163 groups of opinions and recommendations from voters sent to the Session of the Hanoi People's Council

Kinhtedothi - On December 9, the 20th Session (the regular session at the end of the year) of the City People's Council officially opened. Previously, through the pre-session contact of the City People's Council delegates, 163 opinions and recommendations from voters on 4 groups of issues were sent to the City People's Committee.

There is still a lack of community centers.

In the fields of economy , budget, land, voters requested the City to direct relevant departments and branches to remove obstacles to resolve the issue of granting certificates of land use rights and house ownership rights that are currently pending, including: land and housing areas built by people on vacant land with house numbers managed by the State. Self-managed housing belonging to ministries, branches, companies, enterprises... previously assigned to officials and employees to build houses.

Voters reflected on the lack of community centers in urban areas and suggested that the city pay attention and have a mechanism to use budget resources to rent and buy common areas of apartment buildings to serve as meeting halls and community centers for residential groups.

Voters of Chuong My district proposed that the City consider and supplement funding to ensure the implementation of Resolution No. 07/2024/NQ-HDND dated March 29, 2024 of the City People's Council on expenditure content and expenditure levels to support improving the operational efficiency of the grassroots cultural and sports institution system serving new rural construction in the City until the end of 2025.

Voters of Hoai Duc, Dan Phuong and My Duc districts requested the city to soon issue an adjusted land price list so that the People's Committees of the districts have a basis to determine the starting price for land auctions; adjust the support level for moving graves when having to clear land to implement projects; increase support and compensation prices when the State reclaims land...

In the field of planning, transportation, and urban areas, voters are concerned about the very high air pollution index in Hanoi and request the City to direct relevant authorities to assess, analyze, clarify the causes, and find solutions to reduce air pollution, smoke, dust, especially fine dust, and improve the quality of life for people. Voters request the City to direct the promotion of propaganda, unify the waste classification process; pay attention to planning and building stations to collect and recycle construction waste.

At the same time, voters said that in recent years, the city has implemented many solutions to renovate old apartment buildings that do not ensure safety, but have not met people's expectations. Voters requested that the city soon have specific solutions and roadmaps to speed up the renovation of old apartment buildings in the area and announce the results of the assessment of the level of danger of old apartment buildings to the people.

Voters suggested that the City should soon direct and guide districts, towns and cities to develop a reasonable plan for managing sidewalk order, both to preserve the scenery, business order and urban civilization; and to create conditions for people to develop private economy and sidewalk economy in qualified areas. At the same time, the City should plan and arrange reasonable public toilets to ensure hygiene and serve people's needs...

Early promulgation of regulations to implement the Capital Law in the health sector

In the field of culture and society, voters are concerned about the issue of admission to grade 10 and request the Department of Education and Training to soon announce the entrance exam subjects for grade 10 so that students can grasp them from the beginning of grade 9 to avoid worrying and spreading out subjects; at the same time, the Department needs to calculate when considering admission to grade 10, in addition to taking the scores of the exam subjects, it is necessary to choose the conditional scores of the subjects not tested.

Voters of Hai Ba Trung district requested the city to study and soon issue regulations to implement the Capital Law in the health sector, continue to increase investment in medical equipment to serve the people's medical examination and treatment - especially medical examination and treatment under health insurance.

Voters suggested that the city have solutions to manage and handle citizens who send petitions and feedback on the iHanoi application because many subjects are currently taking advantage of it to reflect false information and spread false news, causing public outrage. Voters also suggested that the city research and build tourism product chains throughout the city. Review the connection of cultural and historical relics, entertainment venues, craft villages, etc. to form a tour chain from the inner city to suburban locations; promote information and propaganda for people to participate, support and develop together. Provide foreign language training for workers in the tourism and passenger transport sectors to be able to guide tourists at tourist destinations.

Regarding the field of organizational structure and government building, voters proposed to consider and decide on the establishment of a specialized agency under the People's Committee at the district level according to the provisions of Point c, Clause 4, Article 9 of the 2024 Capital Law to replace the current pilot model of the Urban Construction Order Management Team; consider granting allowances to the positions of Village Chief and also Head of the Village Security and Order Team...

In addition, voters requested the City People's Council to organize supervision of land management in the city, on public land leased, misused causing loss, difficult to recover assets; management and use of agricultural land causing waste, causing frustration for the people. At the same time, publicly announce the results of supervision, handling of violations...

For central agencies, voters propose that the Government amend and supplement the provisions of Decree No. 136/2020/ND-CP dated November 24, 2020, allowing authorization or decentralization to the district-level police to handle procedures for granting Fire Prevention and Fighting Design Approval Certificates for facilities under the management of the district level.
