Three subjects were taught and studied extra in school.

NDO - According to the new regulations on extracurricular tutoring, there are three categories of students eligible for extracurricular tutoring within the school. However, providing extracurricular tutoring for these groups is the responsibility of the school and no fees should be charged to the students.


One of the new points in Circular No. 29/2024/TT-BGDĐT regulating supplementary teaching and learning is that the Ministry of Education and Training stipulates three categories of students who are not allowed to pay for supplementary teaching and learning within schools: Students whose end-of-semester academic results in the preceding semester are below the required level; Students selected by the school for advanced training; and Final-year students who voluntarily register for entrance exam preparation or graduation exam preparation according to the school's educational plan.

In addition, to prevent teachers from taking their students, such as those receiving extra tutoring, outside the school premises to provide additional tutoring, the new Circular also stipulates that teachers in schools are not allowed to provide paid tutoring outside the school for students they are assigned to teach according to the school's educational plan.

Regarding the funding for extra classes and tutoring, the three aforementioned groups are the responsibility of the school to provide, and this funding should be included in the school's educational plan to meet the school's educational goals, ensuring that all students meet the required learning objectives of the curriculum, and without charging any fees.

Nguyen Xuan Thanh, Head of Secondary Education at the Ministry of Education and Training, explained: "With that program and that teaching staff, if there are still students who haven't met the standards, the school has a responsibility to provide extra tutoring or remedial instruction."

Regarding the students selected for advanced training programs, according to Director Nguyen Xuan Thanh, the number is not large and not all students are selected in all subjects, so organizing these extra classes is also the responsibility of the school.

As for 9th and 12th grade students preparing for entrance exams and graduation exams, they can attend extra classes within the school. However, organizing exam preparation for final-year students must be part of the school's educational plan, decided, arranged, and organized by the school itself, and no fees should be charged to students.

"This is something the school can absolutely arrange for teachers to be in charge of subjects in a reasonable way to focus on exam preparation, helping students consolidate and synthesize their knowledge," said Director Nguyen Xuan Thanh.

The circular also stipulates that class placement, teacher assignment, timetable scheduling, and the organization of extra classes in schools must ensure the following requirements: Extra classes are arranged by subject for each grade level; each class has no more than 45 students; each extra subject has no more than 2 lessons per week to ensure that the average number of lessons for each subject does not exceed the prescribed number of lessons in the general education program; extra classes should not be scheduled interspersed with the regular school timetable to limit the negative practice of forcing students to attend extra classes; and extra classes should not teach content before the curriculum distribution in the school's educational plan.

"For any student, extra tutoring should not exceed 2 lessons per week," emphasized Nguyen Xuan Thanh, Director of Secondary Education. Teachers should guide students on self-study and independent research methods to absorb the content learned in class, avoiding the practice of cramming information into extra classes, which is ineffective.

The regulation of three categories of extracurricular tutoring within schools aims to eliminate extracurricular tutoring in schools, preventing students from having to attend too many classes, thus reducing unnecessary pressure and fatigue. Instead, after regular school hours, students will have time and space to participate in recreational activities, sports , and extracurricular pursuits.
