Speed ​​up construction progress

Pursuant to the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes; Resolution No. 298/NQ-CP dated September 26, 2025 of the Government promulgating the Action Plan to implement Conclusion Notice No. 81-TB/TW, Hue City is implementing a plan to build 5 new schools in 5 communes of A Luoi 1, 2, 3, 4 and 5. On August 30, the city started construction of the first 2 schools in communes of A Luoi 3 and A Luoi 4.

At A Luoi 3 inter-level school, the site clearance work has been basically completed, the main items are being constructed as planned. As for A Luoi 4 school, there are still problems with the site of 2 households. Mr. Ho Dung, Chairman of A Luoi 4 Commune People's Committee, said that the locality and the investor have actively worked and mobilized the households to agree on a relocation plan and hand over the site as soon as possible.

In addition, due to the impact of recent floods, the main road leading to the construction area of ​​A Luoi 4 school was damaged, Cu Xo bridge was eroded, the bridge abutment was damaged, causing difficulties in transporting materials. Along with that, unfavorable weather conditions and muddy ground also affected the construction progress, especially in the foundation and underground works.

To speed up the progress, the units have applied the "design and construction" method. However, due to the lack of specific instructions, the units are still stuck in the acceptance of the volume.

In addition to the two schools that have started construction, the remaining schools are completing site clearance procedures and architectural designs to submit to the City People's Committee for approval, striving to start construction as soon as possible.

Speaking at the meeting, Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh affirmed that these are key projects with special significance in creating stable learning and living conditions for students in border areas, contributing to improving the quality of education in mountainous areas.

The Standing Vice Chairman of the City People's Committee requested departments, branches, and sectors, together with construction units and localities, to regularly review and report difficulties and problems on a weekly basis to promptly resolve them and ensure the progress of the projects.

Regarding the land clearance problem at A Luoi 4 school, Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh requested the locality and the investor to urgently handle it, aiming to complete the site clearance work next week so that the project can be implemented on schedule.

Complete on schedule, ensure quality

Concluding the working session, Secretary of the City Party Committee Nguyen Dinh Trung highly appreciated the sense of responsibility and correct awareness of agencies, departments, branches, localities, investors and construction units about the importance of the project to build a system of boarding schools in communes. The Standing Committee and the Standing Committee of the City Party Committee determined that this is a key project, of great significance to the work of education and human resource development in ethnic minority areas.

Secretary of the City Party Committee Nguyen Dinh Trung requested to continue maintaining a tight command and control mechanism, especially for the five newly built schools, along with other schools upgraded in the plan. The Party Committee determined that this is a key project, the City People's Committee must organize and implement it resolutely, regularly report to the Standing Committee to promptly resolve difficulties. Completing the projects on schedule and ensuring quality is an important political task, demonstrating the commitment of the Party Committee and the government to the Central Government and the People.

The City Party Secretary emphasized that the Standing Committee of the City Party Committee will periodically conduct monthly assessments and assign the City People's Committee to focus on thoroughly handling problems related to site clearance and construction land; investors must closely follow the progress, urge contractors to mobilize adequate human resources and machinery, and have construction solutions suitable to the local rainy weather conditions.

For the two projects that have started construction, the requirement to complete them before July 30, 2026 is considered an action order. Investors and localities must be highly focused, not allowing any delay; at the same time, absolutely not allowing corruption or waste to occur, ensuring that the projects are of high quality, effective, and best serve the learning needs of students.

Secretary of the City Party Committee Nguyen Dinh Trung requested units to proactively build an operating mechanism, organize the management apparatus of schools, use the facilities after investment, assign specific responsibilities to each collective and individual. The upgrading and repair of other educational facilities (in addition to the 5 newly built schools) must come from the actual needs of students, and localities need to carefully review to implement appropriately, avoiding spreading and formality.

Regarding the Cu Xo bridge project, the policy was agreed upon to use storm and flood recovery funds to build a new bridge, meeting urgent needs, ensuring traffic safety and serving people's lives.

The City Party Secretary suggested drawing lessons from the difficulties and obstacles in implemented projects and applying them to future projects, ensuring progress, quality and investment efficiency, and avoiding loss and waste.

At the end of the working session, Secretary of the City Party Committee Nguyen Dinh Trung praised the efforts of the units and affirmed: "This is a particularly important project, requiring a special mechanism for resolution and removal. The City People's Committee is assigned to report the progress monthly to the Standing Committee of the City Party Committee and every 3 months, the Secretary of the City Party Committee will directly survey, inspect and remove difficulties at the site to ensure that the project is implemented as committed, bringing practical results to the people".
