Issuing new regulations on subjects, contribution levels and health insurance support

The Government has just issued Decree No. 188/2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance.

According to the new regulations, in addition to the groups of subjects specified in Article 12 of the Law on Health Insurance, some specific groups of subjects continue to be added to participate in health insurance such as: rubber workers receiving monthly allowances; people residing in communes that were once revolutionary safe zones during the resistance war; people's artisans and excellent artisans in difficult circumstances; post-war bomb and mine victims; relatives of people working in secretarial work; people who participated in the resistance war, defended the Fatherland, and performed international duties; commune-level military trainees under concentrated training; special cases as prescribed by law.

The regulation also clearly states the principles of health insurance participation for subjects belonging to many groups at the same time, ensuring the selection according to the highest benefits. The basic contribution level is determined by 4.5% of monthly salary or basic salary, depending on each group of subjects. In which, employees and employers will contribute together (at the rate of 1/3 and 2/3); social insurance agencies will contribute for retirees and people receiving unemployment benefits; the state budget will contribute or support the contribution level for groups under policy, poor and near-poor households, ethnic minorities, people living in especially difficult areas, etc.

In particular, the decree clearly stipulates the level of support from the state budget, including support levels of 100%, 70%, 50% and 30% depending on each target group, support period and specific conditions. The support is implemented publicly, transparently, and linked to national population and residence data.

The issuance of Decree No. 188/2025 is a step to concretize the major policies of the Party and State on expanding universal health insurance coverage, clearly demonstrating the humane policy of caring for the lives and health of the people, especially the poor, people in remote areas, people with meritorious services and vulnerable groups in society.
