Proactive from commune level government
Immediately after the flood receded, in communes such as Tuong Duong, Ky Son, Tam Quang, My Ly, Nhon Mai, etc., local authorities organized a review of public places such as cultural houses, People's Committee halls, and school headquarters that had not been affected by the flood to arrange places for volunteer groups to rest and stay.

Ms. Luong Thi Thanh Ngoc - Chairwoman of the Fatherland Front Committee of Tuong Duong commune said: The commune has cleaned up Hoa Binh Kindergarten, prepared electricity, water and clean blankets to serve the relief groups. Essential necessities such as drinking water, instant noodles, rice... are also supported by the people.

It is known that at Hoa Binh Kindergarten, on the night of July 27, 80 people from volunteer groups came to eat and rest. Before that, many groups had come to eat and rest here. In addition, this is also a place for military and police forces to eat and rest to help people overcome the consequences of the flood.
"Not only providing food and accommodation, the commune also sent people to guide the way, support the transportation of goods, distribute gifts and act as a bridge between the volunteer group and people in severely damaged areas," said Ms. Luong Thi Thanh Ngoc, Chairwoman of the Fatherland Front Committee of Tuong Duong commune.
To ensure the safety of volunteer groups, Tuong Duong commune has a unified viewpoint, not letting the groups fend for themselves, finding places to eat and stay in difficult conditions. The commune also directed the police and health sector to coordinate to ensure food safety, hygiene, disease prevention and security and order during the group's activities in the locality.
In Ky Son commune (the center of the old Ky Son district), the local government also arranged food and accommodation for volunteer groups.
Many flood-affected localities have determined that the relief teams’ arrival to help people not only has material significance, but also spreads the spirit of sharing and community unity. Therefore, taking care of the teams’ accommodation, food, and safety is both a responsibility and a sentiment.
Spread the spirit of charity
The spirit of humanity of the people is also shown in the free kitchens. For example, at Hoa Binh Kindergarten, the free kitchen is actively participated in by the sisters, with a high sense of responsibility.

Ms. Lo Thi Thuong, representative of the free kitchen at Hoa Binh Kindergarten, said that in the past 3 days, her kitchen has cooked thousands of meals for people affected by floods and volunteer groups, as well as forces participating in helping people overcome the consequences of floods. "At noon today, July 28, 120 meals have been registered. In addition, we always have 15 meals in case a volunteer group registers late," Ms. Thuong shared.

At the free kitchen of Mr. Tran Van Duy and Ms. Nguyen Thi My Le's family in Tuong Duong commune, they both use their own money and receive food from the Fatherland Front Committee to cook hundreds of meals every day for people affected by damage and for relief and volunteer forces.
The fact that localities proactively create accommodation conditions for volunteer groups not only contributes to effective support for relief activities, but also demonstrates the beauty of cultural behavior in times of trouble.

Currently, according to statistics from localities, on average, there are 10-15 volunteer groups coming to deliver gifts to heavily flooded areas every day. Thanks to good coordination between the government, people, and volunteers, the work of receiving and distributing relief aid is going smoothly, ensuring the right people and the right needs.
In times of hardship, love and affection are multiplied, warming the hearts of countless volunteers who are day and night turning to our compatriots in the flood center.
However, due to the continued rain, roads to the communes are eroded and blocked, so volunteer groups need to pay attention to follow the recommendations of local authorities to travel safely./.
