The project to renovate and upgrade National Highway 28B ( Lam Dong province) is behind schedule. Lam Dong Department of Construction informed that the construction unit is behind schedule. On the other hand, the investor said that the unit cannot construct each "small" section of only a few dozen meters.
Locality is not in sync
After Nhan Dan Newspaper published the news that the National Highway 28B upgrade project was at risk of stopping construction on July 30, the next day (July 31), the provincial Department of Construction, the Land Fund Development Center of Bac Binh District (formerly Binh Thuan Province), the Bac Binh District Investment and Construction Project Management Board (formerly Binh Thuan Province), the locality and the investor went to conduct a field survey. Accordingly, the National Highway 28B project passing through Bac Binh District is slow to hand over the site for construction.
The reporter accompanying the working group noted that the first 10km of the project passes through Luong Son commune (new) - an area with many houses, so it is still stuck in the land clearance stage. Accordingly, many houses have received land clearance money from Bac Binh district (old) but have not yet handed over the land to the District Investment and Construction Project Management Board (old) to carry out the relocation of water pipes and electrical systems.
Here, the representative of the Land Fund Development Center of Bac Binh District (old) informed that the commune coordination unit (old) transferred money to the people and the remaining responsibility belonged to the relocation construction unit. On the contrary, the representative of the District Construction Investment Project Management Board (old) said that the unit did not know that the people had received compensation. Along with that, the people's assets (houses, fences) were still on the compensated land, so the unit could not dig water pipes or place electric poles in the middle of the house. Therefore, the people had to hand over "clean" land for the unit to relocate water and electricity. It can be seen that the units of Bac Binh District (old) still do not have synchronous and smooth coordination.
Mr. Bui Si Cuong, Executive Director of the project’s XD01 package, said that the current rainy season is very difficult for construction. In August, if the locality hands over a “clean” site, the unit will start construction, with the possibility of completing the project on schedule. In addition, the site must be over 100m long for the unit to start construction.
Construction unit is slow…
On August 5, the Department of Construction of Lam Dong province sent a document to the People's Committee of Lam Dong province reporting on the progress of site clearance for the National Highway 28B project.
Previously, localities had issued land recovery plans; announced land recovery for households and organizations; conducted land and property inventories of households within the project clearance area...
However, on June 13, 2024, Project Management Board 5 issued an official dispatch announcing the partial adjustment of the construction drawing design and the scope of site clearance pile placement. Due to the change in the location of the site clearance piles handed over to the locality in December 2023, Project Management Board 5 had to re-insert the piles according to the adjusted site clearance boundary along the entire route. Therefore, the locality canceled all previously completed documents and re-implemented all stages and procedures of site clearance to carry out land acquisition work according to regulations.
The project still has 6.3km to hand over. The main reason for the delay is that households have not yet had their compensation plans approved and have not yet been paid. The local government is actively mobilizing households to hand over the project construction site as soon as possible.
According to the Department of Construction, the overall construction progress of the project has not met the requirements. Specifically, some sections have been handed over but the unit has not yet started construction with a length of about 12km.
Through actual inspection of the volume of the sections under construction at Km17+000–Km22+000, Km26+000–Km29+000, Km36+000–Km42+000 and the sections with unfinished construction sites but the contractor has not yet started construction, there is a risk of delay in progress if the contractor does not add more human resources, machinery and equipment and add more construction teams.
In addition to the land issue, there are also reasons due to the merger of provinces and the change of local government at two levels. In addition, the investor has not resolutely directed contractors to concentrate equipment, supplies, and construction materials on the sections where the land has been handed over on the route; for the sections under construction, the contractor has arranged too little construction machinery and equipment on the construction site, affecting the project's progress.
Therefore, the Department of Construction recommends that the People's Committee of Lam Dong province direct the Department of Agriculture and Environment to closely coordinate with departments, branches, communes on the route and the Provincial Land Fund Development Center to remove difficulties and obstacles in compensation and site clearance.
The province directed the locality to proactively propagate and mobilize the remaining households to hand over the site to the investor to start construction early and complete compensation work as prescribed. In addition, the Construction Investment Project Management Board urgently and resolutely completed the technical infrastructure relocation work in August 2025, removing construction bottlenecks.
Along with that, the province proposed that the Vietnam Road Administration request Project Management Board 5 to direct the construction contractor and supervision consultants to develop a detailed construction plan for the remaining volume, ensuring the completion of the project in December 2025. In addition, the construction contractors must add manpower, machinery and equipment, and increase shifts to speed up the construction progress of the project.
Previously, the Vietnam Road Administration (Project Investor) sent a document to Lam Dong province regarding the site situation of the National Highway 28B project, with 6.3km remaining to be handed over. If the province fails to complete the site handover in August, the project will hardly be able to meet the completion schedule in 2025 and disburse all the capital allocated in the medium-term public investment plan for the period 2021-2025, and there is a risk that the implementation will have to be stopped and the capital will be re-allocated to key national projects, as directed by the Prime Minister.
