According to the report at the meeting, as of November 2025, the implementation of Resolution No. 57-NQ/TW and Decision No. 204-QD/TW in Da Nang has recorded many positive changes.
The City Steering Committee 57 continues to be strengthened, 100% of communes and wards have completed the establishment of grassroots Steering Committees. The Standing Committee of the City Party Committee has issued 15 programs and plans to implement related tasks.
Regarding the results of task implementation, out of a total of 178 tasks assigned by the Central Government, Da Nang has completed 135 tasks, reaching a rate of 75.8%. For 148 tasks assigned by the Steering Committee of 57 cities, 97 tasks have been completed, reaching a rate of 65.5%.
Da Nang has also made important strides in building and perfecting mechanisms and policies. To date, the city has issued two resolutions of the City People's Council. The city has also advised the National Assembly to issue one resolution on the establishment of an international financial center in Vietnam. The amendment of Resolution 136/2024/QH15 is being promoted to create a superior legal corridor for areas such as microchips, artificial intelligence (AI), innovation and free trade zones.
In infrastructure development, the City People's Council approved a computing infrastructure project serving chip design and AI with a total capital of VND200 billion. Viettel Group started construction of the ALC submarine cable landing station - the city's second landing station in October 2025. The city also confirmed tax incentives for 40 startups, supported more than VND5.2 billion for 13 projects and recognized two strategic partners in the field of microchips and AI...
Digital transformation activities in the political system have made remarkable progress. The Standing Committee of the City Party Committee has issued 5 regulations and rules on digital transformation in Party agencies, the Fatherland Front and socio-political organizations. The City Party Committee has deployed and put into use important software such as the Electronic Party Member Handbook Application, Paperless Meeting Room Software, and software to monitor the City Party Committee's work progress.
In the government sector, the City People's Committee has issued a Plan to apply artificial intelligence (AI) based on big data in industries and fields; Directive to rectify the abuse of requests to submit certified copies; Organize and implement a 90-day campaign to complete the land database.
Issue a list of 100% of administrative procedures to be performed regardless of administrative boundaries within the city.
New operating principle: "Discipline comes first - Resources go together"
Faced with difficulties and challenges, the Standing Committee of the Steering Committee requested agencies and units to firmly implement the operating principle "Discipline comes first - Resources go together - Results are the measure", directed by General Secretary To Lam, Head of the Central Steering Committee.
Secretary of the City Party Committee Le Ngoc Quang requested that leaders of Party committees, Party organizations, and localities must make fundamental changes in their leadership and direction methods.
Transform from manual report-based management to real-time data-driven governance, ensuring high transparency and accountability.
Change the state from passive to active, overcome the situation of "waiting for instructions from superiors, waiting for guidance documents from ministries and branches".
Research uses controlled testing mechanisms (small-scale pilots) for difficult, complex, and unprecedented content to create new breakthroughs.
Heads of Party committees, Party organizations, localities and units are responsible to the Standing Committee and the Standing Committee of the City Party Committee for the progress and quality of implementation of tasks within their management scope. In particular, directors of departments, branches, sectors, secretaries and chairmen of People's Committees of communes and wards must commit to and promptly complete 100% of assigned tasks with results, not just in form.
The Inspection Committee and the Party Committee's Organization Board will coordinate with the Party Committee Office to monitor the implementation of tasks and include these results in the assessment of the quality of task completion of the collective and the leader.
Breakthrough goals and specific mechanisms
The Central Government expects and aims to make Da Nang an international innovation and startup center, and a Top 50 global smart city by 2030. Da Nang also aims to be in the Top 5 localities leading in the index of serving people and businesses in administrative procedure settlement, the provincial innovation index, and the provincial digital transformation index by 2026.
To achieve the target of sustainable double-digit growth, the city proposes to focus on implementing breakthrough solutions. The consistent viewpoint is that "removing institutional bottlenecks is the top breakthrough task".
The City People's Committee Party Committee is assigned to direct the study of specific and outstanding mechanisms and policies (in addition to the contents included in the Resolution amending Resolution No. 136/2024/QH15) under the city's authority to promulgate in 2026.
Major problems and breakthrough initiatives are being vigorously implemented, including: International Financial Center; Lien Chieu Smart Port; Da Nang Smart Free Trade Zone.
Regarding science and technology, the City People's Council Party Committee coordinates to ensure a minimum rate of 3% of annual budget expenditure for the fields of science and technology, innovation and digital transformation.
