An Truong Commune has an area of over 72.6km², with 29 hamlets and a population of over 45,300 people. When the scale expands, there are many opportunities for development but also challenges in organizing the apparatus and running the movement at the grassroots level.
In that context, the Standing Committee of the Commune Party Committee plays a core role in leadership and orientation; the entire Party Committee participates in the movement, supports the implementation of tasks, contributes to stabilizing the situation, and creates conditions for the locality to enter a new stage of development.

Immediately after the merger decision, the An Truong Commune Party Committee determined that the first thing to do was to stabilize the organization and strengthen people's trust.
Secretary of the Party Committee of An Truong Commune Nguyen Van Trieu shared: “The merger is a major turning point, requiring flexibility, sensitivity, solidarity and determination in management. Only when the apparatus is stable and the people's trust is maintained, can all tasks be effectively implemented.”
The commune Party Committee has implemented many practical solutions, going straight to reality. First of all, there is direct dialogue with the people. In 36 meetings in 29 hamlets, officials explained the merger policy, answered questions about administrative procedures, benefits and policies. The clear approach helps people to have full information, feel more secure and agree.
The Party Committee assigned Party Committee members to be in charge of each hamlet, regularly going to the grassroots to grasp the situation and listen to people's thoughts.
Thanks to that, many problems were detected and handled promptly, avoiding long-term problems. The commune also increased information transparency, financial publicity, projects were implemented under community supervision; tightened administrative discipline and order, and strengthened people's trust in the 2-level local government model.
Mr. Nguyen Van Dan, a resident of Hamlet 8, shared: “At first, everyone was worried, afraid that the change procedures would be complicated. But the commune explained clearly and did it quickly, so now everyone feels secure.”
Once the apparatus has stabilized, the Commune Party Committee focuses on orienting socio -economic development in accordance with the new scale. Secretary of the An Truong Commune Party Committee Nguyen Van Trieu emphasized: The commune deploys advantageous production areas, such as high-quality low-emission rice, seedless lemon, organic coconut; encourages households to raise livestock in effective models; and applies new technologies such as smart irrigation and seed transplantation.
Up to now, the commune has converted more than 130 hectares of ineffective rice to grow crops of high economic value, creating a clear change in agricultural restructuring.
Along with agriculture, the collective economy is also considered an important pillar. Currently, the commune has 41 enterprises, 4 cooperatives and 54 cooperative groups operating in many fields.
In particular, An Truong Agricultural Service Cooperative is a model that shows a systematic approach, from supplying materials, providing technical support to consuming products. In 2023, the Cooperative borrowed 100 million VND to invest in seedling cultivation and is currently in the process of completing procedures to build growing area codes for red-fleshed jackfruit and seedless kumquat.
Mr. Nguyen Duc Luan - Director of An Truong Agricultural Service Cooperative said: The establishment of growing area codes is to meet the requirements in the context of agricultural product exports that increasingly require high standards. The biggest goal of the Cooperative is to form sustainable links so that farmers can feel secure in production.
Infrastructure is prioritized for investment to create long-term momentum. In the 2020-2025 period, the commune implemented 81 projects with a total capital of more than 158 billion VND, of which the people contributed more than 33 billion VND.
The rural transport system and irrigation works have been upgraded synchronously. Mr. Nguyen Van Triet, residing in Hamlet 5, shared: "With beautiful roads, it is much more convenient for people to do business and transport goods. When mobilizing, if people see the benefits, they are willing to contribute."
The commune Party Committee also pays attention to social security. In 2025, Hamlet 8 mobilized to build 2 solidarity houses and gave more than 350 gifts to support disadvantaged households. The whole commune currently has 16 poor households and 110 near-poor households. The average income in 2024 will reach 75.2 million VND/person/year, and people's lives are gradually improving.
With the proactive and determined leadership of the Party Committee, along with the consensus and active participation of the people, we believe that An Truong homeland will develop dynamically, effectively and sustainably in the new period.
