Ensuring safety for people in low-lying and dangerous areas

The biggest worry is not rising water but subjectivity.

In Dan Dien commune, households living along the banks of Tam Giang lagoon are used to the scene of rain and storms every year. However, the heavy rain caused by storm No. 12 this year caused the water level of the river and Tam Giang lagoon to rise abnormally, causing deep flooding on many residential roads.

Mr. Nguyen Xuan Tanh, a resident living along Tam Giang lagoon, said: “Before the heavy rain, we received early notice from the government and functional forces about proactive response. When the water started to rise, deeply flooded roads were roped off and barricades were set up to warn of danger. All houses in low-lying areas were supported to evacuate by small boats, bringing people and property to safety.”

The commune government has dispatched police, military , and militia forces to stand guard at key traffic points, placed signs prohibiting traffic on deeply flooded roads and at risk of landslides, and guided people to move along safe routes, avoiding dangerous areas.

Other low-lying areas such as Thu Le village, An Xuan, Quang Dien commune were also heavily affected by floods. After many years of “living with water”, the people here have developed a proactive and calm spirit in responding.

Mr. Nguyen Van Tri, a resident of Quang Dien commune, shared: “The biggest worry is not the rising water, but subjectivity. We, the people, have learned from experience. Whenever there is heavy rain, we move our belongings, prepare life jackets, dry rice, candles, flashlights, etc. The government also regularly checks and provides support, so people feel much more secure.”

The inter-commune roads of Quang Dien and Dan Dien, which are often deeply flooded, are barricaded, have signs prohibiting traffic, and guards are assigned to warn and guide vehicles to turn around and absolutely not to cross the rushing water.

What reassures people the most is the spirit of mutual love and support that is always promoted during the rainy and stormy season. Local authorities, militia, organizations and people in the village and hamlet have supported each other to move furniture, raise houses, and bring children and the elderly to safety.

Ms. Nguyen Thi Hoa, Quang Dien commune emotionally said: “Not only reminding, the staff also directly helped people clean their houses. For houses that were heavily flooded, tractors and pickup trucks came to help move people and belongings. At times like this, we feel very warm.”

Safety first

Heavy rains caused by storm No. 12 have eased, but currently, the People's Committee of Hue City continues to direct communes and wards to closely monitor water levels, strictly prohibit traffic through flooded roads, and maintain 24/7 on-duty forces to guide and support people when necessary. People are advised not to attempt to move through deep water, areas with barriers or warning signs, to ensure absolute safety for people and vehicles.

Chairman of the People's Committee of Quang Dien Commune Nguyen Anh Cau shared: "As a low-lying area, every time the rainy season comes, the locality suffers a large amount of rain for many days, even months. However, the problem is that we need to pay special attention to and support the people, as well as support them when necessary, so at deep flooded areas, the commune police force coordinates with the Hue City Police to organize traffic control. Strictly prohibit people and vehicles from passing through dangerous areas; organize to ensure road traffic safety through Provincial Road 4, Provincial Road 19 and main roads in the commune."

Armed forces help people evacuate to safe places, avoiding heavy rain and flooding


Heavy rains in recent days have caused many roads in Phu Loc commune to be deeply flooded. Many people living along Bach Ma road shared: "Heavy rain has flooded many roads, to avoid danger, local authorities have put up ropes and warned people. "They also brought boats to take the elderly and the lonely to high places to avoid flooding. Every time there is difficulty or disaster, people also receive support and help from the authorities and neighbors," said Mr. Nguyen Ngoc Dung, resident of Hoa Mau village, Phu Loc commune.


Responding to heavy rain and rising water caused by storm No. 12, the entire city of Hue has made plans to evacuate 10,132 households/32,697 people, focusing on coastal areas, lagoons, low-lying areas, and areas at risk of landslides to ensure safety.
