12 events and programs are organized in live and online formats with 11 connecting points: The main connecting point is the Political - Administrative Center and the City Conference - Performance Center; 02 secondary connecting points are the Project to expand the aircraft parking lot - Cat Bi International Airport (phase 2); Investment project to build a new urban area in Duong Kinh district and Kien Thuy district; 08 satellite connecting points are organized at the same time.
The works and projects are the result of the strong leadership and direction of the City Party Committee, People's Council, People's Committee and all levels, sectors, localities, and investors; closely following the orientation according to Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045; Resolution of the 16th City Party Congress and the city's theme for 2025 is: "Expanding economic and urban space; perfecting specific mechanisms and policies; enhancing green transformation and digital transformation".

Speaking at the event, comrade Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee affirmed: In the peak emulation period to achieve achievements to celebrate the 70th anniversary of the Liberation Day of Hai Phong - Heroic City, there were 33 works and projects in the city registered to start construction, inaugurate, open to technical traffic, open to the public, and attach signs with a total investment of over 63 trillion VND, of which 15 works started construction, 02 broke ground, 03 signs attached, 01 opening project, 01 technical traffic project and 11 inaugurated projects. The above projects are of special importance in terms of spreading, promoting economic development in the fields of transportation, industry, social housing development, urban space expansion, socio-economic development, ensuring national defense and security and enhancing international integration, creating a foundation for socio-economic development space, contributing to creating an investment and business environment. Realizing the policies of the Party and the State, creating an important driving force to promote growth, striving to achieve the city's socio-economic development target of 12.5% in 2025.
In order to promote the effectiveness of investment projects, the Standing Vice Chairman of the City People's Committee proposed: For works and projects inaugurated, opened, opened to traffic, and installed signs on this occasion, the Departments, branches, localities and investors should urgently organize operations and exploitation to maximize investment efficiency; promote reform, innovation, and improve competitiveness; promote the socio-economic development of the locality in particular and Hai Phong city in general, serving the material and spiritual life of the people better and better. The City's Political and Administrative Center is designed and built according to a unified architectural scheme, highlighting the city's identity, characteristics and traditions; in harmony with the landscape, ensuring harmony of light and natural air circulation. The project consists of 14 blocks, symmetrically designed along the North-South and East-West axes.
The City Convention and Performance Center is a unique architectural symbol of the city, a multi-functional complex integrating synchronous, modern facilities, with diverse areas and capacities; invested in modern equipment systems (sound, lighting...), suitable for many purposes. The project has a capacity of 1,500 seats, 03 floors and 01 basement.
Vietnam Airports Corporation – JSC (ACV) held the groundbreaking ceremony of the project “Expanding the aircraft parking area of Cat Bi International Airport – Phase 2”. Attending the groundbreaking ceremony were comrades: Nguyen Van Tung, Chairman of Hai Phong City People's Committee; Do Thanh Trung, Deputy Minister of Finance; Le Van Khien, Member of the Board of Directors of Vietnam Airports Corporation; Nguyen Tien Viet, Deputy General Director of Vietnam Airports Corporation, along with representatives of leaders of Departments, branches, construction units and a large number of officers, engineers and workers.
Cat Bi International Airport is one of the key airports in the national airport network, playing a strategic role in the socio-economic development of Hai Phong city, the Northern coastal region and the Red River Delta region. Since the operation of international flights (2014), the number of passengers passing through the airport has continuously increased rapidly, and by 2024, it has exceeded the design capacity of Passenger Terminal T1 (2 million passengers/year).
Faced with increasing development needs, continued investment in construction and upgrading of Cat Bi International Airport infrastructure is an urgent requirement. The second phase of the aircraft parking expansion project has a total investment of VND 1,151 billion, with a total area of 13.68 hectares, divided into 2 phases: Phase 2.1 has an area of 6.94 hectares, meeting 5 parking positions for Code C aircraft; Phase 2.2 has an area of 6.74 hectares, meeting 6 parking positions for Code C aircraft.
The project, when completed, will improve operational capacity, reduce overload, ensure flight safety and improve service quality at Cat Bi International Airport. This is also a typical project to celebrate the 70th anniversary of the Liberation of Hai Phong - Heroic City and contribute to realizing the goal of developing modern, synchronous and sustainable air transport for Hai Phong city and the Vietnamese aviation industry.
Following the success of Trang Due Industrial Park 1 and 2 - a strategic investment location for more than 100 domestic and foreign projects with a total capital of nearly 11 billion USD, especially an important production base of the world's leading technology corporations such as LG (LG Display, LG Electronics, LG Innotek), on the afternoon of May 11, the Trang Due 3 Industrial Park Infrastructure Investment and Business Project was officially started. Comrade Do Manh Hien, Standing Deputy Secretary of the City Party Committee attended the groundbreaking ceremony of the Project.
The Trang Due 3 Industrial Park Infrastructure Investment and Construction Project has a scale of 652.73 hectares, located in Truong Thanh, Truong Tho, An Tien and Bat Trang communes, An Lao district, Dinh Vu - Cat Hai Economic Zone, Hai Phong city. The project has a total investment capital of more than 8,000 billion VND, with an operating period of 50 years from the date of approval of the investment policy by the Prime Minister.
The project is oriented to attract businesses in the high-tech sector, creating a chain linking the electronics - electric vehicle industry, and environmentally friendly supporting industries.
Following the success of Trang Due Industrial Park 1 and 2, a strategic investment location for more than 100 domestic and foreign projects, with a total investment of nearly 11 billion USD and an important production base of the world's leading technology corporations, typically LG Group with projects such as LG Display, LG Electronics, LG Innotek, Trang Due Industrial Park 3 project not only expands Hai Phong's industrial space but also demonstrates a long-term vision in welcoming the wave of high-quality investment, creating many new jobs for local workers, contributing to promoting sustainable economic growth and putting Hai Phong on the global industrial map.
The groundbreaking ceremony of the New Urban Area Construction Investment Project in Duong Kinh and Kien Thuy districts took place with the participation of comrade Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the City People's Council.
The project covers an area of over 240 hectares, with a total investment of over VND 23,000 billion, and is the 5th urban area developed by Vinhomes in Hai Phong. Located at the "golden gateway" in the Southeast of the city, the project has a strategic location, conveniently connecting to Hanoi, Quang Ninh, Bac Ninh, Thai Nguyen, as well as Lach Huyen port and major industrial parks in the area. Vinhomes Golden City is planned according to a modern complex urban model, developed according to three pillars: "Green - Smart technology - All-in-one utilities", aiming to become a new international trade center of Hai Phong and the key economic region of the North.
In Dong Hai 2 Ward, Hai An District, Pegatron Vietnam Co., Ltd. held the inauguration ceremony of phase 1 of the Employee Housing Project. Comrade Dao Trong Duc, member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city attended.
The project is built on an area of 5.04 hectares, with a total investment of 68.3 million USD (equivalent to about 1,600 billion VND). After nearly two years of construction, phase 1 has been completed with 4 buildings for workers, 2 buildings for staff and 1 utility building with a modern functional room system.
Located in Dinh Vu - Cat Hai Economic Zone, the project is in line with the development orientation of enterprises and the general planning of the city. The operation of the housing area not only solves the housing needs of workers but also contributes to improving the quality of life, enhancing land use efficiency, promoting urban and socio-economic development in Hai An district and neighboring areas.
In Tien Cuong commune, Tien Lang district, the opening ceremony of the Tien Cuong II Industrial Cluster Infrastructure Investment and Business Project took place. Comrade Nguyen Dinh Chuyen, member of the Standing Committee of the City Party Committee, Chairman of the City Party Committee's Inspection Committee attended and delivered a speech.
The project is invested by Tien Phat Industrial Park Infrastructure Investment Joint Stock Company, with a scale of more than 50 hectares, with a total investment of nearly 700 billion VND. After less than a year of implementation, the Industrial Park has completed all modern technical infrastructure, including an internal asphalt traffic system, a separate rainwater and wastewater drainage system, a centralized wastewater treatment plant, a water supply system, fire prevention and fighting systems, etc. All items have been accepted in accordance with regulations.
Tien Cuong II Industrial Park is conveniently located, adjacent to major traffic routes such as National Highway 10 and District Road 25, easily connecting to neighboring areas. The project has attracted 8 investors from Korea, China, Hong Kong and Taiwan, with an occupancy rate of 52% of the leased land area. The main investment industries are light, clean and environmentally friendly industries such as: production of children's toys, electronic components, optical equipment, general machinery and industrial packaging.
The operation of Tien Cuong II industrial cluster contributes significantly to the socio-economic development of Tien Lang district in particular and Hai Phong city in general, creating a driving force to attract investment in the southern area of the city...
In Le Chan district, Singapore International School held the inauguration ceremony of the Singapore International Education Complex. Comrade Vu Thanh Chuong, member of the Standing Committee of the City Party Committee and Director of the City Police, attended and congratulated.
The project is built at lot CCO/54-1B, Vo Nguyen Giap street, Vinh Niem ward, on an area of 3.04 hectares, with a total investment of about 360 billion VND, divided into two phases. The school has a training capacity of 1,500 students from kindergarten to grade 12.
Developed according to a modern international education model, Singapore International School aims to build a comprehensive, friendly learning environment, helping students develop harmoniously in knowledge, skills and personality. The school is equipped with modern, synchronous facilities, a team of experienced teachers and a curriculum that combines the quintessence of international education with Vietnamese cultural values.
The project is expected to contribute to improving the quality of education in Hai Phong, while opening up international standard learning options for students and parents in the city and surrounding areas.
The project to invest in the construction of the Binh Bridge South Intersection Green Park with an area of 2.2 hectares includes a yard, walking path, trees, and a synchronous technical infrastructure system; construction of a 195.9-meter-long embankment along the Re River; construction of a road to the Southeast of the project with a road width of 11.5 meters. The People's Committee of Hong Bang District has carried out site clearance for 02 organizations and 6 households in Trai Chuoi Ward with a total recovered area of 2.2 hectares.
The project has a total investment of over 134 billion VND from the city budget. This is one of the works of great significance, not only contributing to the development of a green, civilized, modern urban area, serving the development of culture, sports, community activities, improving the quality of life of the people, creating a highlight of the landscape architecture of the area, meeting the urban beautification process in Hong Bang district in particular and Hai Phong city in general.
Comrade Bui Xuan Thang, member of the Standing Committee of the City Party Committee, Commander of the City Military Command attended the technical opening ceremony of traffic routes under the model new rural construction program in Dai Hop commune, Kien Thuy district.
The project to upgrade and renovate traffic routes to build a model new rural commune in Dai Hop commune, Kien Thuy district has a total investment of 105,581,000,000 VND, building 21 roads with a total length of 10,918.0 m.
After 8 months of construction, 21 traffic routes have been basically completed. Thanks to the contributions of the people of Dai Hop commune in donating land to open roads, the movement of donating land to open roads has spread throughout the district; many households voluntarily donated land, dismantled surrounding walls, solid and semi-solid structures without requiring compensation or support from the state.
In Hai An district, the groundbreaking ceremony of the social housing project in Dong Hai 2 ward, Dinh Vu - Cat Hai Economic Zone, took place. Vice Chairman of the City People's Committee Nguyen Duc Tho attended and gave a speech. The project aims to meet the housing needs of workers, especially workers in the economic zone, contributing to improving living conditions and ensuring social security in the city.
The project to build a social housing area in Dong Hai 2 Ward, Hai An District, in Dinh Vu - Cat Hai Economic Zone, is being implemented on an area of nearly 22.5 hectares. When completed, the project will form a modern urban area with 117 adjacent commercial houses, 14 apartment buildings, providing nearly 2,500 quality apartments, and a synchronous technical infrastructure system. The project has profound social security significance, contributing to realizing the Party and State's policy of caring for people's lives, especially low-income people, cadres, civil servants and public employees facing housing difficulties.
Not only meeting the urgent need for housing, the project also creates a driving force to promote the socio-economic development of Hai An district, contributing to stabilizing social security, attracting high-quality labor to Dinh Vu - Cat Hai Economic Zone - an area that is increasingly affirming its role as a growth engine of Hai Phong city.
Attending the event were Mr. Hoang Minh Cuong, Vice Chairman of the City People's Committee; Mr. Ishikawa Isamu, Deputy Ambassador of Japan to Vietnam; leaders of Routeinn Corporation Japan.
The project is invested by Route Inn Group Japan with a construction scale of over 8,100m², including 30 floors above ground, 1 basement, and a building height of over 118m. The hotel has 343 rooms with a total floor area of over 37,000m², designed in a modern style, meeting international 5-star standards. The architectural highlight is the hanging curtain system reminiscent of the Japanese "Sudare" style and details with the characteristic red color of the Royal Poinciana flower - the symbolic flower of Hai Phong city. The total investment capital of the project is about 907 billion VND. When put into operation, the hotel will provide high-class accommodation and resort services, contributing to improving the quality of tourism infrastructure, gradually turning tourism into a spearhead economic sector of the city.
Celebrating the 70th anniversary of Hai Phong Liberation Day, the 2025 Red Flamboyant Festival and receiving the title of "Heroic City", 12 key projects and works are highlights, contributing to changing the urban appearance, gradually turning Hai Phong into a city on par with cities in the region and the world, a key growth pole in the Northern region, among the top 5 localities with the leading economic scale in the country.
