On the afternoon of December 15, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee chaired a meeting of the Provincial Party Committee Standing Committee to give opinions on supplementing the 2023 state budget expenditure estimate for the provincial Social Insurance (SSI) to purchase health insurance (HI) for subjects covered by the state budget, supporting the 2023 contribution level.

Giving opinions on the Proposal of the Party Committee of the Provincial People's Committee on supplementing the 2023 State budget expenditure estimate for the provincial Social Insurance to purchase health insurance for subjects covered by the State budget and support the 2023 contribution level, the delegates said: Health insurance is one of the two major policies of the Party and the State, the main pillar of the social security system, contributing to the implementation of progress, social justice, ensuring political stability, socio-economic and people's lives. In recent years, the settlement of regimes and payment of pensions for beneficiaries of social insurance, health insurance, and unemployment insurance have been basically implemented fully and promptly. Thereby, contributing significantly to the implementation of care, protection and improvement of people's health, ensuring social security, and poverty reduction in the province. However, the impact of the Covid-19 pandemic and changes in some policies have caused a sharp decrease in the number of people participating in health insurance. Therefore, the Party Committee of the Provincial People's Committee requested the policy of the Provincial Party Standing Committee to supplement the 2023 State budget expenditure estimate for the provincial Social Insurance, with a total cost of over 51 billion VND.
Delegates said that the additional budget for the provincial Social Insurance is suitable to the current situation, aiming to ensure the rights and interests of health insurance participants and achieve the target of 95.2% health insurance coverage in 2023 compared to the population in the whole province (90.27% in 2022); fully allocate funds for subjects whose state budget pays and supports health insurance payment according to regulations.
Also at the conference, delegates gave their opinions on the project of a wood and bio-pellet processing factory in Yen Bong commune, Lac Thuy district. This project has a total investment of over VND815 billion, with a land use area of over 160,000 m2. When completed, the project will produce wooden furniture materials, meeting domestic and export demand, contributing to the development of the wood processing industry in the province, creating jobs for local workers, and increasing state budget revenue.
Concluding the conference, Comrade Nguyen Phi Long, Secretary of the Provincial Party Committee, emphasized the importance of the social insurance policy, agreeing with the proposal of the Party Committee of the Provincial People's Committee on supplementing the 2023 state budget expenditure estimate for the provincial social insurance to purchase health insurance for subjects covered by the state budget and support the 2023 contribution level. He proposed that the state budget must be used properly to purchase health insurance for people; organize propaganda, mobilize and encourage people, especially people in remote areas, to regularly go for health check-ups, ensuring people's rights in using health insurance. He requested that competent agencies regularly inspect and check health insurance expenditures, avoiding profiteering when using health insurance policies.
Regarding the project of the Wood Processing Factory and Bio-Pellet in Yen Bong Commune, Lac Thuy District, the Provincial Party Secretary agreed with the project implementation; the implementation is necessary, contributing to promoting the development of forest economy , increasing the value of production forests in the province; at the same time, actively contributing to solving on-site jobs for local workers.
The Provincial Party Secretary assigned the Party Committee of the Provincial People's Committee to implement and speed up the project's progress. He requested relevant sectors and Lac Thuy district to pay close attention, direct and create favorable conditions for the project to be implemented smoothly.
