Delegate Nguyen Thi Hue proposed to specify digital transformation in the draft Law on Science, Technology and Innovation.

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, 28/50 registered delegates were allowed to speak during the discussion session. Delegate Nguyen Thi Hue, Vice Chairwoman of the Provincial Women's Union, National Assembly Delegate of Bac Kan province, gave comments on the digital transformation content in the draft Law.

According to delegate Nguyen Thi Hue, the provisions on digital transformation in Article 16 of the draft are still general and not specific, and need to be adjusted to ensure feasibility in practice. Specifically:

In Clause 1 of Article 16, the draft mentions promoting comprehensive digital transformation through developing digital infrastructure, data digitization and process automation. Delegate Hue said that this orientation is consistent with the National Digital Transformation Strategy, however, it is necessary to specify criteria to assess the level of "comprehensive digital transformation" such as data digitization rate, level of automation, compatibility standards of digital infrastructure... especially it is necessary to add regulations to ensure data security and safety - a vital factor when scientific and technological information is highly sensitive.


Regarding Clause 2 on encouraging the use of artificial intelligence (AI) and Big Data, delegate Nguyen Thi Hue said that current regulations have not clearly defined the specific scope of application in scientific and technological activities such as analyzing research data, forecasting technology trends or optimizing project management.

Delegates also noted potential risks such as privacy violations, research ethics or data abuse, and proposed to clearly define the scope of AI and big data applications, including research data analysis, project management optimization, technology trend forecasting and human resource development; stipulate that the use of AI and big data must comply with ethical principles, protect privacy and avoid data abuse; study and supplement specific support mechanisms such as: Tax incentives for businesses applying big data and encouraging cooperation with external resources in technology development.

In Clause 3, Article 16, Hue delegate assessed that the construction of a national management platform is an important step in digitizing the science and technology management cycle. However, the delegate said that the draft law needs to clearly stipulate technical standards such as international compatibility, the ability to integrate data from multiple sources, and current ISO security standards; at the same time, it is necessary to clearly define the responsibilities of agencies in operating, updating, and maintaining the platform; and a fair and transparent access mechanism for all organizations and individuals.


In addition, delegates also proposed detailed regulations on data formats, storage periods, mechanisms for checking the accuracy of information, as well as protecting intellectual property rights for research results. Handling violations such as providing false information or not fully updating data also requires specific sanctions such as administrative penalties or suspension of funding.

Regarding the registration and storage of research results without using the state budget, delegate Nguyen Thi Hue agreed with the direction of expanding resources from society. However, the delegate proposed the need to add more specific incentive policies such as tax incentives, support for intellectual property registration costs or priority use of shared facilities. At the same time, there should be a corresponding intellectual property protection mechanism to motivate organizations and individuals to share research results.

Acknowledging comments from National Assembly deputies, Minister of Science and Technology Nguyen Manh Hung affirmed that he will closely coordinate with the National Assembly's Committee on Science, Technology and Environment to absorb and complete the draft Law.


The draft Law on Science, Technology and Innovation is expected to be passed by the National Assembly at this 9th Session, with the expectation of creating a solid and modern legal corridor for the sustainable development of science, technology and innovation in the digital age./.
