Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Construction to preside over and coordinate with relevant units to review the current construction status and approved planning (1/2000 and 1/500 scale planning) at the Vien Ngoc Phuong Nam apartment project, to guide the District 8 People's Committee to handle the case according to legal regulations.
The People's Committee of Ho Chi Minh City assigned the People's Committee of District 8 to preside over and coordinate with An Dien Construction Investment Joint Stock Company and related units to follow the instructions of the Department of Construction so that the investor has a basis to adjust the construction permit and carry out the following procedures to establish an apartment management board, completely resolving outstanding issues at the project.
On May 12, the Ho Chi Minh City Department of Construction also sent a report to the Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi on handling information feedback related to Tan Hong Ngoc apartment building (Tan Phu district) and Vien Ngoc Phuong Nam apartment building (district 8).
Previously, the Standing Deputy Secretary of the City Party Committee received a text message from residents of the two apartment buildings above.
At Tan Hong Ngoc apartment building, residents reported that since before the Lunar New Year 2025 until now, the management board has been very rampant, arbitrarily cutting elevator cards of many apartments, causing resentment among the resident community. This issue has been reported to the local authorities many times but has not been completely resolved.
At Vien Ngoc Phuong Nam apartment building, residents reported that the apartment building has been in operation since 2016 but has not been accepted, and there is no management board; residents are being “bullied” by the investor, and the local government is “powerless”. Residents have been calling for help for 9 years without any resolution. Upon receiving the residents’ feedback, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee forwarded the information to the Department of Construction for handling.
The Ho Chi Minh City Department of Construction said that the content of the residents' reflection on Tan Hong Ngoc apartment building related to the management and operation of the apartment building should be under the authority of the Tan Phu District People's Committee. The Department of Construction recommended that the Standing Deputy Secretary of the City Party Committee direct the Ho Chi Minh City People's Committee to assign the Tan Phu District People's Committee to preside over and coordinate with relevant units to inspect and handle according to regulations.
The Vien Ngoc Phuong Nam apartment building was built against the approved design and has not been accepted by the competent authority, so it is not eligible to hold an apartment building conference to elect a management board. Because there is no management board, conflicts between the investor and residents in the management and operation of the apartment building have occurred. The Ho Chi Minh City Department of Construction said that it had sent a document to the Ho Chi Minh City People's Committee in February 2025.
The Ho Chi Minh City People's Committee then assigned the District 8 People's Committee to preside over and coordinate with relevant agencies to resolve existing problems and remove obstacles. At the same time, the Chairman of the District 8 People's Committee directed the Department of Economics, Infrastructure and Urban Affairs to urgently implement contents related to the apartment building. Specifically, the department instructed the investor to locally adjust the zoning plan and detailed plan 1/500 to have a basis for adjusting the construction permit, acceptance of completion and putting into use.
On May 7, District 8 People's Committee sent an invitation to the residents of Vien Ngoc Phuong Nam apartment building to come to work to continue resolving the remaining issues.
