- Bac Son district has favorable natural conditions for developing livestock farming. Therefore, in recent times, the District People's Committee has implemented diverse solutions to support people in developing livestock farming and improving economic efficiency in this field.
One of the outstanding solutions that the People's Committee of Bac Son district has focused on implementing in recent years is the flexible use of capital sources such as: capital from the National Target Program for Sustainable Poverty Reduction, agricultural development capital, etc., to implement livestock development models and projects, helping people to have additional livelihoods.
For example, using funds from the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, from 2022 to the present, the District People's Committee has implemented 61 livestock projects in 17 communes, with 570 households participating, and a total support capital of over 16.5 billion VND. These include 46 cattle farming projects, 3 horse farming projects, 6 pig farming projects, 3 buffalo farming projects, 1 goat farming project, and 2 six-toed chicken farming projects.
Mr. Duong Cong Soan, Chairman of the Tan Tri Commune People's Committee, said: In 2024, using funds from the National Target Program for socio-economic development in ethnic minority and mountainous areas, the commune implemented two projects raising six-toed chickens with 56 poor and near-poor households participating, with a scale of 6,480 chickens and a total investment of over 570 million VND. Participating households received support in terms of breeding stock, feed, care procedures, and signed product purchase agreements with Thanh Loc Cooperative (Thong Nhat Commune, Loc Binh District). Currently, 27 households have sold their chickens, bringing in an average income of 15 to 20 million VND after deducting expenses. Given the effectiveness of the model, the commune government is continuing to promote and encourage people to restock, maintain, and expand the scale of poultry farming.
As one of the households benefiting from the project, Ms. Duong Thi Hoan, from Minh Son village, Tan Tri commune, said: "At the end of 2024, my family participated in the six-toed chicken farming project and received support with 120 chicks. In addition, my family received support with feed, guidance on care procedures and techniques, and a product purchase contract. Recently, my family sold the chickens at a stable price of 90,000 – 100,000 VND/kg, bringing in nearly 25 million VND after deducting expenses. Thanks to this, my family has additional resources to invest in planting 1 hectare of cinnamon trees, and currently, we are planning to restock the chicken flock, increasing the number to over 200."
Furthermore, to provide people with resources to invest in livestock development, the District People's Committee has also directed the commune authorities and socio- political organizations to support people in accessing preferential loan capital. Specifically, to date, in the district, there are 8,706 households borrowing (of which 30% borrow capital for livestock farming) through the District Branch of the Social Policy Bank, with a total outstanding loan of over 605 billion VND; 31 households have borrowed a total of over 25 billion VND to implement livestock projects according to Resolution No. 08 dated December 10, 2019 and Resolution No. 15 dated July 17, 2022 of the Provincial People's Council on specific policies to encourage investment, development of cooperation, and linkages in production and consumption of agricultural and rural products in the province in the period 2020 - 2025.
Simultaneously, the District People's Committee has focused on attracting investment and creating favorable conditions for businesses to implement high-tech livestock and poultry farming projects, thereby creating jobs for local workers and making a positive contribution to the socio-economic development of the district. Currently, there are 7 high-tech pig farming projects (all with a scale of over 1,000 pigs) in the district that have been approved by the Provincial People's Committee and are in the process of implementation.
Mr. Pham Ba Hanh, Head of the Agriculture and Environment Department of Bac Son District, said: Developing livestock farming is one of the important solutions to help people increase their income and promote the socio-economic development of the district. Therefore, in recent times, in addition to implementing support projects and attracting investment, the department has also guided and encouraged people to proactively implement suitable livestock farming projects. Every year, to help people gain more knowledge and skills, the department coordinates with relevant units to organize 4-5 training courses and transfer scientific and technical knowledge in livestock farming to people; regularly monitors and keeps track of the livestock farming situation of the people to promptly provide recommendations and appropriate support solutions... thereby contributing to helping people successfully implement livestock farming models and increase their income.
With diverse support solutions from all levels of government in the district and the proactive and active participation of the people, livestock farming in Bac Son district has made remarkable progress. Specifically, to date, Bac Son district has a total poultry population of over 462,000; a buffalo and cattle population of over 9,100; and a pig population of nearly 21,000..., making it one of the top districts in the province in terms of livestock farming. Efficient livestock farming has made a positive contribution to poverty reduction in the district. By the end of 2024, the poverty rate in the district was 5.75%, a decrease of 2.51% compared to 2023, achieving and exceeding the set target.
