order and safety are basically stable; foreign relations, especially border diplomacy, are strengthened, contributing to creating a peaceful and stable environment for development.

The achievements in 2025 affirm the correctness of the provincial Party Committee's leadership, the decisive and effective management of the government at all levels, and at the same time create new confidence, momentum, and motivation for An Giang to confidently move into the next stage of development with a broad vision and a strong aspiration to rise.

- Reporter: Based on the results and achievements in 2025, what are the main goals, targets, and tasks that the province will focus on in 2026, sir?

- Comrade Ho Van Mung: Building on the significant achievements in 2025 and the 2021-2025 five-year plan, the province has identified 2026 as a year of acceleration, creating momentum and initiating a new term with high political determination; and a more decisive approach. The province's goal for 2026 is rapid and sustainable development in all fields, striving to make An Giang a new driving force center of the Mekong Delta region; in which, socio-economic development is the central task, cultural development is the spiritual foundation, and ensuring national defense and security is a crucial and ongoing task. The province will focus on implementing projects and plans serving the APEC 2027 High-Level Week on schedule and with high quality, creating a mark of An Giang's governance capacity and image in international integration.

In 2026, the province set 33 key targets, including striving for a GRDP growth rate of 10.71%, higher than the government's target of 10%; GRDP per capita exceeding 95 million VND; total state budget revenue exceeding 33,602 billion VND; total social investment reaching approximately 113,500 billion VND; urbanization rate reaching 46.5%; and the proportion of digital economy value added in GRDP reaching 8%. At the same time, the province is determined to significantly improve administrative reform indicators, competitiveness, and digital transformation (striving to be in the top 10-15 nationwide), creating a transparent, efficient, and open investment and business environment.

In the social sector, the province focuses on improving the quality of human resources, creating jobs for over 40,000 workers, raising the rate of trained workers to 75%; achieving a health insurance coverage rate of 95% or higher; continuing sustainable poverty reduction, maintaining an average reduction of 0.3-0.5% per year in the multidimensional poverty rate, and improving the income and quality of life of the people. Education, healthcare, social security, and social housing are invested in comprehensively; emphasis is placed on preserving and promoting unique cultural values, and building a well-rounded and developed An Giang people. The province strengthens the management and efficient use of resources, protects the environment, and proactively adapts to climate change; promotes a green and circular economy; ensures that industrial zones, healthcare facilities, and urban areas fully meet environmental standards, and improves the quality of life for its people.

The overarching focus of the 2026 plan is the effective implementation of key resolutions of the Politburo (Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW, Resolution No. 70-NQ/TW, Resolution No. 71-NQ/TW, Resolution No. 72-NQ/TW, Resolution No. 79-NQ/TW), contributing to promoting the transformation of the growth model towards quality, efficiency, and sustainability. The province focuses on expanding the development space and driving forces, considering the development of synchronous and modern infrastructure as a key task to strengthen regional linkages, enhance competitiveness, and attract investment.

In the cultural and social fields, the province focuses on ensuring social security, improving the quality of human resources, and caring for the lives of the people, especially in ethnic minority areas, border regions, and islands; preserving and promoting the unique cultural identity of An Giang while improving the quality of life and comprehensive human development. At the same time, it continues to maintain national defense and security, ensure social order and safety; and proactively integrate and expand foreign cooperation.

- Reporter: To successfully implement the task of accelerating progress and "gaining momentum" right from the beginning of the year, as the head of the organization, what groups of solutions will you prioritize to ensure consistency and feasibility?

- Comrade Ho Van Mung: To achieve the goal of accelerating progress and creating a solid foundation for 2026 - the first year of the new term, the province clearly identifies the need for decisive, synchronized, and effective action right from the beginning of the year. As the leader, I will focus on directing the implementation of key solutions in the spirit of innovative thinking, flexibility in management, and using practical results as a measure of success.

Firstly , focus on perfecting mechanisms and policies as a key "lever" to pave the way for development. The focus is on flexibly and effectively implementing the central government's guidelines and policies. At the same time, proactively review, amend, supplement, and promptly issue mechanisms within the province's authority to remove bottlenecks, unlock resources, and create a transparent, stable, and favorable investment and business environment for development. Along with that, focus on accelerating the review, approval, and adjustment of the provincial plan and specialized plans, ensuring consistency, synchronicity, and alignment with the new development model to create new opportunities and impetus for the province's development; closely coordinate with the central government in developing and proposing unique and superior mechanisms and policies for Phu Quoc and other key development areas, creating long-term growth potential for the province.

Secondly , we must implement a comprehensive set of solutions to stabilize the macroeconomic economy while simultaneously reforming the growth model, with science, technology, innovation, and digital transformation as the main driving forces. The focus is on restructuring industries and sectors to enhance productivity, quality, and added value. Agriculture will develop in an ecological and modern direction, with the development of processing industries linked to deep processing, green transformation, and a circular economy; industries will prioritize those with high technological content, high added value, and ensuring energy security; and the service sector will develop in a modern, digitized manner, with tourism as a key economic sector capable of strong spillover effects to other industries and sectors.

Thirdly , the province places special emphasis on developing the private economy, identifying it as one of the most important drivers of growth. It focuses on removing difficulties and obstacles for household businesses, enterprises, and cooperatives; encouraging the formation of large-scale, highly competitive enterprises; and attracting strategic investors into key sectors such as tourism, logistics, marine economy, renewable energy, processing industries, and large-scale agriculture.

Fourth , the province prioritizes the mobilization, allocation, and effective use of investment resources, especially for the development of strategic infrastructure. The focus is on accelerating the progress of inter-regional transportation projects, infrastructure serving APEC, marine economic infrastructure, border trade economic zones, urban infrastructure, and digital infrastructure; transportation infrastructure connecting within the province, the region, Ho Chi Minh City, and Cambodia; concentrating on developing Phu Quoc's infrastructure to international standards and Tho Chau's infrastructure in line with strategic tasks related to national defense, security, and socio-economic development in the southwesternmost part of the country. The use of public investment capital is strictly managed, preventing dispersion and waste, and clearly assigning responsibility to each level, sector, and leader.

Fifth , the province will create a substantial breakthrough in the development of science and technology, focusing on research and application of science and technology in production; digital transformation and high-quality human resources; promoting comprehensive digital transformation in state management, production, business and public service provision, with efficiency in serving the people and businesses as the central focus, building the image of An Giang as an attractive, safe and sustainable investment destination.

Sixth , the province pays special attention to cultural and social development, considering it a sustainable foundation for development. The province continues to improve the quality of education, training, and healthcare, ensuring social security and caring for the lives of the people, especially in border areas, islands, and areas inhabited by ethnic minorities. Emphasis is placed on preserving and promoting cultural values, contributing to affirming An Giang's cultural identity in the process of integration.

On Saturday , the province strengthened resource management, environmental protection, and enhanced its capacity to respond to climate change; proactively prevented and mitigated natural disaster risks, aiming for green and sustainable development.

Alongside the task of socio-economic development, the province continues to uphold national defense and security, strictly maintaining the combat readiness regime; consolidating the interconnected defense posture with three strategic triangle pillars: Phu Quoc - Hon Khoai - Tho Chu; ensuring the three strategic zones: the strategic coastal zone, the strategic transitional triangle zone, and the strategic frontline zone. It proactively maintains political security, social order and safety, and cybersecurity; and enhances the effectiveness of international integration and foreign relations across all three pillars: Party committee diplomacy, government diplomacy, and people-to-people diplomacy.

Finally , the province will continue to tighten administrative discipline and order, build a streamlined, effective, and efficient government apparatus that is close to the people, for the people, and better serves the needs of citizens and businesses. With high political determination, the synchronized involvement of the entire political system, and the consensus of the people, I believe that An Giang will successfully complete the accelerated development plan for 2026, creating a solid foundation for strong breakthroughs in the next development phase.
