"Go to every alley, knock on every door"

We arrived at Le Chan Ward Police Station on a weekend. When we arrived, Lieutenant Colonel Tran Duy Hung, a local police officer, had just returned from the area. When he learned that I was looking into the drug-free ward model, he shared: "Cleaning up the area is difficult, maintaining it is even more difficult. To be successful, we must have the consensus of the people...".

After the arrangement of administrative units and the operation of the two-level local government model, Lieutenant Colonel Tran Duy Hung was assigned to be in charge of 3 residential groups (residential groups 33, 49, 50). After more than 10 years working as a local police officer in Hang Kenh ward (old), he has a good grasp of the area, but that does not make things easy. He said that after the administrative boundary merger, the area is larger, so there is more work... If the local police officers do not stick to the area, it is difficult to grasp the situation at the grassroots level, the thoughts and aspirations of the people. In particular, the residential group area that he is in charge of is included in the plan to build a drug-free residential group.

Lieutenant Colonel Tran Duy Hung shared: "In order for people to be proactive and actively provide information to the police force, grassroots officers must build trust with the people... Only when they have a firm grasp of the area and have complete information, can the local police advise the Ward Police Command to develop a methodical plan to combat drug crimes." With that in mind, right after July 1, he coordinated with the Party cell secretaries, heads of residential groups and members of the grassroots security team to go to each house to distribute leaflets and propagate about the harmful effects of drugs. At the same time, regularly update information on drug addicts, suspected drug addicts, people with criminal records, drug addicts after rehabilitation in the community to have management measures.

In the past time, he has mobilized many people to participate in voluntary drug rehabilitation. The case of Vu Tuan Hung (born in 1981, residing on Nguyen Cong Tru Street, Le Chan Ward) is an example. After nearly ten years of drug rehabilitation and then relapse, Hung is under management... During the process of screening and discovering Hung's case, he and the grassroots cadres regularly met, persuaded, and mobilized Hung's family to take Hung to voluntary drug rehabilitation at the city's Drug Rehabilitation Center No. 1.

4-phase roadmap and initial results

Talking to us, Lieutenant Colonel Nguyen Van Kien, Deputy Chief of Le Chan Ward Police, said that the ward was established on the basis of merging the administrative boundaries and population of Hang Kenh, Du Hang Kenh, Kenh Duong wards, part of the old An Bien ward and most of the old Tran Nguyen Han ward (which used to be complicated areas in terms of security and order in Hai Phong city with many drug hotspots such as the railway, Vinh Dien dike, Ong Bao lake...). Therefore, in the roadmap to achieve the goal of making Le Chan a drug-free ward (2025-2030 period), the plan to build 30/95 drug-free residential groups in 2025 is the first goal to achieve and is not easy.

Also aware of the difficulties due to the locality's characteristics, Le Chan Ward Police quickly embarked on a comprehensive plan with many synchronous solutions to "block supply and reduce demand" for drugs. Accordingly, the roadmap to achieve the goal of building Le Chan Ward free of drugs is divided into 4 specific stages. In the first stage, the Ward Police conducted a general review, grasped the crime situation, drug-organizing and sheltering spots and drug addicts in the area.

At this stage, the role of the local police officers and the security and order protection team is very important because the requirement set by the Ward Police is to complete a general review of drug abuse in the area within 10 days (from September 10, 2025 to September 20, 2025). Also from the basic investigation work and promoting propaganda, the Ward Police have mobilized people to participate in reporting crimes. Hundreds of valuable information have been provided by the people to the local police force.

A basic investigation normally takes a long time, but with the determination in the direction of the Ward Police Command; the dedication and responsibility of the local police team and grassroots cadres, after 10 days, Le Chan completed this important task. With the motto "going to every alley, knocking on every door", up to this point, more than 40 thousand households in the ward have been provided with propaganda materials on drugs; The screening work is being carried out urgently. At the same time, 400 drug addicts in the area have been listed for management. Along with that, the Ward Police have simultaneously mobilized and sent dozens of subjects to drug rehabilitation; cases suspected of being related to drug activities have also been put under management.

Accompanying the police force in the effort to build a drug-free ward, we must also mention the role of recognizing the efforts of the grassroots security force. Mr. Pham Van Hoan, Head of the grassroots security team, residential group 92, said: In addition to participating in screening and understanding the situation of drug addicts, three times a week, members of the grassroots security team also patrol at night.

The presence of local police forces and members of the security and order protection team on the streets (from 10pm to 7am the next day) is a stern warning to those who intend to commit crimes... This is also one of the practical measures to help stabilize the security and order situation and reduce criminal activities and drug abuse.

Along with that, the fight against drug crimes has also been stepped up. From July 1 to the end of September 2025, Le Chan Ward Police discovered and investigated 5 cases, 10 drug subjects, including 4 cases, 6 subjects illegally possessing drugs; 1 case of 4 subjects organizing illegal drug use. Typically, on July 11, the Le Chan Ward Police working group, while patrolling, when going to the entrance of alley 199, To Hieu discovered 2 men driving a motorbike coming out of the alley with suspicious signs.

During the inspection, the working group discovered that the young man sitting behind had dropped a package of drugs, so they brought him to the headquarters for investigation and clarification. At the time of the inspection, the two subjects Quang Van Thu (born in 1988) and Lo Van Kho (born in 1982, residing in Dien Bien) confessed that the thrown-out plastic package contained 0.37g of heroin worth 300,000 VND, which they had bought for use. Then, on July 13, Le Chan Ward Police discovered Pham Van Oanh (born in 1976) and Nguyen Van Manh (born in 1979, residing in Quang Ninh) carrying 2 packages of drugs.

In the spirit of "clear people, clear work, clear responsibility, clear time, clear results", Le Chan Ward Police mobilized the combined strength of departments, branches, and organizations; the active participation and close coordination of professional teams...

Talking about the initial results achieved, Deputy Chief of Le Chan Ward Police, Lieutenant Colonel Kien affirmed: Only when the people and the government realize the importance and significance of the goal of building a drug-free ward, will they truly accompany and join forces with the police force. That is especially important for the most populous area of ​​the city, located in the core area of ​​security and order.

The change in the nature of the area after the merger, the difficulties that a new unit has to face when it comes into operation is a test of the capacity, qualifications and bravery of the officers and soldiers of Le Chan Ward Police. In particular, the fight against crime and drug abuse is difficult, keeping the area clean of drugs is even more difficult...

And the goal of building Le Chan ward into a drug-free ward in the period 2025-2030 is still ahead. However, we believe that, with the participation of the local government, the response and support from the people, Le Chan Ward Police will soon complete the important goal set.
