An Giang and Kien Giang - Historical turning point on the development journey

In an atmosphere of urgency and determination, An Giang and Kien Giang - two neighboring provinces with rich cultural traditions and economic potential in the Mekong Delta - are together writing a new page of history. Implementing the central government's major policy on the arrangement and merger of provincial-level administrative units (DVHC), the two localities are making every effort to carry out key tasks. This is considered a historic turning point, opening up opportunities for outstanding development for both the land and the people.

Open up new expectations

The policy of merging provinces is not just a simple administrative decision, but carries with it a far-reaching strategic vision. The merger of An Giang - Kien Giang is expected to create a stronger administrative entity, larger in scale in terms of natural area, population and economic potential. This merger promises to optimize resources, improve the effectiveness of State management, create new momentum for socio-economic development, and strengthen national defense and security on the southwestern border of the Fatherland.

According to the report of the Department of Home Affairs of An Giang and Kien Giang, up to now, the two provinces have completed the arrangement of commune-level administrative units. Accordingly, after the arrangement, An Giang province has 54 commune-level administrative units (44 communes, 10 wards); a decrease of 101 administrative units (a decrease of 65.15% compared to before the arrangement). For Kien Giang, after the arrangement, there are 48 commune-level administrative units (41 communes, 4 wards and 3 special zones), a decrease of 66.4%. Kien Giang province merged with An Giang province, establishing a new An Giang province, with the administrative center located in Rach Gia city today. The new An Giang province has an area of ​​nearly 9,900km2, a population of over 4.9 million people; has 102 communes, wards and special zones.

Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Le Hong Quang said: “Immediately after the policy was issued, the Party committees and authorities of both An Giang and Kien Giang provinces quickly took action, demonstrating a high sense of responsibility and determination to successfully carry out this important political task. A series of directives, resolutions, plans and guiding documents were issued, demonstrating synchronization and unity in action, to ensure that the merger process takes place in a systematic, scientific and effective manner.”

An Giang and Kien Giang Provincial Party Committees held many conferences to thoroughly disseminate the Central's policy to all cadres, party members and people. Leaders of the two provinces discussed and agreed on the content and progress of merging, rearranging and reorganizing provincial-level administrative units. Member of the Party Central Committee, Secretary of the Kien Giang Provincial Party Committee Nguyen Tien Hai emphasized: "The merger of the province helps An Giang to grow stronger. We need to promote the spirit of solidarity, creativity and high concentration to successfully complete this task, for the common development of the province and for the benefit of the people". Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung affirmed: "An Giang is well aware of its responsibility in implementing the policy of merging the province. All levels and sectors are making every effort to review and assess the current situation, develop plans to rearrange the apparatus, resolve issues related to assets, land and regimes and policies for cadres, civil servants and public employees".

Recently, the Steering Committee for the merger of the two provinces agreed to establish 6 working groups. Of which, Group 1 advises on the development of the Project for the merger of An Giang - Kien Giang provinces and the arrangement of the organization, apparatus of administrative agencies, and public service units of An Giang province (new). Group 2 advises on the development of the Project for the establishment of the An Giang Provincial Party Committee; the Project for the arrangement and streamlining of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (provincial and communal levels) before the merger. Group 3 reviews, appraises, and examines the standards and conditions for personnel to re-elect the Executive Committee, the Standing Committee, and the Inspection Committee of the provincial Party Committee (term 2025 - 2030); prepares procedures and advises on the implementation of personnel procedures, and proposes competent authorities to appoint personnel of the provincial Party Committee.

Group 4 helps the Steering Committee advise the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee to draft documents for the Provincial Party Congress after the merger (to submit to the new Party Committee after the merger); prepare conditions for facilities, materials, equipment... to organize the Provincial Party Congress (after the merger) for the 2025 - 2030 term. At the same time, help the Steering Committee advise the Standing Committees of the Provincial Party Committees of the two provinces to lead and direct the grassroots Party Congress according to the time prescribed by the Central Committee. Group 5 advises on solutions to related issues and conditions to ensure service when merging provinces. Group 6 advises on ensuring security and order when merging provinces. Each working group is headed by members of the Standing Committees of the An Giang and Kien Giang Provincial Party Committees.

One of the key tasks at present is to review and evaluate the socio-economic situation, political system, staff, civil servants and public employees of both provinces. Departments, branches and sectors are collecting data, analyzing and comparing to have an overview and detailed view of the similarities, differences, potentials and challenges when merging. The arrangement and assignment of staff, civil servants and public employees is a sensitive and complicated issue, requiring impartiality, objectivity and thoroughness. Party committees and authorities at all levels are committed to complying with legal regulations, ensuring the legitimate rights and interests of staff, civil servants and public employees, while creating conditions for them to promote their capacity and strengths in the new working environment.

In addition, the construction of a post-merger socio-economic development planning scheme is also being urgently implemented. Preparations for facilities, technology, and finance are being carried out synchronously. Reviewing and evaluating the current status of offices, infrastructure, and financial resources will help to effectively develop investment, upgrading, and new construction plans to meet the requirements of a larger province.

Although there are still many difficulties and challenges ahead, with the close direction of the Central Government, the drastic participation of Party committees and authorities at all levels; the consensus and support of the people, we believe that An Giang and Kien Giang will open a new promising chapter on the path of development, building a prosperous, civilized and modern An Giang province in the future.
