In his closing speech at the conference, General Secretary Nguyen Phu Trong said that looking back at the first half of the 13th term, the Central Committee highly agreed that with high will, determination and the spirit of "first support, second support", "one call, all response", "unanimity from top to bottom", "throughout the whole", the Central Executive Committee, the Politburo and the Secretariat have directed and effectively implemented the Resolution of the 13th National Party Congress. The Party and the country have remained steadfast in overcoming all difficulties and challenges, continuing to achieve important, comprehensive and commendable results in many fields.

"In particular, in the prevention and fight against the Covid-19 pandemic, the heroic, patriotic tradition of our nation, "loving others as you love yourself" and the superiority of our regime have been promoted to a new height," the General Secretary said, adding that 104,000 billion VND has been disbursed to support nearly 58 million people, workers and 1.4 million employers.

According to the General Secretary, the Party Central Committee, the Politburo, and the Secretariat continue to pay attention to leading and directing the fields of national defense, security, and foreign affairs. Gradually perfecting the Party's guidelines on the Fatherland Protection Strategy in the direction of strengthening the people's hearts and minds; proactively preventing the risk of war and conflict, protecting the Fatherland early and from afar; protecting the country before it is in danger. In addition, the first National Foreign Affairs Conference has raised awareness and unified action in inheriting and promoting the strength of the very unique foreign affairs and diplomacy school of the Ho Chi Minh era, imbued with the identity of the "Vietnamese bamboo tree", "firm roots, strong trunk, flexible branches". "The success of the visits and phone calls of Party and State leaders, especially the visits to China and the countries of the United Nations Security Council... is proof of the success of foreign affairs activities in recent times", the General Secretary emphasized.

Regarding the fight against corruption and negativity, the General Secretary said that there have been many positive innovations such as the expansion of the functions of the Central Steering Committee on anti-corruption to include the prevention of negativity; in which, the focus is on preventing and combating the degradation of political ideology, ethics, and lifestyle among cadres and party members, considering this the root of all problems. Along with that is the establishment of provincial steering committees on anti-corruption and negativity in 63 provinces and cities, initially overcoming the situation of "hot above, cold below". At the same time, the work of building and perfecting institutions and policies on socio-economic management and preventing and combating corruption and negativity has also been focused on and promoted to gradually move towards "not daring", "not being able", "not wanting", "not needing" corruption.

"Up to now, it can be affirmed that never before has the work of preventing and combating corruption and negativity been directed in such a synchronous, drastic and clearly effective manner as in recent times; leaving a remarkable mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in the Party, State and regime," the General Secretary acknowledged, saying that this demonstrates the very high determination of the Party, State and people in the fight against corruption and negativity.

Regarding Party building and rectification, the General Secretary said that there have been positive changes with many outstanding marks in the more harmonious and smooth combination between "building" and "fighting", more comprehensively in all aspects of Party building work. In particular, cadre work continues to be given more importance and more importance with its position and role as the "key of the key"; there are many new and more effective ways of doing things and regulations, closely linked with the Party building and rectification work in general; resolutely prevent, repel and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifest "self-evolution" and "self-transformation", regardless of who they are; there are no forbidden zones, no exceptions.

Up to now, it can be affirmed that never before has the work of fighting corruption and negativity been directed in such a synchronous, drastic and clearly effective manner as in recent times; leaving a remarkable mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in the Party, State and regime.

According to the General Secretary, up to now, the Central Executive Committee, the Politburo, and the Secretariat have considered removing from office, suspending work, retiring, and assigning other jobs to 14 cadres under the Central management. Localities have also arranged work and implemented policies for 22 cadres after being disciplined in accordance with the Party's policy of "some in, some out; some up, some down". According to the General Secretary, this demonstrates a resolute, exemplary, strict, and humane spirit, which has an educational, alerting, warning, and deterrent effect on cadres, civil servants, and party members; at the same time, it has promptly directed the completion of replacement leadership personnel, which has been highly appreciated and agreed upon by public opinion among cadres, party members, and the people.

At the same time, the Party's inspection, supervision and discipline work continues to be innovated, contributing to building a clean and strong Party and political system; restraining, preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; corruption, "group interests", "term-based thinking"; "individualism", "power degeneration" among a large number of cadres and Party members; at the same time, improving the Party's leadership capacity and fighting strength, strengthening solidarity and unity within the Party, consolidating people's trust, maintaining political stability, order and discipline, promoting the country's socio-economic development.

However, in addition to the achievements, the General Secretary affirmed that there are still some limitations and shortcomings that need to be seriously overcome. Pointing out many lessons on innovation in leadership methods and working styles from the first half of the 13th term, the General Secretary affirmed that it is necessary to always firmly grasp and seriously implement the Party Platform, Statutes, Working Regulations and the Party's guidelines and policies; and the State's laws and policies. Along with that is the synchronous promulgation of a higher quality system of laws, regulations and statutes for serious and unified implementation.

According to the General Secretary, the Politburo, the Secretariat and each member of the Politburo and the Secretariat must be exemplary in more seriously complying with the regulations and working regimes. In particular, the General Secretary emphasized that each member of the Politburo and the Secretariat needs to promote the spirit of setting an example, regularly cultivating, training, and improving revolutionary ethics; seriously self-examining, self-correcting, self-criticizing and criticizing; resolutely fighting against individualism and other negative manifestations; maintaining internal solidarity; steadfast ideology and politics, correct viewpoints; exemplary in ethics and lifestyle in work, in the lives of oneself, family and relatives. Regarding preparations for party congresses at all levels, towards the 14th National Party Congress, General Secretary Nguyen Phu Trong noted that from the results and experience of organizing the Party Central Committee's vote of confidence for members of the Politburo and Secretariat at this conference, it is necessary to focus on leading and directing the organization to effectively implement the vote of confidence for leadership and management positions in the political system. At the same time, it is necessary to develop a plan for leaders at all levels, especially the plan for the Central Executive Committee, Politburo, and Secretariat for the 14th term of 2026 - 2031; prepare for party congresses at all levels for the 2025 - 2030 term, towards the 14th National Party Congress.

In addition, the General Secretary noted that theoretical and practical issues over 40 years of renovation, focusing on the last 10 years, need to be urgently and seriously summarized; sub-committees should be established to prepare for the 14th Party Congress so that these sub-committees, especially the document sub-committee and the personnel sub-committee, can soon come into operation, meeting the set goals and requirements.

Accordingly, General Secretary Nguyen Phu Trong requested organizations to strictly and effectively implement the policy of rapid and sustainable development. In particular, it is necessary to focus on consolidating and strengthening the macroeconomic foundation, controlling inflation, improving the internal capacity and autonomy of the economy on the basis of sanitizing and maintaining the stable and safe development of the system of credit institutions and the monetary, real estate, securities and corporate bond markets; focusing on improving the investment and business environment; effectively resolving the difficulties, limitations and weaknesses, both short-term and long-term, of the economy...

At the same time, it is necessary to pay more attention to the task of developing culture and society in harmony with economic development; ensuring social security and welfare; constantly improving the material and spiritual life of the people... The General Secretary pointed out that it is necessary to continue to consolidate and strengthen national defense and security potential; maintain political stability, order and social safety; improve the effectiveness of foreign affairs and international integration. Proactively prevent and resolutely fight to defeat all sabotage plots of hostile and reactionary forces.

The General Secretary also requested to continue to promote and improve the work of building and rectifying the Party and the political system to be truly clean and strong, especially the system of legislative, executive and judicial agencies from the central to local levels; to build a truly clean, honest, strong Government and local authorities that operate effectively and efficiently.

The Standing Committee of the Secretariat also presented the Politburo's report on the Party Central Committee's vote of confidence for the members of the 13th Politburo and Secretariat.
