- Having undergone numerous changes in name and administrative boundaries, Bang Coc commune (Ham Yen district) now stands at a new milestone, merging with Tan Thanh and Nhan Muc communes and Tan Yen town to form a new administrative unit called Ham Yen commune.

Changes associated with place names and village names.

Located approximately 8 km from the center of Ham Yen district, Bang Coc commune has a complex topography, divided by the Ngoi Yen stream, Mai Hong stream, and interspersed rocky mountain ranges and low hills. The commune currently comprises 6 villages, with over 740 households and nearly 3,300 inhabitants; the Tay, Dao, Cao Lan, and Kinh ethnic groups live together harmoniously, united, hardworking, and creative in production and in building a cultural life in their communities.

The people of Bang Coc commune share a belief in a new future.

Looking back at the local administrative history, few people know that this area once had many different names. Before the August Revolution of 1945, Bang Coc was one of nine communes belonging to Nhan Muc district, Ham Yen province. In 1948, the commune was renamed Phuc Long. In 1952, Phuc Long commune was merged with Trung Thanh commune to form Thanh Long commune. In 1954, it was further divided into two communes: Bang Dinh and Thanh Long. Then, in 1958, the commune was officially named Bang Coc, under Ham Yen district, and this name has been retained to this day.

“In the past, we called each other Nhan Muc, then gradually changed it to Phuc Long, Thanh Long, and then Bang Coc. The name changes were not random, but always linked to important historical periods of the country, reflecting positive transformations in management and development. Now, reorganizing administrative units is a major policy of the Party and the State, aimed at streamlining the apparatus, improving the effectiveness and efficiency of the grassroots political system, and ensuring harmonious, sustainable, and long-term development. I believe that even though the administrative names change, the feelings, roots, and traditions of this place will still be the foundation for all generations,” shared Mr. Nong Dinh Ngoan, former Secretary of the Party Committee of Bang Coc commune. At over 85 years old, he still vividly remembers each period of change in this land.

With over 97% of the population being ethnic minorities, during their development, these ethnic groups have blended their material and spiritual lives, creating unique cultural identities rich in traditional values. The Tay people have Then and Coi singing traditions, and the custom of wrapping cylindrical sticky rice cakes (commonly called Tay cakes) for the Lunar New Year and the first full moon of the lunar month. They also make glutinous rice balls and sticky rice cakes (wrapped in banana leaves with ant egg filling) on ​​the 3rd and 5th of the 3rd lunar month; and five-colored sticky rice on the 5th of the 5th lunar month. On the 15th of the 7th lunar month, they eat duck meat, thorn cakes, and honey cakes...

The Dao people have love songs and call-and-response singing (Pao Dung singing) in weddings and festivals, as well as coming-of-age dances and harvest-praying dances during religious ceremonies or festivals. The Cao Lan people have Sinh Ca singing and many other unique cultural features.

The communal way of life in each village is preserved, with people helping each other build houses, supporting each other in times of trouble, working together to build roads, maintaining the rural landscape, and building new rural areas.

Expectations from the people

In Resolution No. 1684/NQ-UBTVQH15, adopted on June 16, 2025, the Standing Committee of the National Assembly resolved to reorganize the commune-level administrative units of Tuyen Quang province in 2025. Accordingly, Bang Coc will merge with Tan Thanh, Nhan Muc communes and Tan Yen town to form a new commune-level administrative unit named Ham Yen. This is a major, strategic policy aimed at improving the quality of state management, reallocating resources rationally, and moving towards comprehensive sustainable development.

Mr. Hoang Duc Nghi, a resident of Dong Quang village, Bang Coc commune, expressed his hope: "I hope that the new Ham Yen commune will not only be a new name, but will truly be a new driving force for development."

The policy of reorganizing commune-level administrative units is a strategic and correct step by the Party and the State, aimed at perfecting the organizational system towards a streamlined, effective, and efficient operation; while simultaneously creating an important foundation for socio-economic development and ensuring solid national defense and security at the local level.

The merger is not merely a change in administrative name, but an opportunity to restructure resources, improve the quality of services for the people, and expand the development space. In this journey, Bang Coc, with its tradition of patriotism, unity, hard work, and awareness of preserving national culture, will become a solid foundation for the development of the new Ham Yen commune – an administrative unit strong politically, stable economically, and rich in national cultural identity.
