Ms. Phung Thi Hong Ha is the Chairwoman of Hanoi People's Council.

With the majority of delegates in agreement, Deputy Secretary of the Hanoi Party Committee Phung Thi Hong Ha was elected to hold the position of Chairwoman of the City People's Council, term XVI, 2021 - 2026.

On the afternoon of November 13, at a thematic session, with the approval of the majority of delegates of the Hanoi People's Council, Ms. Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee, Permanent Vice Chairwoman of the Hanoi People's Council, was elected to hold the position of Chairwoman of the Hanoi People's Council, term XVI, 2021 - 2026.

Also at the conference, delegates dismissed Mr. Nguyen Ngoc Tuan from the position of Chairman of the Hanoi People's Council for the 2021-2026 term, due to not meeting the age requirement for re-election.

Ms. Phung Thi Hong Ha was born in 1971, hometown: Ung Hoa commune, Hanoi. Education: Bachelor of Economics , Master of Finance - Banking.

Previously, at the 18th Congress of the Hanoi Party Committee, term 2025 - 2030, Ms. Phung Thi Hong Ha, Permanent Vice Chairwoman of the City People's Council, was elected to the City Party Committee Executive Committee for the term 2025 - 2030. At the first meeting of the City Party Committee Executive Committee, she was elected Deputy Secretary of the Hanoi Party Committee.

Regarding her working process, from July 1990 to July 2007, Ms. Phung Thi Hong Ha was an officer of the State-owned Enterprise Sub-Department; an officer of the Department of Administrative and Career Management, then successively held the positions of Deputy Head and Head of the Department of Administrative and Career Management of the Department of Finance of Ha Tay province (old).

From August 2007 to June 2012, Ms. Phung Thi Hong Ha held the position of Deputy Director of the Department of Finance of Ha Tay province and then held the position of Deputy Director of the Department of Finance of Hanoi after Ha Tay province merged into Hanoi city.

In June 2012, Ms. Phung Thi Hong Ha held the position of Secretary of Thanh Oai District Party Committee (old) and then in June 2016, she was a member of the Party Delegation of Hanoi People's Council, Vice Chairman of Hanoi People's Council.

Ms. Phung Thi Hong Ha continued to hold the position of Vice Chairwoman of the Hanoi People's Council until December 2020 when she was elected to hold the position of Permanent Vice Chairwoman of the Hanoi People's Council.
