The problem of teachers in the Southwest

Creating pedagogical human resources, especially high-quality human resources, requires close coordination between functional agencies, training institutions and schools to solve the problem more effectively and fundamentally.

Improving the quality of training for teacher training students in the Southwest region to meet the requirements of the new generaleducation program is being focused on by training institutions.

According to statistics from the Department of Education and Training of Dong Thap province, as of September 1, the whole province has more than 16,670 preschool and primary school teachers. Compared to the general demand, the province is still short of 1,426 teachers; most of which are concentrated in preschool, primary school and the subjects: English, Information Technology, Literature.

In An Giang , in the 2024-2025 school year, the province has 402,000 students in 714 schools at all levels and nine educational institutions that teach regular education. Currently, the number of teachers at both preschool and general education levels is insufficient compared to the regulations on the number of people working in educational institutions.

As of May 31, An Giang province had nearly 19,840 teachers, while the demand for the 2024-2025 school year was 21,430 teachers. In fact, the shortage of teachers in schools is in the subjects of Fine Arts, Information Technology, History, Geography and Natural Sciences.

Director of the Department of Education and Training of An Giang province, Tran Thi Ngoc Diem, said that in recent years, the number of students and classes has increased, while the source of civil servants recruited has not met the demand (there are recruitment targets but the recruitment is not enough).

In the 2023-2024 school year, the provincial education sector has not been able to recruit the number of positions assigned by competent authorities, because units must develop (adjust) job position projects according to regulations.

Units that still have not recruited staff cannot recruit all assigned staff due to streamlining staff according to the roadmap until 2026, which requires a 10% reduction in the number of civil servants; some teachers retire, quit their jobs, or transfer to other jobs.

Director of the Department of Education and Training of Dong Thap province, Nguyen Thuy Ha, explained that there are many reasons for the shortage of teachers, but the main reason is the large number of teachers retiring at the right age and taking time off to streamline their staff every year (cumulatively over many years).

Meanwhile, the number of pedagogical graduates applying for recruitment each year is much less than the number of graduates (supply cannot meet demand), leading to a shortage of teachers for many years.

The surplus and shortage of teachers makes it difficult to allocate and train human resources to meet local needs. Therefore, training units are looking for ways to balance resources to meet the needs of localities in the region…

The Department of Education and Training of An Giang province has consulted and proposed to competent authorities to supplement the number of teachers for the education sector every year to ensure compliance with regulations on the number of people working in educational institutions.

In addition, continue to effectively recruit and use teachers to develop a team with sufficient quantity and increasingly improved quality, qualifications, qualities and capacity.

According to Nguyen Phuong Thao, Head of the Faculty of Pedagogy, An Giang University (a member of Ho Chi Minh City National University), from 2020 to 2023, each year the school will enroll a total of 371 to 640 students in the pedagogy major, with the English Pedagogy major of the Faculty of Foreign Languages ​​enrolling 60 to 100 students each year.

In the 2024-2025 school year, the school will enroll 583 students in 11 pedagogical majors. All enrollment targets are in accordance with the regulations of Ho Chi Minh City National University and the Ministry of Education and Training.

The Department of Education and Training of Dong Thap province will coordinate with departments, branches and localities to review and forecast the number of teachers who will retire or quit their jobs. At the same time, it will synthesize the number of teachers still lacking to report to the Provincial People's Committee to propose to the Ministry of Education and Training to determine the training quota (or order training) of suitable pedagogical students.

Every year, the department and localities in the province review and propose to competent authorities to supplement the number of teachers according to the prescribed classroom teacher quota (if there is a shortage).

“In the immediate future, in the 2024-2025 school year, the provincial education sector has proposed a number of temporary solutions to address the shortage of teachers, including the signing of contracts by educational institutions with pedagogical graduates who are awaiting recruitment. Competent recruitment agencies will continue to review the needs and organize teacher recruitment according to their prescribed authority,” added Nguyen Thuy Ha, Director of the Department of Education and Training of Dong Thap province.

According to a recent statistical report on the employment situation of Dong Thap University students graduating in 2022, in the pedagogical training majors, the proportion of graduates with jobs after graduation is high.

In which, through the survey, there are some majors such as: Fine Arts Pedagogy, Physical Education, English Pedagogy... the employment rate of the total number of responding students is from 96.3% to 100%.

Dr. Ho Van Thong, Principal of Dong Thap University, said that in addition to improving enrollment, the school has also innovated its training program with continuous adjustments to meet the requirements of the new general education program, especially the two subjects of Information Technology and English, where the demand for teachers is increasing.

Along with that, strengthen the connection with high schools so that students have more opportunities to access, early access to the real educational environment to help students graduate without being confused, can immediately perform teaching tasks according to the 2018 general education program. The school especially focuses on improving the quality of the teaching staff and investing in facilities.

Currently, Dong Thap University implements student support policies, such as: Tuition and living expenses support according to Decree No. 116/2020/ND-CP, creating favorable conditions for students majoring in pedagogy to not encounter too many financial difficulties.

The school also participates in training key teachers at all levels according to tasks assigned by the Ministry of Education and Training.

The school always identifies internships as the most important activities in training, helping students approach reality, master pedagogical skills, cultivate qualities, capacities and professional skills to meet social needs.

Ms. Nguyen Thuy Ha believes that professional knowledge and expertise are important, but students, especially those in the pedagogical group, must be trained in soft skills, policies, and innovation of the industry. Students in this group need to do more internships so that when they graduate, they will have better skills...
