Inadequate drainage system of traffic routes

National Highway 22 at An Binh intersection has a damaged drainage culvert causing continuous flooding, making traffic difficult.

However, currently in the province, there are many roads that do not have drainage systems, or have them but they are not dredged regularly, causing rainwater and wastewater to stagnate along the roadside, even causing localized flooding after heavy rains, damaging the road surface, polluting the environment and posing a very high risk of traffic accidents.

Road lacks drainage system

For over 3 years, people living along both sides of Boi Loi Street from Tay Ninh Pedagogical College to the intersection with Dien Bien Phu Street, Ninh Son Ward, Tay Ninh City have continuously complained to local authorities and functional agencies about the situation of stagnant domestic wastewater and rainwater emitting a foul odor, polluting the environment and affecting people's lives.

Mr. Nguyen Van Tam, resident of Ninh Tho quarter, Ninh Son ward, said that the situation of domestic wastewater overflowing onto the street, many sections being stagnant for a long time, not only causes environmental pollution, potential traffic accident risks, loss of urban beauty, and difficulties in people's daily life, travel, and business.

According to Mr. Tam, up to now, this road has not had a drainage system, when it rains, water overflows on both sides of the road and drains naturally. However, in recent years, due to rapid urbanization, many families have competed to fill the land to build houses higher than the road, causing water to have no way to drain, causing frequent flooding.

According to the writer's records, the area in front of Van Vui construction and sand business, No. 316, Boi Loi Street; Ninh Trung Quarter and in front of Le Khanh garage in Ninh Tho Quarter, Ninh Son Ward, there are many large puddles of water occupying about 1/3 of the road surface, causing difficulties for many vehicles when traveling through this area. To avoid these puddles, two-wheeled vehicles have to encroach into the middle of the road, go into the car lane, and in many cases, even have to go to the opposite lane, posing a great risk of traffic accidents.

Often having water splashed into her house, affecting her daily life, Ms. Le Thi Yen, residing in Ninh An hamlet, Bau Nang commune, Duong Minh Chau district, said that for about 3 years now, the Bau Nang - Cha La inter-commune road has often been flooded after rain, many spots have been flooded, even taking two or three days to drain.

When passing through these sections, road users often have to slow down and move slowly to avoid splashing water on nearby pedestrians. There have also been cases where some cars “drive recklessly” causing water to splash all over the house, affecting the family’s daily life.

National Highway 22, the section of canal N26 that passes through, is often flooded due to the roadside drainage system being silted up and blocking the flow.

The road has a sewer but the water is still stagnant.

According to the people in An Tinh ward, Trang Bang town, in recent years, National Highway 22 (Trans-Asia Highway) passing through An Tinh ward has been continuously flooded after rain.

Mr. Nguyen Thanh An, residing in Suoi Sau Quarter, An Tinh Ward, said that the section of National Highway 22 through which the N26 canal passes is often flooded with water from the sewer overflowing onto the road, causing environmental pollution. In addition, when it rains heavily, the water cannot drain in time, causing local flooding of the entire road for a stretch of more than 100m.

According to Mr. An, this area has a roadside drainage system, but because it is not dredged regularly, all kinds of garbage and sand have accumulated over time, making it impossible for water to drain. When it does not rain, the water overflows onto the road, creating a foul smell and affecting the lives of households along the road.

According to Ms. Ngoc Linh, the sewer in front of her house has been clogged with water for more than 2 years. Every time it rains heavily, water overflows into the house, carrying garbage along with it, causing a very unpleasant smell.

According to local residents, National Highway 22 passing through Trang Bang town currently has many points that are frequently flooded after rain, such as: An Binh intersection and the section from the 110kV transformer station to the Agribank Trang Bang branch.

In particular, at the An Binh intersection, many manhole covers were broken and collapsed, causing blockage of the flow and local flooding. Due to the flooded road, the manhole covers on both sides of the road were damaged in many places, causing motorbike riders to fall into the manholes. Local people requested the authorities to promptly find a solution to handle the above situation, ensuring safety for people traveling.

Many roads have invested in drainage systems.

In response to the people's complaints, Mr. To Nguyen Nhi Linh - Chairman of Ninh Son Ward People's Committee, Tay Ninh City said that in the past, when implementing the construction of roads in the area, there was often no investment in drainage systems, mainly taking advantage of the ground on both sides of the road for natural drainage.

However, due to urbanization, people dump soil and concrete the ground higher than the road surface, causing water to stagnate after heavy rains. In addition, currently in the ward there is no domestic wastewater collection system, so many families discharge wastewater onto the road, causing environmental pollution.

According to Mr. Linh, Tay Ninh city currently has a policy to invest in drainage systems for traffic routes in the area, in which, at some local flooding points on Boi Loi road through Ninh Son ward, the ward has proposed the City People's Committee to invest in two drainage systems of two branch roads to drain water into Dung stream and Vuon Dieu stream in 2023. At the same time, the locality has also coordinated with the Department of Transport to measure and compensate for site clearance to invest in drainage systems on both sides of Boi Loi road in the coming time.

At the meeting with voters before the 7th session (special session) of the 10th Provincial People's Council for the 2021-2026 term in An Tinh ward, talking about the causes leading to the deterioration of some roads in the town, Mr. Ho Van Hong - Standing Deputy Secretary of the Town Party Committee, Chairman of the Trang Bang Town People's Council said that in the past, due to difficult economic conditions, traffic routes were mainly focused on investing in the roadbed and surface, very few roads had drainage systems.

In recent years, people often build houses and buildings higher than the road surface, domestic wastewater is also discharged directly onto the road, without a place to drain, causing congestion and damage to the road surface. In addition, there are also some roads with sewers but they are silted up, garbage is stagnant and causes localized bends, typically National Highway 22 through An Tinh Ward.

According to the Department of Transport, currently, newly upgraded roads are all equipped with drainage systems to ensure active drainage, preventing stagnant water from damaging the road surface. In addition, the Transport sector is also constructing drainage systems on some roads that are frequently flooded, such as: Road 786 through Thanh Dien Commune, Chau Thanh District, Road 785 through Ninh Son Ward, Tan Binh Commune, Tay Ninh City and Tan Phu Commune, Tan Chau District, etc.

Regarding National Highway 22 through the province, which was invested in many years ago, some sections are currently silted, filled with garbage causing flooding and many manhole covers are damaged. Upon receiving feedback from the people, the Department of Transport contacted the management unit of this route to fix it, ensuring safety for people and vehicles.
