The Ministry of National Defense has just held a Conference of the Drafting Committee of the Law Project amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (VPA) (abbreviated as the Law on Officers).
Previously, the Ministry of National Defense held a conference to review the Law on Officers. Through the review and recommendations and proposals of agencies and units, the Ministry of National Defense plans to propose amendments and supplements to a number of contents of the Law.
In which, the Ministry of National Defense proposed to shorten the time limit for consideration of promotion to the rank of lieutenant. There are 3 reasons for proposing to shorten the time limit for consideration of promotion to the rank of lieutenant:
Firstly, according to current regulations, the time limit for promotion from second lieutenant to first lieutenant is 2 years; from first lieutenant to first lieutenant and first lieutenant to captain is 3 years.
Thus, under normal conditions, an officer develops sequentially from lieutenant to captain in 8 years and after at least 13 years of service (from the time of officer training), at the age of over 30, he has the rank of captain. In reality, at this age, officers have to work at a very high intensity, the majority have to stay at the unit and rarely go home, so family life is difficult both economically and mentally.
Shortening the time limit for consideration of promotion to the rank of lieutenant will motivate officers to work with more peace of mind and strive actively, especially helping lieutenant officers (and their relatives) to compare living and working conditions less with friends of the same age who are cadres, civil servants, public employees or freelancers.
Second, in reality, for many years, the income of lieutenant officers has been low compared to the general level. Besides salary, there is almost no other income, and the position allowance and seniority allowance of lieutenant officers are very little (in many cases, assistants and employees do not have position allowance). Shortening the promotion period to lieutenant rank will help young officers get a salary increase sooner, improve their income, and reduce some of the difficulties.
Third, in recent years, the number of candidates applying to military schools has tended to decrease and what is very alarming is that very few good students apply to become officers. The main reason is that the income of officers is not high, while the working conditions and working hours are restrictive, hard, and far from family.
There are even cases where some officer cadets and young officers want to change their professions and be discharged from the army. This reality greatly affects the goal of building a revolutionary, disciplined, elite, and modern army, because high-quality human resources are the decisive factor in the strength of any organization.
If the time limit for consideration of promotion to the rank of lieutenant is shortened, it will help overcome this situation and create motivation to attract high-quality human resources to work in the army.
The three main reasons mentioned above have shown the necessity of shortening the promotion period for lieutenant officers.
In addition to the three reasons mentioned above, the actual work of a lieutenant is very hard, especially for officers holding the position of platoon leader, directly managing and training soldiers.
The working hours of the "first-line" team are almost 24/7 and last all year round, except for a few days off; not only do they directly manage and command the troops, but they also have to directly train the unit in a lot of content, while there is no "classroom" allowance like for teachers.
