Efforts to stabilize the lives of policy beneficiaries
Through the struggles for national liberation, like other localities in the country, Bac Ninh has thousands of outstanding children who fought, heroically sacrificed or left behind a part of their blood on the fronts. According to statistics from the Department of Meritorious People (Department of Home Affairs), Bac Ninh province is currently managing more than 284.8 thousand records of meritorious people. Of which, there are more than 37.2 thousand martyrs; more than 37.8 thousand wounded and sick soldiers; more than 2.9 thousand Vietnamese Heroic Mothers; the rest are resistance fighters, victims of Agent Orange... Up to now, the whole province has more than 40 thousand meritorious people and their relatives receiving monthly allowances.

Implementing the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, contributing to embellishing the nation's moral tradition of "When drinking water, remember its source", the province always pays attention to implementing the military rear policy. The Department of Home Affairs (formerly the Department of Labor, War Invalids and Social Affairs) coordinates with Party committees and authorities at all levels to review and make additional lists to fully and promptly resolve the policies for people with meritorious services and relatives of martyrs. At the same time, the work of socialization and care for people with meritorious services has become a large movement with strong influence, attracting the attention of agencies, social organizations, businesses and all classes of people.
On the occasion of the annual War Invalids and Martyrs Day (July 27), the Provincial People's Committee issues a plan and directs sectors and localities to launch a peak campaign to mobilize the establishment of a "Repaying gratitude" fund at all levels. As a result, on average, tens of billions of VND are raised each year, with funds earmarked for gifts to policy beneficiaries, supporting people with meritorious services in difficult circumstances to build new or repair houses, and encouraging the spirit of war invalids and sick soldiers through visiting and meeting activities.
Each sector, each organization, each individual has their own way of showing gratitude, considering this a meaningful act to show deep gratitude. Typically, in Quang Trung commune, in addition to the support budget from superiors, the locality has allocated a budget for the repair and upgrading of martyrs' cemeteries; directing each organization to receive support for at least one case under the policy. Ha Phong Export Garment Joint Stock Company (Hiep Hoa commune) annually supports the cost of building and repairing at least 3 gratitude houses for families with policies. Tien Du commune maintains the model of "Gratitude Savings Book", giving 100% of policy families in the area, helping them stabilize their lives. The Provincial Youth Union directs 100% of commune-level and affiliated unions to simultaneously carry out a project or task on the occasion of July 27 such as repairing martyrs' cemeteries, beautifying graves, organizing "lighting candles in gratitude"...
Sharing about the local approach, Ms. Nguyen Hong Khanh, Head of the Department of Culture and Society of Tan Yen commune said: “In the plan to implement activities to care for people with meritorious services on the occasion of July 27, we advised the People's Committee of the commune to organize dissemination to cadres, party members, civil servants, public employees, members of associations, unions... to set an example of support. At the same time, we call for socialization, especially businesses located in the area, local children studying and living all over the country and abroad to mobilize maximum resources to support and care for the lives of people with meritorious services and relatives of martyrs”.
Socializing the activity of "Repaying gratitude"
In fact, in recent times, the movement of “Repaying gratitude” in the province has been effectively implemented thanks to the mobilization of social resources from charitable organizations, businesses and individuals. This affirms that the work of showing gratitude to those with meritorious services has received special attention from the whole society, contributing to improving the lives of policy beneficiaries.
Thanks to the mobilization of social resources, the lives of war invalids, sick soldiers, and families with meritorious services in the province have improved significantly. 100% of households with meritorious services have a standard of living equal to or higher than the average standard of living of local residents. 100% of Vietnamese Heroic Mothers are supported and cared for throughout their lives by agencies, units, and enterprises. For many years, the province has maintained the results of not allowing poor households with meritorious services to arise. |
As a tradition, in mid-July, Song Thuong Bac Giang General Hospital demonstrates the philosophy of "When drinking water, remember its source" by organizing a program of free health examination, consultation, and testing for people with meritorious services, relatives of martyrs, and Agent Orange victims. This year, the unit has allocated about 700 million VND for examination, screening for eye diseases and blood tests (assessing liver and kidney function) for 1,000 cases in Dong Viet commune and 7 wards: Bac Giang, Da Mai, Tien Phong, Tan An, Yen Dung, Tan Tien, Canh Thuy. Mr. Ly Tran Dan (born in 1949), a severely wounded soldier with a body injury rate of 77%, an Agent Orange victim with 60% of his health affected in Phu My 1 residential group, Bac Giang ward, was excited to receive this act of kindness. He shared: "Not only being screened and diagnosed with diseases, here, the doctors also enthusiastically advised us on how to live and exercise to protect our health." Mr. Duong Quoc Huy, Director of the Hospital, said: “This activity has been maintained annually by the unit for many years. To facilitate the travel of meritorious people, within a distance of less than 5 km, the hospital coordinates with local authorities to guide the subjects to come to the hospital themselves; if further away, the hospital will arrange a mobile examination team in the locality.”
On the journey of showing gratitude to those who have contributed to the province, we must mention the great contribution of Long Phuong Group Joint Stock Company, Hap Linh Industrial Cluster (Hap Linh Ward). For many years, the company has allocated about 400 million VND to organize the program "Showing gratitude to those who have gone before" on the occasion of July 27. Through the local government, the company's leaders visited and presented gifts (about 400 gifts) to policy families in Hap Linh Ward (where the company is located) and some other localities in the province. In addition, the company also contributed a fixed amount to the local "Repaying gratitude" Fund. Ms. Nguyen Thi Thuy Linh, Deputy General Director of the Company said: "Each gift (including the company's products and cash) not only has material value but also contains respect and gratitude for the sacrifices of previous generations. This activity also demonstrates the spirit of solidarity and the sharing of benefits and responsibilities with the community of the enterprise. The joy of war invalids, sick soldiers, and relatives of martyrs when receiving the gifts of gratitude is the motivation for us to continue implementing this program."
Although there are no specific statistics, among the meritorious people and martyrs' relatives in the province, there are still many difficult cases. The main reasons are that they have lost their ability to work, have many dependents in their families, are sick for a long time with expensive treatment costs; lack of capital, production experience leading to low and unstable income... According to Mr. Tran Ngoc Dao, Deputy Director of the Department of Home Affairs, to maintain the effectiveness of caring for their lives, the most important solution is to mobilize social resources. This requires all levels, sectors and localities to further promote propaganda work, so that all classes of people are imbued with and promote the morality of "When drinking water, remember its source", actively support and create funds to help meritorious people. Localities proactively grasp the circumstances of each policy subject to have timely and appropriate forms of support, helping them overcome difficulties soon.
