Lam Dong province has an important geopolitical position, open space from the highlands to the islands, diverse natural resources, converging full potential and strengths in sea, forest, climate conditions, resources, minerals; has the foundation and potential to develop on three economic "pillars" including agriculture, industry and tourism-services...

From the perspective of recognizing and evaluating potential and advantages, it is necessary to have a strategic vision to develop Lam Dong quickly and sustainably.

Connect to maximize your advantage

In the current development context, organizing economic space linkages between sub-regions in Lam Dong province and regions in the region is a prerequisite to effectively exploit local potential and strengths, enhance regional connectivity , promote sustainable, balanced and effective development.

Chairman of the Vietnam Urban Development Planning Association, former Deputy Minister of Construction, Architect Tran Ngoc Chinh said: "The merger of three provinces into Lam Dong province is not only a matter of reorganizing administrative boundaries, optimizing resources, exploiting economic potential, promoting regional linkages, forming major economic centers, creating conditions to enhance competitiveness and attract investment, in line with the trend of international integration, but also a strategic development solution for the locality".

Agriculture is one of the strategic pillars of socio-economic development of Lam Dong province.

To promote the potential and strengths of the land, the connecting traffic system is the "key" to open up new development space for Lam Dong and the whole region. Currently, Lam Dong province has all types of transportation, including air, road, rail, sea and inland waterway. Traffic connecting Lam Dong province is mainly through main national highways, such as National Highway 28, 28B, 55... but most of the roads are small, narrow, degraded, and winding.

Architect Tran Ngoc Chinh analyzed: “One of the major barriers in connecting the economic development space of Lam Dong province today is the poor transport and logistics infrastructure system. Currently, the connection from the plateau to the sea is limited, lacking horizontal connections. In addition, freight transport routes, dry port infrastructure, and warehouses are not yet developed. Therefore, it is necessary to prioritize solving the problem of connecting transport”.

Lien Khuong-Prenn expressway has been put into use for more than 15 years.

Obviously, when the intra-provincial and inter-regional traffic system is invested, upgraded and expanded, it will create a big boost in the socio-economic development of Lam Dong province in the future.

In June 2025, at a working session with leaders of Lam Dong, Binh Thuan, and Dak Nong provinces before merging into Lam Dong province, General Secretary To Lam directed that infrastructure is the foundation for integrated development. It is necessary to accelerate the implementation of dynamic axes such as Da Lat-Duc Trong-Bac Binh-Phan Thiet-Vinh Tan; prioritize investment in highways, railways, seaports, logistics infrastructure, etc. Form a closely linked network between high-tech agricultural centers, processing industry, eco-tourism, and modern services.

In mid-July 2025, Deputy Prime Minister Nguyen Hoa Binh directed the handling of local proposals, with many contents related to traffic, stated in the conclusion of the General Secretary's working session; that is the basis for Lam Dong to deploy investment in connecting traffic infrastructure, creating an important foundation for implementing the local socio-economic development strategy. In particular, there are two notable traffic projects, including research to supplement the planning of the horizontal expressway connecting Lam Dong province regions and the proposal to prioritize the construction of a dynamic route connecting the southern Central Highlands with the South Central and Southeast regions.

Lam Dong will plan a synchronous transportation network, connecting the province's strengths, such as deep-water seaports, airports, expressways, national highways and railways (in the future).

When traffic is connected smoothly, it will lead to the development of logistics networks, optimization of logistics and cooperation with sustainable suppliers, thereby promoting the competitiveness of Lam Dong's supply chain, pulling many other industries to reach out to the sea.

According to Dr. Le Trung Chon, Institute for Sustainable Development Studies, Ho Chi Minh City University of Natural Resources and Environment, Lam Dong province needs to re-plan the synchronous transportation network, connecting the province's strengths, such as deep-water seaports, airports, highways , national highways and railways (in the future); develop logistics into a key economic sector based on multimodal connections, improving the competitiveness of goods in the whole region.

“When transport infrastructure is well developed, it will facilitate the connection of economic clusters, such as tourism, agriculture-processing industry, industry-energy, marine and forest economy…”, Dr. Le Trung Chon suggested.

New Lam Dong and new vision

Many experts believe that the new Lam Dong will not stop at a “merged province” but become a “converged province”. The province is entering a new stage of development, with a new, larger-scale organizational model, more suitable to the requirements of sustainable development in the era of deep integration, digital transformation and green economy.

General Secretary To Lam emphasized: “History is giving the new Lam Dong province unprecedented potential, resources and opportunities for development. We must grasp and have the right strategy to turn opportunities, resources and advantages into concrete development results, improving people's lives.”

Lam Dong currently has diverse economic types, in which the marine economy is quite developed.

Lam Dong province has many advantages, notably high-tech agriculture, tourism, resorts; energy, minerals, agriculture-forestry-fishery; marine economy, forest economy, renewable energy and the potential to develop research centers, education, health care, etc. The connection between "forest and sea", "plateau and plain" opens up an effective cross-regional development axis.

Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam said that the locality has an open area from the highlands, midlands, coastal areas to islands; diverse natural resources; has seaports, international airports, border gates; is the capital of a number of industrial crops, fruit trees and bauxite industry. This is a great potential for Lam Dong to develop; a golden opportunity to form a new growth pole, with a large enough scale, strong enough driving force and deep enough influence, contributing to leading the green economic trend, sustainable development for the region and the whole country.

“Lam Dong is focusing on building and perfecting the provincial planning according to the new development space, ensuring connectivity and synchronization with regional and national planning; making the most of the natural and geographical advantages of the three ecological regions, including the plateau, midland, and coastal areas and the province's unique cultural values to build a long-term socio-economic development strategy; creating a green, sustainable and inclusive growth model,” informed the Secretary of the Lam Dong Provincial Party Committee.

The master plan for socio-economic development of Lam Dong province in the new period is based on an open space structure, effectively connecting three ecological regions, creating a unified, synchronous development entity with strong spreading ability. In particular, urban centers, industrial parks, agriculture and services, seaport systems, airports, logistics, digital infrastructure and ecological corridors will be integrated, operated intelligently and closely linked.

General Secretary To Lam pointed out that the great advantages of Lam Dong province include a diverse economic structure, abundant mineral and wind resources, abundant solar energy, leading agricultural products in the country, and a unique tourism ecosystem from the highlands to the sea, which will be the foundation for developing a green economic model, a circular economy, a digital economy , and a knowledge economy.

Lam Dong will make the most of its natural advantages and unique cultural values to build a long-term socio-economic development strategy.

However, rapid development must be sustainable and must be steadfast in the direction of green development... Lam Dong province needs to clearly establish strategic breakthroughs and effectively implement important policies of the Party, especially the resolutions of the Politburo, including resolutions No. 57, No. 59, No. 66 and No. 68. The implementation of these resolutions must be synchronous, consistent and mutually supportive, becoming the driving force for all aspects of development, from institutions to infrastructure, from businesses to people.

“We need a strategy with enough vision and capacity to lead development not only for the locality, but also contribute to shaping the development space of the Central Highlands region for many decades to come,” the General Secretary emphasized.

Lam Dong aims to become a fairly developed province by 2030, one of the dynamic growth poles of the region in the era of national growth.

Lam Dong aims to become a fairly developed province by 2030, one of the dynamic growth poles of the region in the era of national development. GRDP per capita by 2030 will reach 6,700 to 7,500 USD; Human Development Index (HDI) will reach about 0.75; striving to have basically no poor households by 2030. In particular, focusing on developing three strategic pillars, including agriculture, industry and tourism-services. At the same time, identifying inter-regional transport connectivity and infrastructure as the driving force for development.

Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam said: “The locality is entering a new development phase with many opportunities, but also many challenges. The province will promote the spirit of “innovation, creativity, solidarity, and unanimity”, considering this as the core value, the source of strength to overcome all barriers and break through; build Lam Dong into a livable land, a place where culture, identity, creativity and prosperity converge.”
