According to the financial reports of the second quarter of 2025 of 29 commercial banks, the outstanding loans to customers as of June 30, 2025 of these banks is 14,767 trillion VND.

Total bad debt of 29 banks increased by more than 13% compared to December 31, 2024.

Increasing bad debts have forced many banks to increase their credit risk provisions. The total provisioning cost of 29 banks in the first half of the year was VND86,057 billion, up 10% over the same period.

If at the end of the first quarter of 2025, 7 banks had a bad debt/total outstanding debt ratio that decreased compared to the end of 2024, then in the second quarter, 11 banks recorded a decrease in bad debt.

Banks showing significant efforts in improving debt quality include NCB, down from 19.54% to 11.35%; ABBank, down from 3.74% to 2.75%; Viet A Bank, down from 1.37% to 1.11%; Agribank, down from 1.68% to 1.43%;SHB , down from 2.9% to 2.56%; TPBank, down from 2.15% to 2.05%...

On the contrary, the banking group with the strongest bad debt growth rate is: PGBank increased by 0.76% compared to the beginning of the year; BVBank increased by 0.74%; BIDV increased by 0.57%; HDBank increased by 0.56%; Saigonbank increased by 0.55%; Nam A Bank increased by 0.52%...

Compared to the end of 2024, group 3 debt (subprime debt) of banks increased by 32%, group 4 debt (doubtful debt) increased by 17% and group 5 debt (debt with potential loss of capital) increased by 7%.

Looking at the bad debt ratio, NCB is a bank with a high bad debt ratio. However, this ratio has decreased sharply compared to the same period last year and by the end of 2024, proving that this bank is resolutely handling bad debt and considers this one of the important tasks according to the bank restructuring project.

NCB, along with ABBank and Viet A Bank, are the rare banks with clearly improved debt quality, as bad debt decreased in all groups.

The recommended bad debt ratio of below 3% is the safe threshold. As of June 30, 2025, there are 21 banks with bad debt ratios below 3%.

Of which, 12 banks recorded a bad debt ratio of less than 2%, including: Vietcombank (1%), Viet A Bank (1.11%), Bac A Bank (1.25%),ACB (1.28%), VietinBank (1.31%), Techcombank (1.32%), Agribank (1.43%), MB (1.6%), LPBank (1.74%), SeABank (1.95%), KienLong Bank (1.96%) and BIDV (1.98%).

Although the total bad debt of the whole system increased in the first half of the year, bad debt is expected to decrease in the second half of the year, after the draft law amending and supplementing a number of articles of the Law on Credit Institutions 2024 was officially passed at the 9th Session of the 15th National Assembly. In which, the important content is to legalize Resolution 42 of the National Assembly on bad debt settlement.
