Efforts to promptly respond to payment of National Day gifts
Another important task is to ensure payment infrastructure to serve the payment of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
To date, 32 entities have linked up with VNeID to serve social security payments, including 28 banks and foreign bank branches and 4 payment service providers (VNPT Money, Mobifone Money, Viettel Money, MoMo). The list of participating banks is quite comprehensive with the participation of VietinBank, BIDV, Vietcombank, Agribank, Techcombank, VPBank, MB,ACB , Sacombank, VIB, HDBank, and many other banks.
Pursuant to Official Dispatch No. 149/CD-TTg dated August 28, 2025 of the Prime Minister , the State Bank of Vietnam issued Document No. 7599/NHNN-TT dated August 29, directing banks and foreign bank branches to ensure the payment system operates safely and smoothly 24/7, meeting the requirements of timely gift disbursement to people.
Accordingly, banks and organizations providing electronic payment services have deployed instructions for customers to link their social security accounts to receive money quickly, conveniently and safely. At the same time, the State Bank of Vietnam has also adjusted the time for the Interbank Electronic Payment System to operate continuously during the National Day holiday, to ensure that payments are made smoothly and promptly.
Following the direction of the Government and the State Bank, many banks have activated special plans. Banks have arranged staff to be on duty 24/7 throughout the system, including on holidays, to promptly process payment requests from the State Treasury.

Biometrics help clean data, prevent risks
The State Bank of Vietnam (SBV) said: This agency has directed the entire industry to proactively collect and compare biometric information with the National Population Database (NDB). According to regulations, all payment accounts of individuals and organizations must have biometric information compared when registering for transactions on digital channels.
As of August 15, 2025, the entire industry had more than 123.9 million individual customer profiles (CIFs) collected and biometrically verified, reaching 100% of the total number of accounts generating transactions on digital channels. For institutional customers, more than 1.3 million profiles were verified, also reaching 100% of the requirement.
This has brought about clear results. The figures show that the number of fraud cases has decreased by more than 59%, and the number of accounts involved in fraud has decreased by 52% compared to before the implementation of biometric information verification. This is an important step forward in enhancing the safety of the financial and banking system.
Along with that, the National Credit Information Center (CIC) has coordinated with C06, Ministry of Public Security, to complete 6 rounds of customer data comparison and cleaning with about 57 million records offline.
In the whole industry, 63 credit institutions (CIs) and foreign bank branches have deployed the application of chip-embedded citizen identification cards (CCCD) at counters; 57 CIs and 39 payment intermediaries (TGTT) deployed via mobile apps; 32 CIs and 15 TGTT deployed integration with VNeID.
The State Bank also said: Along with data cleaning, non-cash payment activities (TTKDTM) also recorded strong growth. In the first 7 months of 2025, compared to the same period in 2024, the total number of TTKDTM transactions increased by 44.40% in quantity and 25.04% in value.
Of which, transactions via the Internet increased by 49.65% in quantity and 35.61% in value; transactions via mobile phones increased by 38.34% in quantity and 21.24% in value. Notably, transactions via QR Code increased dramatically by 66.73% in quantity and 159.58% in value.
Transactions via the Interbank Electronic Payment System increased by 4.41% in quantity but increased sharply by 45.27% in value; while transactions via the Financial Switching and Electronic Clearing System increased by 15.77% in quantity and 3.77% in value.
In contrast, ATM transactions continued to decrease, by 15.83% in quantity and 4.97% in value, showing that the demand for cash withdrawals is gradually decreasing, replaced by modern and convenient digital payment methods.
