
With a high sense of responsibility, the Party Organization and Construction Department of the province has closely followed the work program, overcome difficulties, and innovated working methods to complete its tasks. Since the beginning of the term, the department has advised the Party Committee to issue many specific documents and seriously implement the documents of the Politburo and the Secretariat, and implement the Resolution of the 14th Provincial Party Congress on Party organization and construction work.
The Provincial Party Committee's Organization Department advised the Standing Committee of the Provincial Party Committee to issue Resolution No. 04-NQ/TU on "Improving the leadership capacity and fighting strength of grassroots Party organizations, contributing to consolidating the political system at the grassroots level, 2021-2025". It also advised on the issuance of regulations on personnel planning; decentralization of organizational and personnel management and the appointment and nomination of candidates; standards for positions under the management of the Standing Committee of the Provincial Party Committee; subjects, standards, and decentralization of political theory training; decentralization of organizational structure management, appointment, and nomination of candidates...
With the goal of "wherever there are people, there are Party members," the Party Organization and Construction sector has always focused on consolidating and building Party organizations, enhancing the leadership capacity and fighting strength of grassroots Party organizations, and improving the quality of Party members. This includes concentrating on implementing the province's resolutions, projects, and plans on Party organization and membership (Resolution No. 04-NQ/TU, Project No. 09-DA/TU, Plan No. 66-KH/TU); thereby creating a clear transformation, with the number and quality of Party members continuously increasing.
Since the beginning of the term, the province has admitted 8,279 new party members, averaging nearly 2,500 new members per year, accounting for over 5% of the total number of party members in the province; 949 out of 1,446 village and hamlet leaders are party members. 1,446 out of 1,446 villages and hamlets have party organizations and members; 38 private economic units have party organizations (an increase of 20 party organizations compared to the beginning of the term). Compared to the goals of the 14th Provincial Party Congress Resolution, 8 out of 10 goals have been achieved, and efforts are being made to complete the remaining 2 goals by the end of 2024.
The entire sector has focused on advising, reviewing, amending, supplementing, and issuing new regulations on the decentralization of organizational management, personnel appointments, nomination of candidates, and regulations such as: regulations on personnel rotation, regulations on personnel planning, etc. To date, the system of documents and regulations on personnel management is basically complete and synchronized. The sector continues to direct the review and supplementation of the planning for Party committees and leading and managerial cadres for the 2025-2030 and 2026-2031 terms, in accordance with the Central Committee's directives and the province's plan. Particular attention is paid to ensuring the three age groups, young cadres, and female cadres in Party committees and standing committees. The recruitment of cadres, civil servants, and public employees is being prioritized, shifting from selection based on qualifications to competitive examinations, ensuring transparency, fairness, and healthy competition. Since the beginning of the term, 306 civil servants and 1,667 public employees have been recruited.
Stemming from task requirements and through various appropriate solutions, the Party Organization and Construction sector has effectively implemented the work of deploying and rotating cadres; contributing to helping grassroots units overcome difficulties and creating conditions for cadres to gradually mature and transform in a positive direction, meeting the requirements of the locality and unit.
From the beginning of the term until May 1, 2024, the entire province carried out 414 personnel transfers and rotations (120 rotations and 294 transfers). This included 2 transfers of personnel to positions under the Politburo and the Secretariat; 66 transfers to positions under the Provincial Party Standing Committee; and 346 transfers to positions at the district level. Most of the transferred personnel demonstrated strong capabilities and skills, successfully completed their tasks, and earned the trust of the people. Notably, in line with the policy of appointing key leadership personnel who are not from the local area, the Provincial Party Committee currently has 10 out of 10 districts, towns, and cities where the Party Secretary, Chairman of the People's Committee, Chief Justice of the People's Court, Chief Prosecutor of the People's Procuracy, and Head of the Finance Department are not from the local area.
In personnel planning, the basic requirements regarding quantity, quality, structure, and generational transition have been met; attention has been paid to the proportion of young cadres, female cadres, and ethnic minority cadres in accordance with the characteristics and situation of the province. Accordingly, the number of personnel planned for members of the executive committee, standing committee, and key leadership positions at all levels for the 2020-2025 and 2021-2026 terms is 126 at the provincial level, 1,210 at the district level, and 7,684 at the commune level. For the 2025-2030 and 2026-2031 terms, the provincial level has 120 personnel, the district level has 1,198, and the commune level has 8,124. Planning contributes to ensuring a proactive approach to securing a pool of personnel for training, development, and skill enhancement, creating a talent base for current and future tasks.
In implementing Directive No. 35-CT/TW of the Politburo on Party congresses at all levels leading up to the 14th National Congress of the Party, the Provincial Party Committee's Organization Department advised the Provincial Party Standing Committee to issue Plan No. 158-KH/TU and Guidance No. 03-HD/TU. To date, Party committees at all levels throughout the province have completed the establishment of subcommittees to assist the congresses; issued plans; and intensified propaganda efforts. Preparations for the congresses have been implemented synchronously and in accordance with regulations, ensuring a strong spirit of innovation in leadership methods, enhancing the leadership capacity and fighting strength of Party organizations; promoting democracy, strengthening unity, maintaining discipline; and leveraging the wisdom and responsibility of Party committees, Party organizations, organizations within the political system, cadres, Party members, and the people.
To commemorate the 94th anniversary of its founding, officials and civil servants of the Party Organization and Construction sector in Dien Bien province are determined to strive and improve in all aspects to build a team of cadres who are "united, loyal, honest, exemplary, upright, knowledgeable, and professional," contributing to improving the quality and effectiveness of work to meet the requirements and tasks in the new situation, worthy of the trust of the Party and the people.
