The Ministry of Industry and Trade has just issued Circular No. 39/2025/TT-BCT stipulating the maximum limit on the value of goods and services used for promotion, the maximum discount level for goods and services on promotion that traders are allowed to implement in promotional activities (according to simplified procedures).

Accordingly, from July 1, the material value used for promotion for a unit of goods or services must not exceed 50% of the selling price immediately before the promotion period.

The maximum discount for promotional goods and services must not exceed 50% of the price of the goods and services immediately before the promotion period.

In cases of organizing a concentrated promotional program, the maximum limit on the value of goods and services used for promotion is 100%.

The maximum limit on the value of goods and services used for 100% promotion is also applied to promotional activities within the framework of trade promotion programs and activities decided by competent central authorities.

The maximum discount limit does not apply when promoting discounts on goods and services implementing the State's price stabilization policy, fresh food products; goods and services in case of enterprise bankruptcy, dissolution, change of location, production and business lines.

This Circular takes effect from July 1, and applies to all manufacturing and trading traders and organizations with trade promotion activities. Promotional activities implemented before July 1 will continue according to the old regulations until the end of the program period.
