Implementing the Party and Government's policy on streamlining the apparatus, on December 31, 2024, the Government issued Decree No. 178/2024/ND-CP stipulating the regime and policies for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system. Then, on March 15, 2025, the Government continued to issue Decree No. 67/2025/ND-CP detailing and supplementing a number of contents related to the implementation of streamlining and restructuring.
On that basis, on January 24, 2025, the Ministry of Finance issued Circular No. 07/2025/TT-BTC to guide the determination of funding sources, budget preparation, management, use and settlement of funding for implementing policies prescribed in the above Decrees. This is an important basis to help ministries, branches and localities proactively implement policies in accordance with regulations, ensuring the rights of affected subjects.
The Ministry of Finance said that since this is a task arising in the 2025 budget year, according to current legal regulations, the provision of additional resources to implement the policy is under the authority of the National Assembly . The Ministry of Finance has promptly reported to the Government, reported to the National Assembly Standing Committee and submitted to the National Assembly at the 9th session (scheduled to take place in May 2025) the proposed content of the supplementary state budget estimate for 2025 to have sufficient resources to implement the policy in accordance with regulations.
Immediately after the National Assembly approves the supplementary budget estimate, based on the synthesis of specific proposals from ministries, branches and localities, the Government will allocate funds to implement the policy nationwide. While waiting for the National Assembly to decide and the Government to allocate, the Ministry of Finance has provided clear instructions to ensure that the payment of regimes and policies is not delayed.
Specifically, at Point d, Clause 1, Article 5 of Circular No. 07/2025/TT-BTC stipulates: "While waiting for competent authorities to supplement funding, agencies and units are requested to proactively use the assigned budget sources to promptly pay regimes and policies to subjects according to regulations".
Thus, agencies and units are responsible for reviewing and balancing within the budget estimates allocated at the beginning of the year to ensure the rights of cadres, civil servants, public employees and workers affected by the organizational arrangement.
At the same time, to serve the synthesis of submission to competent authorities for timely budget supplementation, the Ministry of Finance has issued a document urging ministries, branches and localities to promptly prepare detailed estimates and fully report on funding needs arising during the policy implementation process.
In the spirit of the Government's direction, the Ministry of Finance affirms that it will continue to proactively coordinate closely with relevant units to balance, arrange and allocate the budget, ensuring adequate resources to implement the prescribed regimes and policies.
Ensuring adequate and timely funding is not only a technical factor in budget management but also demonstrates political determination in successfully implementing the reform, streamlining, and improving the effectiveness and efficiency of the state administrative apparatus in accordance with the spirit of the Central Resolution and resolutions of the National Assembly and the Government.
