By August 11, 18 factories, part of transitional renewable energy factories with a total capacity of more than 952 MW, had completed COD procedures (testing after grid connection and recognition of commercial operation date), generating electricity to the national grid.
This information has just been announced by Vietnam Electricity Group (EVN).
According to updated data from EVN, as of August 11, 79 out of 85 transitional renewable energy projects with a total capacity of 4,449.86 MW have submitted documents to the Electricity Trading Company to negotiate prices and power purchase contracts, after more than 3 months of urging. The remaining 6 projects with a total capacity of 284.7 MW have not yet submitted documents to negotiate electricity prices to EVN.
Of these, 67 projects (total capacity 3,849.41MW) proposed a temporary price equal to 50% of the ceiling price of the price frame of the Ministry of Industry and Trade , or 754-908 VND/kWh (excluding VAT), depending on the type of solar or wind power source.
EVN said that so far, the group and investors have completed price negotiations and signed power purchase contracts with 59/67 projects. Of which, the Ministry of Industry and Trade has also approved provisional prices for 58 projects with a total capacity of 3,181.41 MW.

Thus, the cumulative electricity output of transitional renewable energy projects from COD to August 10, 2023 reached about 268 million kWh. This mobilization level nearly doubled compared to nearly a month ago.
On average, each day, these projects contribute to the national power system about 0.4% of the total mobilized power output.
In addition, of these 85 projects, 22 projects have been accepted by competent state management agencies for the construction/part of the construction; 29 projects have been granted electricity operation licenses for the entire plant/part of the plant; 38 projects have had decisions to extend investment policies.
Previously, the Ministry of Industry and Trade requested EVN to review and propose economic solutions for 14 solar power projects that have been enjoying incentive price mechanisms that are not in accordance with Resolution 115/NQ-CP and report before August 31.
According to the conclusion of the Government Inspectorate , these 14 projects were applied the FIT price of 9.35 US cents/kWh to the wrong subjects in Resolution No. 115/NQ-CP. Therefore, from 2020 to June 30, 2022, EVN had to pay an increase of about VND 1,481 billion (provisional) compared to the payment according to the correct subjects in Resolution No. 115/NQ-CP.
