"6 clear" motto
Depending on the reality and specific nature of the drug situation in each locality, each local Party Committee, local government and political system will focus on building a "drug-free ward" plan. Right from the implementation of this plan, the Party Committee, ward government and political system of An Cuu ward determined: To achieve sustainable goals, it is necessary to strictly implement the principle: "Prevention is the main thing, blocking supply - reducing demand is the key".
Thereby, An Cuu ward has specified each task, solution, progress and responsible person according to the motto "6 clear": Clear people, clear work, clear responsibility, clear time, clear results, clear authority; at the same time, assigning specific responsibilities to each agency, unit and residential group in the implementation process.
Mr. Tran Viet Trung, Standing Vice Chairman of the Ward People's Committee, Head of Steering Committee 138 of An Cuu Ward said: "We set a target of having at least 30% of residential groups free of drugs by 2025. By 2026, we will reach 70% and by 2027, we will strive for 100% of residential groups free of drugs, contributing to maintaining security and order, serving the socio- economic development goals of the locality."
Currently, in An Cuu ward, many flexible models and methods in drug prevention have been deployed. One of the bright spots is the activities of grassroots groups in residential groups and residential areas; including a group to educate and help people after drug rehabilitation. This group is organized with the principle: "Each drug user in the area must have someone responsible for managing, monitoring and supporting".
Touched by humanity
Mr. Tran Quang Vinh, Head of Residential Group 12AC, An Cuu Ward, shared a story about reforming a drug addict named P., who lived on Duy Tan Street. P. used to be quarrelsome and even chased people with a knife, causing people around him to be wary and avoid him.
“We realized that applying only administrative measures would not be effective. Instead, we chose an approach of love and understanding,” Mr. Vinh said. The Party cell secretary, the head of the Fatherland Front and the head of the residential group took turns talking, helping and creating conditions for P. to work as an assistant or do extra work to earn a living. “When he felt everyone’s sincere concern, P. gradually changed. From feeling self-conscious and isolated, P. has now integrated into the community and lives a more positive life,” Mr. Tran Quang Vinh said.
Not only Mr. P.'s story, but the 12AC team also touched a number of other cases. Each person has a different situation, but the common point is that they all regained their faith thanks to the perseverance and closeness of the local government and the community where they live.
“The unit has deployed synchronous professional measures, firmly grasped the situation, not to be passive, surprised and not to be behind the criminals. The work of checking and eliminating places that organize, harbor and illegally use drugs; strengthening the management of conditional business lines regarding security and order; tightening the management of residence, temporary residence, temporary absence; closely checking and monitoring karaoke establishments, accommodation, entertainment services... are regularly and continuously coordinated by the unit. Each officer and soldier, especially the local police force, must clearly understand and grasp each family and each subject related to drugs in the area to have solutions to eradicate them,” Major Nguyen Tan Phuoc, Head of An Cuu Ward Police informed.
At the same time, An Cuu ward also maintains and promotes the effectiveness of the community screening team, ensuring that no drug addicts or users are left behind. Psychological counseling teams, voluntary drug rehabilitation teams in the community, and teams managing illegal drug users continue to be strengthened, assigning specific responsibilities to each member if a drug addict relapses in the area.
| An Cuu Ward currently has 35 drug addicts (of which, 5 are undergoing compulsory drug rehabilitation at the center, 8 are undergoing voluntary drug rehabilitation at home and in the community, 22 are being treated with methadone replacement drugs), 9 are under post-rehabilitation management, 20 are using illegal drugs, and 21 are psychotic and stoned. |
