In the context of Vietnam-Japan relations entering a period of brilliant development, Bac Ninh province has identified cooperation in high technology, digital transformation, innovation and development of high-quality human resources with Japanese enterprises as a strategic direction, contributing to realizing the goal of becoming a centrally-run city and a high-tech industrial center of the region.
The province's strong commitments and positive assessments from Japanese enterprises show that the room for cooperation between the two sides is still very large, rich in potential and full of promise.
Driving force for new development steps of Bac Ninh
At the seminar "Vietnam-Japan Local Innovation: Intellectual Synergy, Enhancing Values, Creating the Digital Future" within the framework of the Vietnam-Japan Local Cooperation Forum in Quang Ninh Province recently, Vice Chairman of the People's Committee of Bac Ninh Province, Phan The Tuan, affirmed that the exchange on the future of technology and innovation in the context of the two countries' relationship reaching a new height is of utmost importance.
Vietnam and Japan are in the most brilliant development period of the comprehensive strategic partnership. Bac Ninh always considers Japan as one of the particularly important partners in the province's technology cooperation and industrial development strategy.
By 2030, Bac Ninh strives to become a centrally-governed city, as well as a high-tech industrial and smart urban center in the region. To achieve this goal, digital transformation and high-tech industrial development, especially in the semiconductor sector, play a key role.
Japan is famous as an innovative and high-tech country in the world , so promoting cooperation with Japanese partners is of special importance in helping Bac Ninh develop rapidly, modernly and sustainably.

The province prioritizes digital transformation and the application of Artificial Intelligence (AI) in smart factory operations, expecting Japanese enterprises to bring synchronous solutions to the ecosystem of thousands of supporting enterprises and is ready to open pilot projects in industrial parks to replicate the model.
In the field of semiconductor and high-tech materials industry, Bac Ninh - a major base of the electronics industry - has prepared specialized industrial parks with clean land funds and synchronous infrastructure to attract projects in microchip design, material production, packaging and testing, anticipating the trend of shifting supply chains. The province also focuses on cooperation in deploying 5G/6G infrastructure and private network applications to serve the needs of large-scale factories.
Regarding innovation, Bac Ninh hopes to strengthen the connection between businesses and institutes and technology incubators, learn from Japan's "Innovation Valley" model, move towards forming the Bac Ninh-Japan Innovation Center and attract venture capital funds.
In human resource development, Bac Ninh aims to train 5,000-10,000 high-quality engineers and technicians for the fields of R&D, materials technology and semiconductors, through training orders at universities and colleges in the area.
Along with that, the province expands cooperation in applying biotechnology in medicine, agriculture and the environment, including developing genetically modified plant varieties, gene therapy, vaccines, biological waste treatment technology and applications of stem cells, enzymes and recombinant proteins.
To realize the opportunity and attract Japanese investors, Bac Ninh has made four major commitments: providing clean land with thousands of hectares in new generation industrial parks; implementing the "green channel" mechanism to shorten administrative procedures; establishing a special working group to support strategic investors and support training and supply of high-quality human resources.

Attractive destination for Japanese businesses
Currently, Bac Ninh has 126 valid foreign direct investment projects from Japan, with a total registered investment capital of about 1.98 billion USD. Japan ranks 5th out of 42 countries and territories with investment projects in Bac Ninh province.
In addition, the province also received four ODA projects from Japan with a funding scale of 10.1 billion USD, creating an important foundation to promote infrastructure, urban and technology development.
Japanese enterprise projects in Bac Ninh operate effectively, contributing greatly to industrial growth, budget, technology transfer and modern management experience.
Not only providing tens of thousands of stable jobs, Japanese enterprises also contribute to spreading lean management thinking, Kaizen spirit, creating a professional production system for supporting enterprises in the province. This affirms the strategic role of Japanese investors in the development journey of Bac Ninh over the years.
Japanese enterprises also gave many positive reviews to the investment environment in Bac Ninh. According to the general comments of investors, Bac Ninh meets the strict requirements of technical infrastructure, logistics connection, human resources and prompt support from local authorities.
Mr. Shigeyuki Okamoto, General Director of Canon Vietnam Co., Ltd., shared that Canon chose Bac Ninh because of four outstanding advantages: strategic geographical location in the middle of the Hanoi-Hai Phong-Quang Ninh triangle; synchronous infrastructure system; strong supplier ecosystem and most importantly, the support of the government.
Mr. Shigeyuki Okamoto cited that when Canon proposed to solve the traffic congestion at the intersection of National Highway 18 and National Highway 1, the province quickly implemented the construction of two service roads, helping to reduce traffic congestion and ensure safety for workers. The government does not only work by the day but by the hour, always ready to coordinate with service units to support businesses.
In particular, when the Gia Binh International Airport project is completed, it will be a big "boost" to help Bac Ninh make a strong breakthrough in logistics, industry, e-commerce and tourism.
Representing supporting industry enterprises, Mr. Tatsuya Matsui, Director of THK Vietnam Factory, assessed that Bac Ninh is very cooperative and proactive in approaching enterprises. He emphasized that not only Japanese enterprises but also many other international enterprises choose Bac Ninh as their destination. With abundant labor resources, THK can recruit personnel locally, helping enterprises to conveniently maintain production and expand investment.
From the perspective of Japanese enterprises, Bac Ninh has formed a comprehensive investment environment, with all favorable factors including technical infrastructure, social infrastructure, industrial services and proactive support from the government. This strengthens the confidence of investors to continue expanding projects, leading to the increase of high-tech supply chains.
