In order to successfully build the model of "Fire Prevention and Control Province", the Standing Committee of the Provincial Party Committee issued Directive No. 19-CT/TU, dated April 10, 2024; the Provincial People's Committee issued Plan No. 64/KH-UBND, dated April 12, 2024, with the consistent direction of continuing to further raise awareness and determine the responsibilities of leaders of Party committees, authorities at all levels, agencies, enterprises, organizations and people in complying with legal regulations on fire prevention and control and rescue. Building a "Fire Prevention and Control Province" to contribute to controlling and reducing the number of cases and damage caused by fires and explosions; not allowing major fires and explosions to occur, causing particularly serious damage to people and property; thereby meeting the characteristics and socio -economic development planning situation of the province...
Implementing the direction of the province, the departments, branches, sectors, and organizations of the province, along with districts, Nam Dinh city, and 175 communes, wards, and towns, have all developed plans, established steering committees, organized conferences to disseminate, disseminate, and implement the contents of building a "Fire Prevention and Control Province". At the same time, agencies, units, and localities organized for 75,689 cadres and party members who are working and living (100%); 579,332 households (100%) to sign a commitment to implement regulations on fire prevention and control. The provincial industrial park management board organized the signing of an emulation agreement to build a "Fire Prevention and Control Province" with 4 business units and infrastructure management units of industrial parks. The police of communes and towns coordinated with local Party committees and authorities to guide 13,173 establishments under State management of fire prevention and fighting (reaching 100%) to develop plans and sign commitments to respond to the implementation of building a "Fire Prevention and Fighting Safe Province", creating a widespread effect in society.
Colonel Phan Thi Loan, Deputy Director of the Provincial Police, said that after more than a year of efforts to build a "Fire Prevention and Control Province" with the active and responsible participation of all levels, sectors, units, and localities, fire prevention and control and rescue work in the province has achieved many results. In particular, the work of propaganda, raising awareness and compliance with the law on fire prevention and control of establishments, businesses, and people has been promoted. The Provincial Electricity Company propagates fire prevention and control through text messages to people's mobile phones and on monthly electricity bills of households, agencies, organizations, and businesses. Telecommunications units periodically send SMS messages recommending fire prevention and control measures to nearly 10,000 mobile phone subscribers of people in the province. The Department of Justice has published 1,000 newsletters with propaganda content on fire prevention and control. Departments, branches, sectors and localities have stepped up propaganda, dissemination andeducation of fire prevention and fighting laws to cadres, civil servants, party members, students and people according to the criteria that each family has at least one person who has been educated about fire prevention and fighting. The provincial police organized an online contest to learn about fire prevention and fighting laws for leaders of the People's Committee and commune-level police in the province. The province has also effectively built and maintained the model of the Community Education Center on Fire Prevention and Fighting and Rescue in Nam Dinh city; making the locality one of the first three provinces nationwide to deploy the model.
Along with propaganda work, the movement of the entire population participating in fire prevention and fighting has been strongly and extensively developed. Implementing the model of "Fire Prevention and Fighting Safety Province", units and localities have guided, propagated and mobilized households to build 289 new Fire Prevention and Fighting Safety Inter-Household Teams. Up to now, the whole province has 1,752 Fire Prevention and Fighting Safety Inter-Household Teams, 1,402 public fire fighting points established; propagandized, mobilized and guided 2,258 households (reaching 100%) to dismantle tiger cages and open second emergency escape routes. People's Committees of districts and cities have directed the construction of 60 fire prevention and fighting safe routes; in which alleys and lanes must have a fire fighting water supply plan; 100% of households are equipped with fire prevention and fighting equipment and trained and propagated fire prevention and fighting skills. Localities in the province propagate and mobilize 100% of households to equip fire extinguishers; in which businesses, organizations and individuals were mobilized to donate 35,688 portable fire extinguishers to poor households, those in difficult circumstances and policy families.
In sync with the propaganda, mobilization and building of the movement for the entire population to participate in fire prevention and fighting, the provincial authorities have strengthened the inspection, supervision and examination of fire prevention and fighting safety for establishments and households. Specifically, the Provincial People's Council has just organized a thematic supervision of "Fire prevention and fighting work in the province from 2021 to the end of 2023" at 58 establishments under fire prevention and fighting management in the province; direct supervision at the Provincial Police, Department of Construction, and Provincial Industrial Park Management Board. The Provincial Police organized inspections of compliance with fire prevention and fighting law provisions for 6 departments, branches and 8 establishments with fire and explosion risks in the province. Of which, 12 temporary shelters were inspected, instructing investors to coordinate with construction contractors and fire prevention and fighting construction units to implement 6 measures to ensure fire prevention and fighting safety for participating workers and engineers. Inspected and made 433 records of scrap purchasing establishments, discovered and handled 7 violations of fire prevention and fighting regulations, and imposed a fine of 10 million VND; instructed establishments to overcome 92 shortcomings and deficiencies in fire prevention and fighting regulations, and 58 measures to ensure safe use of electricity. Inspected 584 establishments providing lodging and rental housing, made 584 inspection records, of which 201 establishments were instructed to overcome shortcomings in fire prevention and fighting regulations such as renovating the power line system, creating clear corridors for escape routes, ensuring traffic routes for fire trucks to operate, and equipping emergency lighting systems and exit guidance lights. Periodically inspected fire prevention and fighting safety and rescue at 3,615 establishments under fire prevention and fighting management; instructed establishments to implement 3,569 fire prevention and fighting safety measures; handled 131 administrative violations in fire prevention and fighting regulations with a total fine of 249 million VND. The provincial police also guided 13,173 establishments under the State management of fire prevention and fighting to self-organize fire prevention and fighting safety inspections; guided 572,182 households on how to use fire extinguishers, ladders, gas masks, and practice escape scenarios. The Department of Industry and Trade and the People's Committees of districts and cities coordinated and established interdisciplinary inspection teams at the district and commune levels to inspect and provide safety guidance in the use of electricity for 100% of establishments and 100% of households in the area. All districts, cities, communes, wards and towns in the area established interdisciplinary inspection teams at all levels, organized inspections of 13,173 establishments under management; through inspections, they guided and recommended establishments to implement and self-correct 15,465 shortcomings, and have solutions to ensure safety in the use of electricity and fire prevention and fighting.
With many drastic solutions and the synchronous and effective participation of all levels, sectors, localities and people, from 2024 to present, the fire and explosion situation in the area has been controlled, no major fires have occurred, causing serious damage, and property damage has decreased compared to previous years. In the coming time, the Provincial Party Committee and the Provincial People's Committee will continue to direct departments, sectors, organizations and localities to effectively implement fire prevention and fighting work. Continue to promote propaganda and guidance on fire prevention measures, fire fighting skills, escape and escape. Review and build additional fire safety inter-family teams, public fire fighting points, ensuring that 100% of households with houses for living combined with adjacent production and business participate in the inter-family teams; 100% of households are equipped with additional portable fire extinguishers. Strengthen fire prevention and fighting inspection and control, detect and strictly handle violations of fire prevention and fighting. Organize the pilot construction of a fire management and warning application model associated with the identification of house numbers, apartments, facilities and population data. Strengthen the mobilization of socialized investment funds for fire prevention and fighting activities in the province; build a regular, elite and gradually modernized fire prevention and fighting police force to meet new development trends.
