After the Law on Militia and Self-Defense Forces (MDS) came into effect, the Military Command of Bac Kan province coordinated with agencies and organizations to advise the Provincial Party Committee to lead and direct the implementation of the Law extensively to agencies, organizations, forces, villages and residential groups throughout the province. In order for the Law on Militia and Self-Defense Forces to truly penetrate into life, the Provincial People's Committee directed localities and units to build a model for propaganda, dissemination and education of the law on MDS.
The Bac Kan Newspaper has closely followed the institutional and organizational movements in implementing the Law of the province, vividly and promptly reflecting them on both print and electronic newspapers, and taking advantage of the media power of social networking platforms. The unit has assigned specialized reporters to propagate the field of national defense and security, including the content on militia and self-defense forces; at the same time, it has closely coordinated with the National Defense Column Team of the Provincial Military Command to enrich news and articles. The propaganda time is evenly distributed throughout the year, focusing on the time when the Military Commands of units and localities organize militia and self-defense force training, from about April to September every year.
The main content reflects the atmosphere and results of military training; examples of excellent collectives and individuals in training, participating in competitions and sports; mass mobilization work of the militia and self-defense force; the role and contribution of this force in natural disaster prevention, overcoming the consequences of floods and storms, and preventing and fighting forest fires. Thereby promptly recognizing, praising, and replicating good practices and good models throughout the force.
Every month, Bac Kan Newspaper regularly maintains 02 columns on National Defense for all people in the printed newspaper; on the electronic newspaper, there is a column on National Defense - Security. On average, each year, Bac Kan Newspaper publishes about 200 news articles on the field of national defense and local military, of which news and articles on the militia and self-defense force, the Law on Militia and Self-Defense Forces and sub-law documents account for about 30%. In 2023 - 2024, Bac Kan Newspaper and the Provincial Radio and Television Station actively participated in the video and clip making contest "Proud of the Square Star Soldiers" organized by the Ministry of National Defense. In particular, to celebrate the 90th anniversary of the Traditional Day of the Vietnam Militia and Self-Defense Forces (March 28, 1935 - March 28, 2025), from the end of 2024 to present, Bac Kan Newspaper has increased the number of propaganda, opening columns towards the 90th anniversary.
In particular, in March, Bac Kan Newspaper coordinated with the Propaganda Department and the Militia and Self-Defense Force Department under the Provincial Military Command to increase the number of articles on this content, specifically: Published more than 20 articles on the militia and self-defense force, notably assigning reporters to follow the provincial working group to march and offer incense to commemorate President Ho Chi Minh and General Vo Nguyen Giap at the ATK National Special Historical Site in Dinh Hoa District, Thai Nguyen Province, and give gifts to encourage officers and soldiers of the militia and self-defense force; published a series of 3 articles: Building a "strong and widespread" Bac Kan militia and self-defense force; published a special issue to celebrate the 90th anniversary of the Vietnam Militia and Self-Defense Force's Traditional Day (No. 4, March 26); Organized news coverage and livestream of the mass art exchange program with the theme "Echo of the Square Star Soldiers" on the evening of March 21 at the Song Cau Walking Street Stage, and live news coverage and livestream of the Commemorative Meeting Program at the Provincial Hall on the morning of March 26.
The greatest result achieved after 5 years of implementing the 2019 Law on Militia and Self-Defense Forces is that all levels, functional branches and the political system have fully and deeply recognized the role and responsibility of the militia and self-defense forces, thereby paying more attention to building the force and ensuring policies for this force. The quality of training and the contributions of the militia and self-defense forces to all aspects of the province's life have also been improved.
With the contribution of mass media agencies, including Bac Kan Newspaper, the implementation of the 2019 Law on Militia and Self-Defense Forces in the province has been more extensive and effective. Thereby, it has also contributed to building the provincial Militia and Self-Defense Forces stronger and stronger, becoming a reliable support for the Party Committee, the government and the people. According to the assessment of professional agencies, the quality of the Militia and Self-Defense Forces has been improved day by day. With the characteristics of a mountainous province, complex terrain, difficult traffic, and uneven intellectual level, the establishment of Militia and Self-Defense Forces in localities, agencies, units and factories is very important.
Currently, the province has 183 militia and self-defense units. The total number of militia and self-defense units reaches 3.28% compared to the total population and cadres, civil servants and public employees. The Military Command and the militia and self-defense cadres of agencies, units and localities are regularly consolidated and improved. Not only increasing in number, the leaders of the Military Command and the militia and self-defense cadres of the province are also constantly improving their knowledge of national defense - security, political education and law. With the widespread establishment of militia and self-defense units throughout the province, the provincial armed forces have more "eyes and ears" at the grassroots level, increasing their mobility and combat strength in the new situation; contributing to protecting the peace of the homeland./.
