Deputy Prime Minister Tran Hong Ha instructed the Ministry of Education and Training to require two private universities, Saigon Technology University and Phuong Dong University, to urgently convert to the private university model.

The Government Office issued Notice No. 449/TB-VPCP summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at a meeting on the conversion of private universities from non-profit to for-profit status.
In the aforementioned announcement, Deputy Prime Minister Tran Hong Ha concluded: In accordance with the provisions of the 2005 Education Law and Government Decree No. 75/2006/ND-CP dated August 2, 2006, the Prime Minister issued Decision No. 122/2006/QD-TTg dated May 29, 2006, which: agreed to convert 19 private universities to the private university model; assigned the Minister of Education and Training to preside over and coordinate with relevant ministries and agencies to issue regulations and guidelines for converting private universities to the private university model, with the conversion to be completed before June 30, 2007.
To date, two private universities have yet to complete the conversion process as required. The Ministry of Education and Training is seriously learning from this experience; it is urgently fulfilling its assigned functions and duties, issuing guidance documents with specific deadlines and strict penalties, and requiring Saigon Technology University and Phuong Dong University to strictly comply with the law and urgently carry out the conversion process according to the correct procedures and regulations.
