Inadequate revenue collection at 2 primary schools due to unclear propaganda

The Department of Education and Training of Phu Ly City requested the school to increase propaganda so that parents can understand the issue and avoid misunderstandings. This move came after Thanh Nien Newspaper reported that parents reported some illegal fees at Le Hong Phong Primary School and Thanh Son B Primary School.

Speaking to Thanh Nien Newspaper reporters on November 7, Mr. Trinh Xuan Thang, Head of the Department of Education and Training of Phu Ly City ( Ha Nam Province), said that the unit had asked the principals of the two schools to report and clarify the cause of the incident.

Le Hong Phong Primary School was complained by parents about some inappropriate fees.

Mr. Thang said: "I have asked the principals of Le Hong Phong Primary School and Thanh Son B Primary School to report on these revenues. Currently, the school has not yet implemented the expenditure for this school year, only implementing the collection at the beginning of the year."

According to Mr. Thang, currently, Ha Nam province has Resolution 09 of 2023 of the People's Council amending and supplementing a number of contents of Resolution 09 of 2022 regulating revenue items and collection levels.

For the school's revenue (including mobilization and sponsorship to supplement the conditions for implementing educational activities), the school must comply with Circular 16 and Circular 18 of the Ministry of Education and Training on fundraising.

For common equipment such as desks, chairs, boards, etc., the city will provide them to schools. If the school wants to add more equipment such as air conditioners or televisions to help teachers implement digital transformation in teaching, the school and parents must agree to come up with a plan.

"This year, Le Hong Phong Primary School must buy new desks and chairs after renovating its classrooms. According to regulations, this will be done in a centralized purchasing form, but we have to wait for a batch. For newly built schools, the city will support desks and chairs for the schools. If the desks and chairs are degraded, there will be a deadline to supplement them for the schools," said Mr. Thang.

However, according to Mr. Thang, centralized procurement is extremely difficult. Recently, many teaching equipment bidding packages have been invited by the city but no contractors have participated due to the difficult mechanism and low prices, so schools are very impatient. During the teaching process, the school lacks equipment, desks and chairs are degraded but replacement and supplementation are not timely, so the school may mobilize sponsorship from businesses, associations or parents...

Specifically, Le Hong Phong Primary School and Thanh Son B Primary School have mobilized funding from parents.

Expressing his opinion on the issue of parents being "overcharged" for voluntary collection fees at Le Hong Phong Primary School and Thanh Son B Primary School, Mr. Thang said: "The Department of Education and Training has given very specific instructions in meetings, that there must be a clear distinction between sponsorship money and the parent association fund, although both of these funds are mobilized on a voluntary basis, but they cannot be equalized, and there is no set collection level. For sponsorship money, the school must mobilize, not the parents of the students. The parent representative board is just one of the people in the fundraising team. They can talk to the parents of that class to mobilize, and the person with the main responsibility in this matter is the principal."

Specifically, the principal must have an open letter, develop a plan and get it approved, the school will implement it in accordance with Circular 16 of the Ministry of Education and Training (regulations on funding for educational institutions).

"For parents to complain about the fees collected at these two schools, through inspection, it was determined that the cause came from the propaganda of the parents' association to parents of the classes. Therefore, I have corrected and discussed very carefully with the school, requiring the school to increase propaganda more so that parents understand. The Department of Education and Training will continue to inspect to correct if there is any problem, and at the same time require schools to continue to innovate propaganda work so that parents understand correctly and fully. Increase non-cash payments as well as fully publicize information for more transparency," said Mr. Thang.
