After listening to a summary report on the implementation and the situation of collecting opinions from the people, sectors and levels on the content of amending and supplementing a number of articles of the 2013 Constitution as well as opinions at the meeting, General Secretary To Lam spoke and requested that in the coming time, the Secretariat proposes that the National Assembly Party Committee, the Government Party Committee, the Fatherland Front Party Committee, central mass organizations, the Central Propaganda and Education Commission, and agencies according to their assigned functions and tasks continue to closely lead and direct the work, especially the collection of public opinions on the content of amending and supplementing the 2013 Constitution, ensuring the right progress, to submit to the National Assembly according to the agenda of the session.

The General Secretary noted that it is necessary to continue to widely disseminate to the people the purpose, meaning, scope, and content of amending and supplementing a number of articles of the 2013 Constitution; diversify forms for people to contribute opinions, without restricting any form; ensure promoting democracy and substance; strengthen the mobilization of people to contribute opinions through the application via VneID, and at the same time, strongly promote this as a national digital citizen application, limiting distorted arguments and sabotage of the policy of applying digital citizens.

The General Secretary pointed out that agencies, according to their assigned tasks, need to do a good job of synthesizing people's opinions, ensuring full and objective recording of contributions within the scope and content of the 2013 Constitution amendments to report to the National Assembly for consideration and decision; strengthen the fight against erroneous, hostile views, bad and harmful information on cyberspace related to the amendments and supplements to a number of articles of the 2013 Constitution.

The Secretariat assigned the National Assembly Party Committee to preside over and coordinate with relevant agencies to summarize the process of collecting public opinions after completion in order to draw lessons to continue to effectively collect public opinions on major national issues in the coming time.

Overview of the meeting.

Regarding some issues related to the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee, some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, the General Secretary requested the Government Party Committee to focus on implementing decentralization thoroughly, drastically and urgently, so that localities, especially commune and provincial levels, must grasp the contents of the issue of decentralization of management. We must fundamentally change the mindset, if we keep the old mindset of no decentralization or half-hearted decentralization, it will be very difficult to work.

The General Secretary emphasized that the issue of decentralization of state management must be included in the system with a very clear division of labor, decentralization to tasks so that the apparatus must run, everyone must perform according to their functions and tasks. Decentralization is determined to directly serve the people's needs, create the most favorable conditions for the people, and ensure that all people's needs are resolved at the grassroots level. The central and provincial levels only make policies. The focal point that represents the authorities at all levels is at the grassroots level.

According to the General Secretary, on the basis of decentralization, it is necessary to organize training, update new issues, and provide very specific instructions to cadres on what needs to be done and must be done. There must be no situation where cadres push their work around and do not fully realize their responsibilities. This is the important content to evaluate cadres. In the face of the people's requests and the country's work, cadres must clearly express their views on how to solve the problem. If the work exceeds their authority, they must proactively coordinate with relevant agencies to find solutions. That spirit must be thoroughly understood and specific training and instructions must be provided to cadres. All of the above tasks and requirements must be implemented very urgently./.
