24 wind and solar power projects 'fix' temporary prices to negotiate electricity purchase and sale | Gia Lai Electronic Newspaper

Of the 85 transitional wind and solar power projects, 37 projects have submitted documents to negotiate electricity prices applying the provisional price, but 48 projects have not yet submitted documents.

On the afternoon of May 24, the Ministry of Industry and Trade and Vietnam Electricity Group (EVN) met with investors of transitional wind and solar power projects to resolve difficulties in negotiating electricity prices and power purchase contracts so that these projects can be put into operation soon.

This is also the second conference organized by the Ministry of Industry and Trade and EVN to listen to recommendations from investors in transitional renewable energy projects.

According to EVN Power Trading Company (EVNEPTC), as of May 24, 37/85 wind and solar power projects have forwarded documents to negotiate electricity prices and power purchase contracts. EVNEPTC has sent documents to the remaining projects requesting to continue submitting documents.

EVNEPTC representative also said that up to now, 24/37 projects have requested EVN to apply temporary prices for negotiation.

EVNEPTC and the investors of these 24 projects agreed on a temporary electricity purchase price (excluding VAT) equal to 50% of the ceiling price of the electricity generation price frame for each type of power plant stipulated in Decision No. 21/QD-BCT dated January 7 of the Ministry of Industry and Trade. The official electricity purchase price and the settlement of electricity bills will be implemented according to the instructions and decisions of competent authorities.

Of these, 19 projects with a total capacity of 1,347 MW have been approved by the Ministry of Industry and Trade, with provisional prices. EVNEPTC and investors are coordinating to soon sign power purchase contracts. One project has completed negotiations and is completing procedures to submit to the Ministry of Industry and Trade for provisional price approval. The remaining 4 projects with a total capacity of 154 MW are being negotiated by EVNEPTC and investors while continuing to review documents to submit to competent authorities for approval.

At the conference, EVN continued to request investors of projects (including transitional projects whose prices have been temporarily approved by the Ministry of Industry and Trade) to actively provide documents, especially legal documents; coordinate with power system operators to immediately carry out testing and experimentation of power plants.

In addition, EVN also requested investors to promptly organize acceptance and complete procedures, submit documents for commercial operation certification (COD) according to the provisions of the signed PPA power purchase agreement so that the projects can soon be connected to the national grid.
