At the National Assembly hall on the afternoon of June 17, Minister of Industry and Trade Nguyen Hong Dien said the first reason is that the business of counterfeit and fake goods is profitable, so it attracts many people to participate.
Second, violations are increasingly sophisticated, taking advantage of high technology to commit fraud in the e-commerce environment.
The third reason is that the resources, both human and material, of the authorities are still limited. The fourth reason is that the coordination between agencies is sometimes not synchronized. The fifth reason is that the current laws, mechanisms and sanctions are not strong enough to deter.
" A number of cadres in some sectors and fields were given the responsibility of control but became corrupt, degenerated, and assisted in violations." Minister Nguyen Hong Dien said frankly.
To overcome this situation, Mr. Dien said that in the coming time, the Ministry of Industry and Trade will continue to advise on perfecting legal policies, clearly defining the authority and responsibilities of ministries, branches, localities, functional agencies and inter-sectoral coordination mechanisms, enhancing the effectiveness and efficiency of supervision and inspection work.
At the same time, the Ministry will submit to the National Assembly for approval the Law on E-commerce to strengthen management, expected to be presented at the upcoming 10th Session.
Tightly control livestream sales activities
Regarding the issue of handling commercial fraud, counterfeit goods, and fake goods in the e-commerce environment, Minister Nguyen Hong Dien assessed that there are always difficulties because many items are complicated, the technology is sophisticated, the inspection force and means are limited, and the coordination of many different specialized agencies is required. Meanwhile, current laws do not have specific regulations on sanctions for new sales and advertising models.
Therefore, in the coming time, the Ministry of Industry and Trade will urgently complete the dossier and draft Law on E-commerce, and submit it to the Government and the National Assembly. Accordingly, the Ministry proposes to clarify the responsibilities of ministries, branches, localities, and functional agencies with e-commerce models and livestream sales entities.
The Minister added that later this afternoon, the Prime Minister will listen to this draft law to submit to the National Assembly in the coming days.
Minister Dien also proposed many solutions to prevent counterfeit, fake and poor quality goods, such as decentralizing inspection and supervision to localities; strengthening inspection and coordination between specialized forces; proactively reviewing and handling acts of taking advantage of cyberspace to trade in counterfeit and poor quality goods.
At the same time, educating and educating consumers to become "smart consumers" is also identified as key in the fight against commercial fraud.
