- Bac Son district has favorable natural conditions for livestock development. Therefore, in recent times, the district People's Committee has implemented a variety of solutions to support people in developing livestock, improving economic efficiency in this field.
One of the outstanding solutions that the People's Committee of Bac Son district has focused on implementing in recent years is to flexibly use capital sources such as: capital from the National Target Program (NTP) for sustainable poverty reduction, agricultural career capital, etc. to implement models and projects to develop livestock farming, helping people have more livelihoods.
For example, from the capital source of the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, from 2022 to present, the District People's Committee has implemented 61 livestock projects in 17 communes, with 570 households participating, with a total support capital of over 16.5 billion VND. Of which, there are 46 cattle breeding projects, 3 horse breeding projects, 6 pig breeding projects, 3 buffalo breeding projects, 1 goat breeding project, and 2 six-toed chicken breeding projects.
Mr. Duong Cong Soan, Chairman of Tan Tri Commune People's Committee, said: In 2024, from the capital of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, the commune implemented 2 projects to raise 6-fingered chickens with the participation of 56 poor and near-poor households, with a scale of 6,480 chickens, with a total cost of over 570 million VND. Households participating in the project were supported with breeds, feed, care processes and signed a product consumption contract with Thanh Loc Cooperative (Thong Nhat Commune, Loc Binh District). Currently, 27 households have sold chickens, bringing in an average income of 15 to 20 million VND after deducting expenses. With the effectiveness of the model, the commune government has continued to promote and encourage people to re-herd, maintain and expand the scale of farming.
As one of the households benefiting from the project, Ms. Duong Thi Hoan, Minh Son village, Tan Tri commune, said: At the end of 2024, my family participated in the 6-toed chicken breeding project and was supported with 120 chickens. In addition, the family was also supported with animal feed, guided on the process and care techniques, and signed a product consumption contract. Recently, my family has been able to sell chickens at a stable price of 90,000 - 100,000 VND/kg, bringing in an income of nearly 25 million VND after deducting expenses. Thanks to that, the family has had more resources to invest in planting 1 hectare of cinnamon trees and currently, the family is planning to restore the chicken flock, increasing the number to over 200 chickens.
In addition, to provide people with resources to invest in livestock development, the District People's Committee also directed the commune authorities and socio -political organizations to support people in accessing preferential loans. Specifically, up to now, the district has 8,706 households borrowing (of which 30% of households borrow capital for livestock) through the District Social Policy Bank Transaction Office, with a total outstanding loan of over 605 billion VND; 31 households borrowed with a total capital of over 25 billion VND to implement livestock projects according to Resolution No. 08 dated December 10, 2019 and Resolution No. 15 dated July 17, 2022 of the Provincial People's Council on specific policies to encourage investment, develop cooperation, link production and consumption of agricultural and rural products in the province in the period 2020 - 2025.
At the same time, the District People's Committee has focused on attracting investment, creating conditions for businesses to implement high-tech livestock and poultry farming projects, thereby creating jobs for local workers, contributing positively to the socio-economic development of the district. Currently, in the district, there are 7 high-tech pig farming projects (all with a scale of over 1,000 pigs) that have been approved by the Provincial People's Committee for investment and are in the process of implementation.
Mr. Pham Ba Hanh, Head of the Department of Agriculture and Environment of Bac Son district, said: Livestock development is one of the important solutions to help people increase their income and promote the socio-economic development of the district. Therefore, in recent times, in addition to implementing support projects, attracting investment... the department also orients and encourages people to proactively implement appropriate livestock projects. Every year, to help people gain more knowledge and skills, the department coordinates with related units to organize 4-5 training courses, transfer livestock science and technology to people; regularly monitor and grasp the livestock situation of people to promptly make recommendations and have appropriate support solutions... thereby, contributing to helping people successfully implement livestock models and increase their income.
With diverse support solutions from authorities at all levels in the district and the proactive and active participation of the people, livestock farming in Bac Son district has made remarkable progress. Specifically, up to now, Bac Son district has a total poultry herd of over 462 thousand heads; a herd of more than 9.1 thousand buffaloes and cows; a herd of nearly 21 thousand pigs..., the district has a livestock movement in the top five in the province. Effective livestock farming has contributed positively to the district's poverty reduction work. By the end of 2024, the district's poverty rate will be 5.75%, down 2.51% compared to 2023, reaching and exceeding the set target.
